Background 

The Asia Foundation is awarded a contract by USAID to implement ERAT (Tata Kelola PemERintahan yang Efektif, Efisien, dan KuAT or Effective, Efficient and Strong Government) in January 2022. The program supports the Government of Indonesia, coordinated by the Center of Cooperation Facilitation of the Ministry of Home Affairs.  It is implemented in the following four years in six provinces in Indonesia: North Sumatra, Banten, East Java, West Kalimantan, South Sulawesi, and East Nusa Tenggara, covering five districts in each province. The goal of ERAT is for the citizens of Indonesia to benefit from effective local government by increasing the quality of policy implementation and service delivery at the subnational level. The goal will be achieved through three interrelated intermediate results (IRs): (1) coherence between national and subnational policies strengthened; (2) performance of local service delivery enhanced; and (3) local budget allocation and execution improved.  

USAID ERAT supports the Government of Indonesia to improve monitoring and evaluation (M&E) systems at the national and provincial levels to improve performance-based (non-fiscal and fiscal) incentive systems. Improved M&E system will also allow improvement of analysis of data and information to formulate better policies and programs to support subnational governments to provide public service delivery. The program promotes peer learning among subnational governments to improve the quality of governance and public service delivery. ERAT emphasizes collaborative governance in improving public service delivery – among different levels of government, among various sectors, and among various stakeholders, including the private sector and civil society organizations (CSOs). To allow broader participation of the communities, CSOs, and the private sector, ERAT supports improvement of access to information and various channels of public participation, including complaint handling mechanisms. Private sector engagement in public service provision that is based on mutual benefits is emphasized in the program. ERAT supports improvement of subnational budget allocation and execution to improve the quality of spending to improve access to and quality of public service delivery. The program promotes gender equality and social inclusion mainstreaming in local policies, programs, and budgets, as well as in the program implementation.

Roles and Responsibilities

As a member of the ERAT team, the Senior Communications Specialist will work cross-functionally to help communicate ERAT activities both internally and externally. The Senior Communications Specialist will be responsible for implementing, monitoring, and updating the USAID ERAT strategic communication plan. It ranges from public relations function to communicate USAID ERAT activities, knowledge, lessons learned, to target audience through effective communication channels and ways; gatekeeping the compliance of USAID branding and marking policy; support the communication and coordination of the internal USAID ERAT team; outreach to communities and develop and maintain good relations with journalists/ media; and behavior change through campaign and other creative and strategic means to shift perspective of target audience towards better and improvement of public service delivery by the local government.

Detailed Task

  • Monitor, implement, and develop or revise a strategic communication plan and the program's implementation plan (in conjunction with USAID ERAT team, government, partners, and USAID), based on regular assessment and needs for an iterative process;
  • In collaboration with the Monitoring, Evaluation, and Learning (MEL) Officer, identify, produce, and disseminate the USAID ERAT achievements, lessons learned, and success stories;
  • Develop and maintain positive working relationships with targeted online, print, and broadcast journalists, editorial writers, bloggers, columnists, and other influential and strategic communication messengers to develop public discourse and disseminate USAID ERAT key messages;
  • Ensure effective mechanisms are in place across the program, including with partner organizations to reduce the likelihood of communication-related risk and crisis, and monitor and address any breaches of USAID branding marking compliance in a timely and appropriate manner;
  • Supervise and manage communication-related matters of ERAT's subcontractors, grantees, and short-term technical assistances (STTAs) to ensure high-quality communications deliverables;
  • Lead the compilation and finalization of the quarterly and annual reports;
  • Provide technical, editorial, and design inputs to all program documents, including program reports, technical documents, and studies to ensure it is well written and fit with the key messages strategic to its target audiences;  
  • Produce and provide timely and high-quality content for a website and social media accounts, including human interest stories, videos, and press releases;
  • Initiate and assist in organizing events for public outreach and campaigns that can contribute to the program's achievement; and
  • Identify, implement, and monitor activities related to the media and journalists that can contribute to the program's achievement. 

Reporting

The Senior Communications Specialist reports to the Deputy Activity Director.

Qualifications

  • Minimum of bachelor's degree in communication, public relation, advertising, social sciences, and other relevant degrees
  • A minimum of 8 years of progressively responsible experience and position in the communication of international development environment, USAID experience preferred
  • Experience to develop, implement, and monitor strategic communication plans
  • Experience in reporting human-interest/features, and journalism writing
  • Broad network with journalists, communication organizations, photographers, writers, and content creators
  • Strong interpersonal, communication, and facilitating skills
  • Ability to work independently and detail-oriented
  • Ability to work effectively as a member of a team of dedicated professionals in a challenging and fast-paced environment
  • Excellent written and verbal English and Bahasa Indonesia
