Job Summary:

Being a part of Asia Regional Office team, the Regional Human Resources Manager is mainly responsible for providing effective HR support to all projects in Asia region, ensuring the implementation of HR services align with internal policies and procedures, providing consultation on the application of HR policies, rules and regulations, and offering solutions to HR challenges. This position is also responsible for providing capacity building activities for projects in the region and acts as an HR compliance champion for local national administration.  

 

Essential Duties: 

·    Act as an HR Generalist, addressing HR issues for all projects in Asia by providing consultation and coordination on HR policy interpretation and other RTI corporate initiatives

·    Act as primary HR resource for those projects with no HR representative

·    Ensure HR implementation and operation in the projects are in compliance with RTI policies and procedures, RTI values, ethics, as well as in accordance with local laws and client requirements   

·    Provide orientation and onboarding training for new hires and for new project HR personnel, on RTI Performance Management, RTI Learning Framework, RTI Diversity and Inclusion Framework and other RTI corporate initiatives; Prepare the training materials customized to project and/or specific country needs

·    Support project start-up, especially in leading the recruitment and hiring, including employment administration of local national staff

·    Support project close-out, such as working with projects for severance calculations and administration support, provide RTI Staff Transition Readiness training to staff as part of separation

·    Manage/oversee all local national HR employment administration, such as renewal of employment contracts, facilitation of employee handbook review, private medical insurance renewal and tracking

·    Resolve employee relation issues in collaboration with project staff

·    With HR Coordinator, provide support on Indonesia HR administration matters such as salary preparation, BPJS 

·    Perform other duties as assigned.

 

Minimum Required Education & Experience

Bachelor's Degree and 10 years of experience, Master's degree and 6 years of experience, equivalent combination of education and experience.

 

Skills & Abilities

·     Working knowledge of and experience in international and local national HR, preferably has previous experience in several countries in the Asia region

·     Working knowledge of and experience in local labor and employment laws and legal resources in Indonesia required, regional knowledge preferred ; familiarity with international development funders, systems and policies

·     Ability to prioritize issues and make recommendations to policies

·     Demonstrate high degree of professionalism and discretion, culturally astute

·     Ability to work independently as well as manage matrix teams, strong interpersonal/relationship building skills, highly effective partnership and collaboration skills

·     Good command of English, sound writing and presentation skills in English with ability to communicate well within and across diverse groups and perspectives

·     Sound organizational skills as well as the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment; ability to resolve business issues in interest of RTI

·     Solid facilitation and training skills

·     Excellent knowledge of MS Word, Outlook, PowerPoint, Excel
