Title : Consultant for Facilitating SME Platform and Development of Code of Practice for
Ethical, Sustainable SME Retailers for the SWITCH Asia Local Harvest Project
Duration : 3 months (maximum 24 days)

Background
The SWITCH Asia Local Harvest project: Promoting sustainable and equitable consumption and local food systems in Indonesia is supported by the European Union and implemented by Hivos and its partners: AMAN (Aliansi Masyarakat Adat Nusantara), ASPPUK (Asosiasi Pendamping Perempuan Usaha Kecil), NTFP-EP (Non Timber Forest Product-Exchange Program) Indonesia and Yayasan WWF Indonesia. The project is implemented in 8 provinces (14 districts) and 5 cities in Indonesia over a period of four (4) years commencing March 1, 2018. The specific objective of the project is to stimulate a significant shift in consumption patterns towards sustainable and ethically sourced food products in Indonesia through increased knowledge and awareness of consumers about the impacts of their food choices; increased capacities of food MSMEs and producers - including women and indigenous people - to penetrate markets; and a favourable policy environment for uptake of Sustainable Consumption and Production (SCP) practices in the food sector.
SMEs are the backbone of Indonesia's food sector. Even outside the informal sector, food SMEs account for around 80% of all SMEs, and 90% of the total number of food and beverage industries. While more and more SMEs are emerging that are committed to carrying ethically and sustainably produced products, they still face many challenges-common to SMEs in the country-including lack of capital, market access, and human resources. However, we believe that there is great potential for the development of this market over the coming years, and see young and committed entrepreneurs as key actors in promoting demand for sustainability and ethical consumption among consumers.
As part of the project implementation, the project aims to develop/support a network of frontrunner SME/ retailers, particularly those managed by women, that is based on a commitment to the promotion of ethical and sustainable consumption and production. This will include retailers, cafes, restaurants, catering, as well as online shops that are committed to retail of green, healthy, fair and local food products. The network will serve as a platform for dialogue and collaboration among food service SMEs for linking, learning and innovation, powered by regular local and national network meetings as well as by online forums for communication such as WhatsApp or Facebook groups. In addition, to develop and spell out common understandings on the commitment to ethical and sustainable consumption, a voluntary code of practice for SME forum members will be developed. This is expected to include commitments on sustainable sourcing standards and practices, consumer information, labelling, marketing, waste management and so on. Members of the network will be encouraged to develop a kitemark or brand to signify that they have signed up to the principles and standards enshrined in the code, which may also be supported in campaigning and promotional activities.
Scope of Work
The consultant is expected to:
1. Organize and facilitate a series of workshop/ discussions with Food SMEs/ retailers for the establishment/strengthening the SME platform.
2. Conduct mapping to identify potential (women-led) food SMEs/retailers, who will be the key actors in the SME platform.
3. Support the development of a voluntary code of practice for SME forum members based on discussion and workshops result, which includes commitments on sustainable sourcing standards and practices, consumer information, labelling, marketing, waste management, etc, to be agreed and signed by the forum members
4. Review and collect information related to the assignment from relevant documents.
5. Discuss with Hivos and/or implementing partners, allies, and other relevant stakeholders i.e. for developing strategy and plan for the assignment.
Duration
It is anticipated that the assignment will be completed within 3 months from the date of the signing of the contract between Hivos and the consultant with a maximum of 24 working days.
Deliverables
- A concise report on series of discussion/ workshop for the establishment/strengthening the SME/ retailer platform and their results
- An agreed (and signed) voluntary code of practice for SME/retailer forum members, which includes commitments on sustainable sourcing standards and practices, consumer information, labelling, marketing, waste management, etc.
All reports (in Bahasa Indonesia and English) should be submitted in electronic version in relevant Microsoft Office format.
Qualifications & Experience
The consultant or team of consultants should:
· Have extensive experience in facilitating SME forum
· Have experience in capacity building and assisting SME, particularly SME that related to food system
· Have familiarity in Sustainable Consumption and Production (SCP) issue
· Have ample knowledge and experience working in the issues related to food systems
· Have the ability to draw upon a range of inputs and synthesize the findings into a readable and practical narrative.
