Senior Health Field Officer
(Resident Position, Jakarta-based)
The ICRC Delegation in Jakarta is seeking a suitably qualified candidate to fill the above-mentioned position with bellow criteria:
Role Purposes
Senior Health Field Officer leads any ICRC health-related activities to his/her programs through planning, implementing, monitoring and evaluating. S/he is the interface with internal (ICRC) and external (authorities at State, Ministry of Health, National Red Cross Society, NGO counterparts) stakeholders on health-related activities and issues at field level (under the coordination of a delegate when relevant).
Main responsibilities
- Analyses the overall humanitarian context and situation in Indonesia and Timor-Leste with a focus on health aspects.
- Assesses, identifies, and prioritizes the health needs in the areas of interests of the ICRC.
- Proposes, implements and monitors relevant health assistances, responses, programs in line with the delegation strategies and priorities.
- Provides advices regarding the implementation of health program management held with relevant interlocutors, through contributions to regular meetings, trainings, and workshops.
- Provides advices and expertise on health issue to the management and other departments when needed.
- Develops a network with health stakeholders at local, provincial and national levels. In the essence of representing the ICRC vis-à-vis key stakeholders.
- Contributes to improving the ICRC's Health program objectives at State levels with National Red Cross Society and MoHS.
- Give advice on culture, politics, general situation and share relevant information relevant to the context.
- Translate documents and interpret in any situation if necessary.
- Collates and analyses First Aid needs in the given Area of Responsibility (liaises with relevant delegates whenever possible);
- Identifies priorities for First Aid and other activities based on the programme framework, assessments and needs identified;
- Develops and establishes a Plan of Action for a First Aid programme including implementation of a monitoring system for assessing the work of the ICRC trained facilitators for quality assurance;
- Participates in planning for field trips and communicates with the relevant authorities and ICRC departments regarding notifications, and mobilising support from those who receive the training;
- Organises request and provides follow up for all First Aid equipment needed;
- Motivates and commits in delivering First Aid courses to the specific trainees and in their context;
- Solicits and uses feedback to enhance learning benefits from training sessions;
- During the field trips in the health priorities area autonomously finds approaches that guarantee the quality and the cultural acceptance of the health services/activities.
- Be responsible for all health activities reports, data collection and analyses of the context and health care system to his/her programs: operational, RBM, BOR, monthly reports, quarterly, MAD.
- Participates in the writing of health-related reports in the collaboration with other departments.
- Contributes to the Planning for Result (PfR) and budget exercises along its necessary follow-up.
Requirements
- Degree in medicine or other health profession.
- Post Graduate diploma / Degree in Public health or health management would be an asset.
- Additional studies / training in a relevant field as advance first aid is a strong asset.
- 10 years' work experience in a field of public health programme management.
- 3 to 5 years' work experience in First Aid, Prehospital Emergency Care or Emergency Medical Care
- Very good understanding of the Health system in Indonesia.
- Fluent in spoken and written Indonesian and English.
- Excellent computer skills.
- Excellent analytical negotiating and interpersonal skills.
- Confirmed capacity to assess field situation.
- Ability to adapt to stressful and changing environments.
- Ability to collaborate and work harmoniously with different departments.
- Ability to travel extensively in Indonesia including to remote areas.
- Sensitive to cultural diversity.
- Previous experience working with humanitarian organisation.
- Previous experience in project management.
- Knowledge/experience in Pre-hospital emergency care and first level of care.
