Background 

The Asia Foundation is awarded a contract by USAID to implement ERAT (Tata Kelola PemERintahan yang Efektif, Efisien, dan KuAT or Effective, Efficient and Strong Government) in January 2022. The program will be implemented in the following four years in six provinces in Indonesia: North Sumatra, Banten, East Java, West Kalimantan, South Sulawesi, and East Nusa Tenggara, covering five districts in each province. The goal of ERAT is for the citizens of Indonesia to benefit from effective local government by increasing the quality of policy implementation and service delivery at the subnational level. The goal will be achieved through three interrelated intermediate results (IRs): (1) coherence between national and subnational policies strengthened; (2) performance of local service delivery enhanced; and (3) local budget allocation and execution improved.  

USAID ERAT supports the Government of Indonesia to improve monitoring and evaluation (M&E) systems at the national and provincial levels to improve performance-based (non-fiscal and fiscal) incentive systems. Improved M&E system will also allow improvement of analysis of data and information to formulate better policies and programs to support subnational governments to provide public service delivery. The program promotes peer learning among subnational governments to improve the quality of governance and public service delivery. ERAT emphasizes collaborative governance in improving public service delivery – among different levels of government, among various sectors, and among various stakeholders, including the private sector and civil society organizations (CSOs). To allow broader participation of the communities, CSOs, and the private sector, ERAT supports improvement of access to information and various channels of public participation, including complaint handling mechanisms. Private sector engagement in public service provision that is based on mutual benefits is emphasized in the program. ERAT supports improvement of subnational budget allocation and execution to improve the quality of spending to improve access to and quality of public service delivery. The program promotes gender equality and social inclusion mainstreaming in local policies, programs, and budgets, as well as in the program implementation.

Roles and Responsibilities

The Provincial Coordinator will be based in the provincial capital of ERAT-supported province and will be responsible for coordinating ERAT activities at the provincial level. S/he will be overseeing Provincial Contracts and Administrative Assistant and working closely with the provincial government counterpart and other relevant provincial government offices.  S/he will be coordinating District Facilitators who will be based in ERAT-supported districts and backstop them in engaging with the local governments.  The Provincial Coordinator will coordinate subcontractors and individual consultants in implementing ERAT-supported activities at the provincial and district levels.  In addition to the provincial and local governments, the Provincial Coordinator needs to develop strong relationships with politicians, the private sector, academics, media, and CSOs, including non-government organizations, religious organizations, youth organizations, community-based organizations (e.g., women, disabled people organizations, other marginalized groups).

Detailed tasks:

  • Provide leadership and coordination to ERAT team at the provincial and district levels.
  • Intensively engage with the provincial government to provide updates and briefings on progress of ERAT, challenges, and issues related to work plan implementation.
  • Monitor and coordinate subcontractors and individual consultants implementing the program at provincial and local levels.
  • In coordination with the national ERAT Team and District Facilitators, develop annual provincial workplans. 
  • Monitor the implementation of the program, prepare quarterly progress reports, and resolve challenges in the program implementation in coordination with the national ERAT Team. 
  • Backstop the District Facilitators in engaging with the local governments and other stakeholders.
  • Support the inclusion of women, youth, person with disabilities and other marginalized groups in all aspects of program implementation.  
  • Support and coordinate capacity development efforts, including training, workshops, and other events at the provincial level.
  • Perform other duties as required to coordinate ERAT activities in the province.

Reporting

The Provincial Coordinator reports to the Senior Technical Component Lead through designated Program Specialist/Officer of the national ERAT Team.  

Qualifications

  • Bachelor's degree, or equivalent, in public policy, governance, public administration, regional planning, economics, public finance, political science, law, or other related fields.
  • At least 5 years of relevant experience managing/supervising other professional staff
  • A minimum of 10 years of experience working in the area of local governance, public policy, and/or public service reforms
  • Experience working under donor-funded development programs – USAID-funded experience is an advantage
  • Prior experience working in the designated province and/or strong knowledge about the political economy of the province.
  • Proven management, organization, and communications skills in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender.
  • Ability to work effectively as a member of a team of dedicated professionals in a challenging and fast-paced environment.
  • High degree of integrity and adherence to ethical standards.
  • Excellent written and verbal Bahasa Indonesia and English skills.
  • Advanced skills in Microsoft Office applications (MS Word, Excel, and PowerPoint).
