    Developing  Practitioner's Guideline on Provision of Psychosocial Supports during  Rehabilitation and Rehabilitation (R&R) Processes for Ex Terrorism Inmates,  Deportees and Returnees (XTDRs)
     
    Search for Common Ground (SFCG)  Indonesia invites application from individual consultants/firms/ research  organizations dealing with countering violent extremism, rehabilitation, and  social reintegration to develop a Guideline for Practitioners on Provision of  Psychosocial Supports during Rehabilitation & Reintegration (R&R) of Ex  Terrorism Inmates, Deportees and Returnees (XTDRs).
     
    The guideline will be used to equip those  interested or assigned to take part in the R&R processes of XTDRs in  Indonesia with basic skills on how to provide powerful psychosocial support  during the R&R processes of the XTDRs.
     
    The  Organization
    Search for Common Ground (SFCG) is an  international peacebuilding organization that promotes the peaceful resolution  of conflicts. SFCG's mission is to transform how individuals, organizations,  and governments deal with conflict - away from adversarial approaches and  toward cooperative solutions. SFCG seeks to help conflicting parties understand  their differences and act on their commonalities. SFCG implements projects from  56 offices in 35 countries, including in Africa, Asia, Europe, Latin America,  the Middle East, and the United States. 
     
    SFCG has been working in Indonesia since 2002  and is implementing programs in conflict transformation, peacebuilding, prison  reform, conflict-sensitive journalism, electoral participation, and initiatives  with youth, media, government agencies, informal religious leaders, and women's  groups across the country. 
     
        Background
    "XTDRs" are individuals who were released from  prisons over their involvement in violent extremism actions or support for such  actions undertaken by groups or individuals formally or informally affiliated  with the terrorism networks, in the name of "extreme" political or religious ideals—that  is, ideas that cannot coexist with the policies of democratic countries such as  Indonesia that strongly rooted in cultural diversity and its Five Principles  namely Pancasila. XTDRs are also those intercepted, returned, or deported from  their attempted trip abroad to join the ISIS groups or reside at the ISIS-controlled  territories. 
     
    As part of the measures to 'deradicalize'  these XTDRs or disengage them from terrorism networks, the government also  carries out R&R programs, both inside and outside prisons, especially after  their release or returning to their hometowns. Based on the National Action  Plan on Countering Violent Extremism of 2021 (RANPE), the government also  welcomes the involvement of practitioners from local government agencies,  universities, and civil society organizations (CSOs) in R&R programs that  can help prevent these XTDRs from repeating their terrorism activities.   
     
    In light of this opportunity, Search for  Common Ground intends to develop a guideline that will equip R&R  practitioners with an updated tool to help XTDRs more capable of reintegrating  into the communities where they intend to return and restart their new peaceful  life as 'a normal citizen'. The guideline on R&R will  focus on recommended technics in providing psychosocial support to XTDRs during  their R&R processes, including risk and need assessment, counseling, and  coaching for the XTDRs and the immediate families and communities that are  influential to their successes in R&R processes.  
     
         This initiative is part of the SFCG program  intended to "Building Resilience through Multi-Stakeholder Collaboration to  Prevent Violent Extremism in Indonesia." Through this  project, SFCG aims to contribute to the building of Indonesian government and  local capacity to promote alternative positive narratives that can counter the spreading  of violent extremism ideologies and improve national R&R programs that can  decrease the risks of ex-terrorists, returnees, and deportees to embrace  violent extremist ideologies.
     
    Development  of the guideline on R&R
    The consultant is required to collect and  review the existing relevant documents (books, reports etc.) and other  materials on R&R processes for XTDRs. Based on the review, the consultant must  propose an outline of contents for the guideline. 
     
    Once the outline is mutually agreed with the  SFCG team, the consultant is required to develop a draft of the guideline, lead  their consultation and testing processes with SFCG stakeholders, and finally  incorporate inputs or feedback generated from the processes. The consultant  then finalizes the guideline.
     
    Methodology  
    The analysis will apply a qualitative  methodology to gather key data in order to develop the guideline on R&R for  XTDRs. Furthermore, the consultant(s) will be requested to conduct several  analytical stages, including:
     
           - Document       reviews regarding current practices and gaps in the current psychosocial       supports provision during R&R processes for XTDRs and/or their       families and communities.
- The       consultant must work closely with SFCG's team to make sure all existing, relevant       documents and materials available inside and outside SFCG repositories are       collected, reviewed, and used as a reference for the guideline development       processes.
- When       necessary, the consultant should also conduct individual interviews or       FGDs with relevant R&R experts in the country.
      
        Scope of Work
    The  scope of work of the Consultant(s) will include the following:
             - Undertake the documents reviews, interviews,  or consultative meetings with experts to collect relevant materials, current  best practices, and gaps in the provision of psychosocial supports during R&R  processes for XTDRs, their families, and communities.
- Develop  a guideline on recommended technics for practitioners in providing psychosocial  support during R&R processes, including but not limited to the risk and need  assessment, counseling, and coaching for XTDRs, their families, and  communities, which could be influential to the success of R&R processes. 
      
    Key  Duties of Consultant
       - Collect,       analyze, and document information related to the provision of psychosocial       support practices in Indonesia and other countries. 
- Interview       key experts in the area of R&R for XTDRs 
- Propose       outline of content to be included in the guideline on the provision of       psychosocial support during R&R for XTDRs
- Produce       a draft of practitioner's guideline on psychosocial support during R&R       processes for XTDRs
- Lead or       participate in the consultative meetings with SFCG stakeholders to invite       inputs and feedback to drafts of the practitioner's guideline. SFCG will       provide administrative and logistical support in organizing the       consultative meetings.
- Incorporate       feedback and inputs generated from the stakeholders' consultation into the       revision of the draft. 
- Finalize       draft of the practitioner's guideline.
 
        Deliverables
    The consultant is expected to complete the above-mentioned scope  of work within the consultancy period. The deliverables are as follows:
         -  Inception report and work plan completed within the first 7 days.  The inception report should have detailed steps on processes needed to complete  the assignments, including the methodological approach used and a list of  preliminary documents relevant to the practitioner's guideline on R&R  processes for XTDRs. The inception report and the list of preliminary documents  need formal approval from the SFCG Indonesia team before starting the processes  to work on the assignments. 
- Draft outline of contents to be included in the  practitioner's guideline on R&R for XTDRs and key aspects of each content.  The report is subject to the SFCG Indonesia team's review, and the consultation  should submit the report in MS Word document.
- First draft of the practitioner's guideline on psychosocial support in  R&R processes for XTDRs.
- The second draft  of the  practitioner's guideline on psychosocial support in R&R processes for XTDRs that was  improved based on feedback and inputs from the SFCG team and/or SFCG  stakeholders
- The final draft of the practitioner's guideline. There may be multiple rounds of review and feedback, depending on  the quality of the report. No final payment is approved unless the report is  technically approved by SFCG team. One copy of the final report should be  submitted in MS Word format.
    
    
    
         
    The consultancy period will be between March 15th to May 31st,  2022. The applicant is expected to propose the minimum number of  person-days required for the assignment. The consultant preferably should be  based in Jakarta.

    Remuneration
    The schedule of payment of the consultancy fee  is as follows:
    1.       20%  will be paid upon approval of an implementation plan and Inception Report.
    2.      30% will be paid upon approval of the 1st  draft of the guideline report submission
    3.      20% will be paid upon approval of the 2nd  draft of the guideline report submission
    4.       30%  will be paid upon approval of Final draft of the guideline report submission.
    No Payment (second installment) will be made  unless the report is approved by SFCG Indonesia team.
     
    Supervision  of the Consultant
    The consultant will work under the Program  Manager in collaboration with program staff of SFCG Indonesia.
     
    Logistical Support
    The consultant will be responsible for  procuring and utilizing resources needed for document reviews, interviews with  R&R experts, etc., and this must be budgeted in the proposal. SFCG can  provide support in arranging logistics for consultative meetings with  stakeholders as agreed upon based on the consultant's proposal.
    SFCG will share the following project information with the  consultant(s): background materials including the project proposal; log frame;  needs assessment findings; training modules, reports, journals, and other  publications related to R&R; and other relevant information.
                 ▪         Strong  expertise in psychosocial supports provision.
    ▪         Experience  in training and module/guideline development. 
    ▪         Proven  track record of writing a high quality fully edited report in English and  Bahasa.
    ▪         Strong  understanding of violent extremism, conflict, social analysis with Indonesia  context is highly desirable. 
             ▪         Work  experiences in Indonesia. 
             ▪         Fluent  in English and Bahasa Indonesia.
