The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.

 

The labour sector plays an integral role in national development as well as in regional integration. The ASEAN Labour Ministers (ALM) Work Programme 2021-2025 sets as its core objective "a better quality of life for ASEAN people through workforce with enhanced competitiveness and engaged in safe and decent work derived from productive employment, harmonious and progressive workplace, and adequate social protection."

 

The Ministers of Education and the Ministers of Labour of the ten ASEAN Member States adopted the ASEAN Work Plan on Education 2021-2025 and the ASEAN Labour Ministers' Work Programme 2021-2025, respectively, which marked important milestones for TVET development at both regional and national levels.

 

Complementing those, the ASEAN Declaration on Human Resources Development for the Changing World of Work was adopted by the 36th ASEAN Summit in June 2020. Subsequently, a Roadmap for the implementation of the Declaration was adopted by the ASEAN Labour Ministers Meeting and the ASEAN Education Ministers Meeting and launched at a High-Level Conference in September 2020 in Viet Nam.

 

In the same meeting, the ASEAN TVET Council (ATC) was launched following endorsement of its ToR by ASEAN Ministers of Economic, Labour and Education. The ATC is an innovative cross-sectoral body for regional cooperation on TVET and Human Resources Development. The ATC comprises representatives of ASEAN Ministries of Economic, Labour and Education of ASEAN Member States, private sector association (AFWC), regional employers' organisation (ACE), regional trade union (ATUC), and regional education institution (SEAMEO). In line with its cross-sectoral orientation, the ATC is supported by the Education, Youth and Sports Division, Labour and Civil Service Division and Enterprise and Stakeholder Engagement Division of the ASEAN Secretariat (ASEC). The work of the ATC is guided by the ATC Work Plan 2021-2030 as developed and adopted in 2021.

 

Since 2014, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been supporting regional harmonisation and quality improvement in TVET in the ASEAN region through the Regional Cooperation Programme for TVET in ASEAN (RECOTVET) on behalf of the German Government.

RECOTVET recognises the need to strengthen the capacity of the ASEC in its support for the ATC in its crucial initial phase of organisational development.

 

For this purpose, RECOTVET plans to hire a local Project Officer in Jakarta, Indonesia, seconded to ASEC to support the ATC Secretariat, Education, Youth, and Sports Division and Labour and Civil Service Division in advancing the implementation of the ATC's Work Plan and sectoral programmes of work on TVET and HRD.

 

GIZ seeks a qualified Indonesian candidate for one (1) position of:

 

Project Officer on ATC, TVET and HRD

(Vocational training and Labour Market Advisor)

 

A.  Responsibilities

 

Based at the ASEAN Secretariat, the Project Officer will liaise internally with the Education, Youth and Sports Division, Labour and Civil Service Division, Enterprise and Stakeholder Engagement Division and Director of the Human Development Directorate. Externally, the Project Officer will liaise with and service the ASEAN TVET Council Chair, Vice Chair and the ASEAN TVET Council Focal points from ASEAN Member States. Besides, the Project Officer will also liaise with the ASEAN Senior Officials Meeting on Education (SOM-ED), ASEAN Senior Labour Officials Meeting (SLOM) and other stakeholders as relevant such as ASEAN University Student Council Union (AUSCU), Committee for ASEAN Youth Cooperation (CAYC), International Labour Organization (ILO), SEAMEO Secretariat and SEAMEO Regional Centres, Relevant UN Agencies and other development partners.

 

B.  Tasks

 

1.   Support to the ATC Secretariat in the organisation of activities to implement the ATC's Work Plan 2021-2030. This task includes, but not limited to:

  • Providing technical and administrative support
  • Coordinating with relevant stakeholders
  • Developing and circulating agendas and other key documents of meetings, workshops
  • Coordinating protocol matters
  • Coordinating follow-up actions

 

2.   Support activities related to TVET and HRD coordinated by the Education, Youth and Sports Division and the Labour and Civil Service Division that are planned for 2022-2023. This task includes, but not limited to:

  • Implementation Plan of the Roadmap's M&E Framework
  • Baseline data collection for the M&E of the Roadmap
  • Brownbag Series on HRD for the Changing World of Work: Financing and Resource Mobilisation Strategy
  • Scoping Study to support the development of a pool of funds for ASEAN HRD
  • Implementation of ASEAN Secretariat's Future of Work Platform and Future of Education Platform.

 

C.  Required qualifications, competences and experience

 

Qualifications

·      University degree (MA /MSc or higher) in Social Sciences or an appropriate related field.

 

    Professional experience

  • At least 6 years of working experience in related field.
  • Demonstrated knowledge, policy, research and technical skills related to TVET and HRD and ability to acquire them. Experience in coordinating TVET and HRD projects and working with governments, especially with ASEC is an advantage.
  • Excellent organisational and prioritisation skills: ability to coordinate and manage various stakeholders, to organise multiple and simultaneous tasks, and to deliver quality results within a specified timetable.
  • Sound analytical and problem-solving skills, and ability to perform these skills within a complex organisational structure and dynamics.

 

    Other knowledge, additional competences

  • Fluency in Indonesian and English (written and spoken) is required; German language knowledge is considered an advantage
  • Demonstrated proficiency in basic office software tools (MS Office suite) and use of relevant IT solutions.
  • Proven interpersonal skills.
  • Demonstrated ability to work efficiently under pressure within a multicultural environment.
  • Ability to work independently with minimal supervision.
  • Ability and willingness to travel frequently and on short notice.
  • Flexibility to work irregular hours and perform tasks outside of job description as needed.

 

Duty Station: Jakarta

Direct Supervisor: Principal Advisor of Consumer Protection in ASEAN for disciplinary function and Assistant Director/Head of Divisions responsible for the ASEAN TVET Council (ATC) at ASEAN Secretariat (ASEC) for technical matters.
