The Wildlife Conservation Society (WCS) has a distinguished history of experts exploring and saving wildlife in some of the most remote and wild places remaining on Earth. WCS Indonesia Program (WCS-IP) has significantly grown over the last decades, and contributed substantially in supporting the Government of Indonesia (GoI), particularly Ministry of Environment and Forestry (MoEF) in conserving Indonesia's biodiversity. WCS-IP currently has programs focusing on landscape/seascape conservation, species conservation actions and engaging local communities.

In North Sulawesi, WCS-IP is currently working closely with North Sulawesi BKSDA and provincial government to improve conservation initiatives and implement to encourage communities within this area to practice the sustainable natural resources and increase their knowledge on the Marine Protected Area (MPA)/Protected Area (PA) as well as increase incentives of marine conservation for local communities. In order to ensure community support for conservation initiative, a model of sustainable livelihood and innovative development of incentives and ecotourism is required to give benefit and catalyze change in key constituencies.

In order to achieve our overall goal of saving wildlife and wild places, WCS-IP is currently seeking for qualified candidates to fill the North Sulawesi MPA/PA Senior Officer vacancy.

POSITION OBJECTIVES

The MPA/PA Senior Officer will directly report to the North Sulawesi Program Coordinator and coordinate closely and significantly with Policy and Science Coordinator, Program Manager and Advisor(s) of the WCS-IP Marine team.

The MPA/PA Senior Officer will be responsible to facilitate development and ensure effectiveness of MPA/PA management in North Sulawesi Province, facilitate partnership development with community and related stakeholders to support management effectiveness and seek opportunity of sustainable financing mechanism development to support effective management of MPA/PA.

The MPA/PA Senior Officer is responsible to coordinate the implementation of project activities to improve MPA/PA management effectiveness in North Sulawesi. S/he participates in MPA/PA planning and management processes, assist monitoring/surveys of biophysical and socioeconomic, coordinate the development process of MPA/PA management and zoning plans, assist local government in designing MPA/PA management units, and assist policy development related with MPA/PA management as required. The MPA/PA Senior Officer will be providing these services in an effective and efficient manner to ensure the project target and implementation are maintained in an effective and efficient manner.

GENERAL ROLES

  • Coordinate with Program Coordinator, Program Manager, field staff and technical support staff to assess, design and implement development and improvement of MPA/PA management effectiveness to ensure targeted key biodiversity area in North Sulawesi province.
  • Facilitate activities related to information gathering, assessment and communication in relation to the MPA/PA management effectiveness and provide technical support to meetings, seminars, workshops and conferences and formally represent WCS-IP as necessary.
  • Facilitate institutional capacity improvement of the government especially MPA/PA management unit, academic institution, and other related stakeholders to increase participation to promote an effective conservation effort.
  • Facilitate communication and partnership between the local community and local government on the planning and implementation of MPA/PA to enhance participation in the management of MPA/PA.
  • Support awareness raising activities to increase needs of biodiversity and conservation within the community.

SPECIFIC ROLES

The MPA/PA Senior Officer is specifically responsible to:

  • Facilitate key stakeholders especially BKSDA and Provincial Government in the designing, developing and improving on MPA/PA management and zoning plan of the targeted MPA and coastal PA in North Sulawesi, including species conservation in the area;
  • Facilitate the capacity building and strengthening, MPA/PA management unit (UPTD) includes organizational capacity analysis, development of key documents (profile, SOP, etc) in close coordination with WCS-IP Marine Policy Team;
  • Support key stakeholders in MPA/PA management effectiveness improvement of the already established MPA/PA and its evaluation process;
  • Work closely with Science Team to develop MPA/PA monitoring forum/team (ecology and social economic) in provincial level and ensure availability of MPA/PA database and its platform within key stakeholders to support data availability in the province;
  • Provide support on sustainable financing concept and strategy development for MPA/PA in North Sulawesi including budget tagging, business plan development, etc.;
  • Support the Program Coordinator to ensure the inclusion of MPA/PA in spatial planning document and to ensure long term commitment of PA/MPA management;
  • Provide support in development and dissemination of communication and or Behavior Change Communication (BCC) materials to support the increase of awareness within key stakeholders and community to support MPA/PA management as well as good communication and coordination with related government agencies and related stakeholders;
  • Deliver regular updates and reports on project activities, including providing inputs to annual report, donor report, (including review of field staff reports, publications), ensure high level quality to meet WCS-IP's standard and in a timely manner.
  • Supervise a working team, consultants, community officers or field facilitators as required to ensure high quality of team work and high quality deliverables, including to ensure the capacity building and professional development.

REPORTS AND OUTPUTS

  • Periodic Progress Report The MPA/PA Senior Officer submits periodic progress reports on activities carried out under his/her responsibility every month and three months to the supervisor or other related staff.
  • Data and Information The MPA/PA Senior Officer helps collecting data and information (if needed) related to planning and activity implementation of sustainable livelihood to support MPA/PA and natural resources management.

GENERAL TASKS

  • Apply and promote WCS's values on respect, transparency and accountability, innovation, inclusion and diversity, collaboration, and integrity in daily work
  • Act as an exemplary model to other staff in the application of organizational values and compliance.
  • Participate wholeheartedly in the general activities of WCS-IP particularly events and activities that require the full support and participation of all staff members, whether or not the focus of any particular event or activity has any bearing on the job description and assigned project objectives and activities
  • Undertake any other duties as assigned by supervisor and line management coordination if required

POSITION REQUIREMENTS

The MPA/PA Senior Officer will be based in Manado with regular travel to the project sites.

  • Bachelor degree in the field of marine science/coastal and science management/ biodiversity conservation or other related subjects with at least 3 years of experience working in marine conservations, MPA/PA establishment and management setting (Master degree will be an advantage);
  • Good understanding of the principal of MPA/PA management and conservation;
  • Good interpersonal skills to deal with a diverse group of contacts (including local communities);
  • Able to work individually and in teams;
  • Able to communicate with broad range of people and finding solutions of problems;
  • Excellent written and verbal communication skills in both Indonesian and English are essential;
  • Able to operate computers and software (MS Outlook, MS Word, MS Excel and MS Power Point);
  • Ability to work under pressure, and ensure the high quality of the project deliverables according to the planned timeline, with minimal supervision;
  • Have a vision in supporting the conservation of biological resources and sustainable management of natural resources in Indonesia;
  • Have experiences working in Eastern Indonesia, especially North Sulawesi will be an advantage.
