Position Title: Learning and Adaptation Specialist

FHI 360 is the prime implementer of USAID's Tuberculosis Private Sector Activity which aims to contribute to national goals to reduce tuberculosis (TB) incidence and mortality by increasing the number of private provider clients who are correctly diagnosed, notified and receive quality TB services. The project is seeking a Learning and Adaptation Specialist to work in close collaboration on this project with its leadership and research team in Jakarta, Indonesia.
The Learning and Adaptation Specialist will be responsible for managing the Activity learning, research, and adaptation functions. This position assists MERLC Advisor to ensure TBPS utilizes learning, knowledge and research results for ongoing adaptive management. This includes supporting the development and implementation of a series of research studies as part of the implementation of the MEL plan, research agenda and collective action processes amongst TBPS partners and key stakeholders with a particular focus on ensuring adequate dissemination and demonstrable use of the research findings, including publication in scientific conferences and peer-reviewed journals. The Learning and Adaptation Specialist will work in close collaboration with the TBPS Technical Team and Field Operation Team to implement these tasks, consistent with the USAID collaborative partnership, learning and adaptation (CLA) framework, and being flexible, innovative and iterative.
Essential Job Functions:
· Support to the collective action agendas
Provide support to the development of collective action agendas by TBPS partners and key stakeholders. This includes providing facilitation and technical support as needed, and the ongoing review, adaptation and updating of the agendas to align with contextual changes and CLA framework by adopting Developmental Evaluation principles.
· Implementation of the research agenda
Work with the TBPS team to implement the research activities outlined in the MEL plan, including:
- Develop research designs for research topics in the MEL plan and coordinate development of the broader program research agenda
- Identify and scope research and evaluation activities that are required from the collective action agendas by partners or relate to AIPTIS program assumptions;
- Provide direction including commissioning relevant analytics, research, and learning and providing input to methods proposed and quality assurance and oversight to the implementation and findings, including of final products;
- Support the use of remote research methods as necessary;
- Ensure that research products delivered are consistent with both USAID and FHI 360 guidelines such as collaborative partnership, equality and inclusion; and
- Ensure that any relevant findings feed into the TBPS strategies and that communications are accessible to a broad audience and contribute to the achievement of TBPS' objectives.
· Learning, knowledge and adaptive management
Implementation of the learning and reflection activities in the program MEL plan, including:
- Support for the synthesis and analysis of information from the MEL system and research activities in preparation for learning activities;
- Contribute to facilitation and organization of regular reflection workshops to support program learning and adaptation;
- Contribute to the facilitation of events that support the transfer of ideas and experiences beyond to TBPS partners and key stakeholders;
- Provide strategic inputs to the Senior Management Team as to the implications for TBPS' strategic direction of research and learning findings;
- Contribute to preparation and on-time delivery of research reports, quarterly and annual reports, and other TBPS deliverables;
- Present to internal and external stakeholders about program learnings; and
- Knowledge Management including management and coordination of knowledge management systems and activities.
- Writes and edits technical documents or research reports.
- Assists with publications in peer-reviewed journals, web pages, and presentations to key stakeholders.
- Performs other duties as assigned.
Qualifications:
- Master's degree or its International Equivalent in Public Health, Research, International Development, Medical Sciences, Behavioral, Life/Social Sciences or other related discipline.
- 6+ years' experience working on large donor funded programs, and working in a diverse team;
- Typically requires at least 3 years of experience on operational research or evaluation activities, and knowledge of a range of research methods, including community-based randomized trials, quasi-experimental studies and mixed-method research;
- Prior working experiences on research proposal development, report writing, and publication in peer-reviewed journals;
- Understanding of adaptive management principles and experience of applying these within programs;
- Demonstrated technical knowledge of GESI and Health Policy issues in Indonesia;
- Demonstrated ability to build strong relationships with GOI, USAID and Private Sector;
- Proficiency in Microsoft Office, spreadsheets, quantitative (STATA, SPSS, R), and qualitative analytical (NVivo, Dedoose) software and other technology required for digital or remote data collection.
- Articulate, professional and able to communicate in a clear, positive fashion with clients and staff.
- Must be able to read, write and speak fluent English; fluent in host country language.
- Previous experience working with USAID and a sound knowledge of USAID's reporting and performance management processes preferred;
