BACKGROUND

Catholic Relief Services (CRS) is a US–based voluntary organization working in more than 80 countries around the world to assist people victims of disasters, people in need and the disadvantaged regardless of race, belief or nationality. CRS has been operating in Indonesia since 1957 under a Memorandum of Understanding with the Ministry of Social Affairs to support local communities struggling to alleviate human suffering, eradicate poverty, and become self-reliant through the implementation of mother and child health and nutrition programs, agricultural livelihoods, and disaster risk reduction. CRS is also a major player in humanitarian and disaster response intervention in Indonesia. CRS implements its programs in collaboration with local non – government organizations operating in CRS's geographical target areas.

The COVID-19 pandemic continues to affect lives and livelihoods across Indonesia, the country with the highest caseload in all of Southeast Asia. As of October 2021, there have been more than 4.23 million infections nationwide, with more than 143,000 deaths reported. However, the real number of cases and deaths is likely higher. Only around 22% of the population has been vaccinated, and local governments lack capacity to respond in the most hard-hit provinces. The World Health Organization predicts an increase in case numbers, likely in outer-lying provinces and islands due to low vaccination rates and easing of restrictions, as well as weak community observance of health protocols and schools gradually opening. According to the World Bank, about 1.8 million people became unemployed; the Ministry of Manpower and BPJS Ketenagakerjaan (Social Security Agency) estimates that 2.8 million people fell into poverty due to the pandemic. Indicators relating to livelihoods, food security and gender-based violence have also deteriorated dramatically over this period. To augment existing data and gap analyses, the CAN DO Consortium conducted a needs assessment between 23 August and 30 September 2021. The proposed activities have been informed by analysis of data collected during that assessment, as well as through collaboration with local implementing partners, coordination with local government, and in consideration of unique needs of women, disabled people, and other marginalized groups.

The CAN DO consortium proposes a 15-month project to mitigate the impacts of the COVID-19 pandemic by supporting subnational authorities in vaccination efforts, providing psychosocial support in targeted priority communities, and improving families' ability to absorb the shock to their livelihoods. The consortium is comprised of four Australian Organizations, who will operate through Indonesian-based partners and their local civil society implementing partners: ADRA Indonesia will implement activities in Aceh, East Java, West Java, South Sulawesi, NTT, Papua and West Papua; Caritas Australia partner CRS will implement activities in Central Java, West Java, East Java and Aceh in collaboration with local implementing partner Human Initiative (HI); Act for Peace partner CWS will implement in South Sulawesi, and NTT with local implementing partner Yayasan Inanta and PMPB; and Uniting World partner MBM will implement in Bali. CAN DO partners will operate in different geographic locations to ensure maximum coverage and avoid duplication of services. Targeted populations will benefit from multiple outcomes through an integrated response covering the following outcomes:

1.     People in target communities, especially elderly, persons with comorbidities, pregnant women, people with disabilities, and other marginalized groups have improved knowledge, attitudes and practices on issues and impacts of the COVID-19 pandemic.

2.     Sub-national health authorities manage the spread and impact of COVID-19 through increased uptake of vaccines targeting priority groups (including elderly, persons with comorbidities, pregnant women, PWDs and other marginalized groups).

3.     Local communities, including marginalized people, are provided with psychosocial support and referrals.

4.     People with livelihoods affected by COVID-19 have improved access to livelihood support to meet basic needs.

WORK TO BE ACCOMPLISHED

The Project Coordinator consultant will support CRS' emergency staff in starting up the project during the inception phase. She/he will work in close collaboration with the Australian Humanitarian Partnership (AHP) consortium members, CRS' partner (HI), program and operations teams, Government officials, and relevant working groups/clusters ensuring successful project implementation. Specifically, the consultant will be tasked to do the following:

1.     Actively participate and represent CRS in design phase meetings/workshops with consortium members

2.     Assist CRS' partner in developing and implementing a start-up plan, which includes developing a implementation work plan, revising/detailing the project budget, targeting/selection criteria, strategy/approach, MEAL plan, data collection forms, providing refresher trainings on relevant humanitarian standards, etc.  

3.     Organize a start-up workshop to orient the project team, partner staff, and key stakeholders to the project design and compliance requirements

4.     Update/refine the proposal activities schedule to develop a comprehensive detailed implementation plan for the first year of the project.

5.     Support the CRS team with administrative and project set-up requirements such as putting in place the partnership agreement, drafting risk management plan, developing Terms of Reference for activities during the inception phase, etc.

6.     Support MEAL planning and implementation for the inception phase, especially working with the partner and CRS' MEAL team to plan for and develop assessment tools

7.     Refine the project budget based on changes in the operating context and detailed implementation planning, including all program and operations activities.

8.     Coordinate with CRS' Financial Manager to organize a meeting to orient CRS' partner on project-specific financial management and reporting processes, formats, and schedules.

9.     Undertake day to day management of the project during the inception phase, including smooth project implementation, efficient use of resources.

10.  Regular coordination with CRS' team, consortium partners, and CRS' partner, and facilitate external coordination with relevant Government authorities and other relevant actors

11.  Ensure/facilitate the participation and involvement of relevant stakeholders in project activities

12.  Ensure the timeliness and quality of inception phase outputs as well as timely preparation of any reports on achievements and challenges faced within the project

13.  Other tasks as requested

 

Expected Deliverables:

1.     Bi-weekly written updates (no more than 1 page) to summarize actions undertaken, outputs delivered, contacts made, meetings held, next steps and other topics requested.

2.     Draft partnership agreement

3.     Detailed implementation plan

4.     Budget revision/updates, including documenting rationale behind budget decisions/changes

5.     Risk management plan

6.     Inputs on MEAL system and plan, including where necessary direct support to the partner to develop data collection forms

7.     Handover note/document for the Senior Project Manager and Program Quality Manager detailing next steps and recommendations

PLACE OF PERFORMANCE

·       Project locations include Central Java, East Java, West Java and Aceh provinces. The Project coordinator is expected to visit locations at least one time to monitor the progress of the project and coordination with partner and government stakeholder.

·       Most of the time the tasks will carried out from Jakarta or by working from home due to pandemic Covid19

TIMELINE

The consultancy will be for a period of three months where in the project coordinator works in tandem with the Senior Project Officer during the start-up/inception phase of the project from mid-November 2021 until mid-January 2022.

QUALIFICATION

1.     Education:  Master's degree in social sciences or related technical field.

2.     Experience:

·       A minimum of 4 years' experience in project management in a development context

·       Good understanding of the humanitarian context and CRS' approach to partnerships.

·       Experience in administrative management of projects, including budget budgets, financial oversight and administration.

·       Experience in developing and maintaining partnerships with government, NGO partners and other stakeholders

·       Experience in using project planning tools.

·       Prior experience with CRS will be an asset.

 

Required/Desired Foreign Language

·       High level English oral and written communication skills, including representation and liaison skills.
