Project Description

 

Health Policy Plus (HP+) is a seven-year $222 million project funded by U.S. Agency for International Development USAID that was awarded to Palladium on August 28, 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in HIV, family planning and reproductive health, and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs. HP+ also aims to strengthen in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities.

 

For the past 3 years, HP+ has been supporting the Ministry of Health (MoH) through the Center of Health Financing and Health Insurance (Pusat Pembiayaan dan Jaminan Kesehatan/PPJK) to build the structural framework and a road map of the Public-Private Partnership (PPP) initiative in health. As a result, currently, PPJK has the draft of the MoH Regulation on PPP non-Infrastructure in Health (Rancangan PMK Kemitraan Pemerintah dan Swasta/KPS) and the Ministerial Decree for the establishment of the PPP Committee in the Ministry of Health (Rancangan KMK Komite KPS). Both of these documents will lay out the foundation of PPP implementation in the health sector for the coming years.

 

In an attempt to bring the work of the PPP Committee to be goal-oriented, measurable, and cost-effective with high-impact results, a strategic and articulative work plan is required. The content of the work plan will help the PPP Committee to set the yearly targets, identify the effective approach to implement PPP schemes, and determine the sustainability strategy of the PPP agenda for the Ministry of Health. To respond to this request, HP+ is looking for a senior consultant with a strong background in health planning and policy issues and exposure to the MoH organization structure, as well as experience working in donor-funded development projects.

 

Assignment Overview

 

HP+ is seeking a short-term senior consultant who will be assigned for the development of the PPP multi-year work plan which will be used by the PPP Committee as the basis for their yearly activities. Among others, the work plan will consist of the roadmap of the PPP in health in Indonesia, the proposed activities prepared quarterly, the potential PPP schemes to be pursued at the central and local levels, and the sustainability strategy of the PPP mechanism. In doing the assignment, S/he will be seeking insights from key stakeholders including PPJK, HP+ legal consultant for the PMK KPS, as well as the private sectors, CSOs, and Academicians. S/he will also be working closely with the HP+ team in Jakarta and Washington DC.

 

Deliverables

 

This assignment will take for 30 days (10 days each month from December 2021, January and February 2022). The deliverables are as follows:

 

  • PPP Committee Work Plan (First draft, Second draft, and final Work Plan)
  • Interview and meeting notes from key stakeholders at the central level, including GoI officials, and representatives from the Private Sector, NGOs, and Professional Associations (Meeting Notes submitted along with the aforementioned deliverable, accordingly)

 

Qualifications

 

  • Master’s degree or Ph.D. in relevant field.
  • 10 – 15 years of work experience or exposure to development projects by GoI or donors.
  • Proven track record in preparing and developing work plans with result-based management (RBM) approach
  • Excellent command of English and Bahasa Indonesia.
  • Proactive, accountable, good attention to detail, and commitment to performing well at work.
