Background

Reforsa Hamutuk (the Tetum phrase for "Stronger Together") is a 30-month program supported by the European Union with the overall objective of promoting social inclusion and economic development for women survivors and victims of violence in Timor-Leste. In this project, Hivos and co-beneficiaries, Forum Komunikasaun Ba Feto Timor-Leste (Fokupers) and Asosiasaun Chega! Ba Ita (ACbit), seek to strengthen women survivors and victims of violence, as well as staff and resource people from local NGOs and CBOs. The project is also conducted to increase the awareness of local communities, local leaders, key stakeholders of the national government, business communities, and broader civil society to improve the provision of support for 25,000 Timorese women survivors and victims of violence, including survivors of past conflict and gender-based violence, and their families. Focusing on the seven districts of Ainaro, Baucau, Dili, Ermera, Liquica, Manufahi, and Oecusse, this project was designed to complement ongoing initiatives by the government and civil society organizations (CSOs) to assist survivors in prevention, access to justice, and advocacy.

 

As part of the project, Hivos is seeking a consultant filmmaker to produce three short films to be screened in the project's focus districts. The short films will focus on the economic and social inclusion of women survivors and victims of violence. The films will then be screened in local communities as an effort to strengthen public awareness of the extent and impact of conflict and gender-based violence on women, as well as to strengthen public and government support for their economic and social inclusion.

 

 

Objective

To produce three short films on economic and social inclusion of women survivors and victims of violence to be screened in Reforsa Hamutuk's focus districts.

 

Scope of work

 

The maximum duration to conduct the assignment is until 18th of March 2022, with tasks including:

  • Researching the issues and developing the scripts until they are approved;
  • Shooting and editing the films;
  • Delivering the first draft of the films to be discussed for inputs;
  • Revising the drafts until the final versions are approved;
  • Complying with requests for logo placements and related credits;
  • Provision of English subtitles; and
  • Attending related film discussions and/or festivals after the contract ends, with further arrangement with Hivos.

 

 

 

Expected Output

 

Three short films with a maximum duration of 30 minutes each, covering the following issues:

·         The importance of women's economic inclusion for local economic growth

·         The importance of women's economic inclusion for the women themselves

  • Social inclusion of women survivors and victims of violence

Qualifications and Experiences:

•     A small team based in Timor-Leste;

•     Proven track record in producing/directing short films timely and accountably;

•     Good quality portfolio in the creative and artistic approach;

•     Experience in working with women survivors and victims of violence will be preferred;

•     Background or understanding of women's rights issues will be preferred;

•     Experience in working with local CSOs and understanding of other human rights issues is an advantage

•     Ability to travel and work in community-settings.

•     Fluent in English and Tetum.

 

Budget and Requirements:

The chosen consultant is expected to submit a budget along with a brief proposal for the assignment, and links to access samples of past works.

 

The budget proposed, from the development until the final delivery of the films, must not exceed EUR 12,500. This budget is all-inclusive, meaning that it should include film crews and talents honor fees, equipment rentals, preparations, applicable tax under Timor-Leste law, and any other expenses needed for the film production. No additional reimbursement will be provided.

 

The proposal should include brief ideas for the films, and the methodology to conduct the filmmaking process that include mitigations of COVID-19 risks.

 

Sample of past works must be shared as links to cloud storage or websites, not attached to the application email.
