Supply Chain Program – Procurement and Supply Management (GHSC-PSM) in Indonesia
OVERVIEW:
The USAID-funded Global Health Supply Chain-Procurement & Supply Management project (GHSC-PSM) is being implemented by Chemonics International. GHSC-PSM is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner country management of the health supply chain, and 3) collaborates with key international stakeholders to support global health initiatives.
In Indonesia, GHSC-PSM operates under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) funded task order to conduct HIV and tuberculosis supply chain strengthening activities that support Indonesia on its journey to self-reliance. The focus of the project in Indonesia is to provide technical assistance in supply chain management to the Ministry of Health for HIV, TB, and laboratory commodities, in support of the national HIV/AIDS and TB programs in the country. At the national level, the project supports the Directorate of Direct Infectious Disease Control (Sub-directorates HIV/AIDS and TB), the Directorate of Quality and Health Services Accreditation (Laboratory services), and the Directorate of Public Medicine and Health Supplies. The project provides support to Jakarta Province and selected districts in some provinces based on request from USAID.
Based on the National Strategy for TB Control in Indonesia 2020–2024, it is targeted that the proportion of all TB cases detected using TCM is 65% by 2021. The target number of health facilities equipped with TCM as an initial TB examination in 2021 is 1,744 health facilities and the target number of TCM machine needs in 2021 is 1,796 tools. As of November 2020,1158 TCM, devices have been distributed in 496 districts / cities in 652 hospitals, 420 health centers, and 25 laboratories.
However, The COVID-19 pandemic has had a significant impact on TB outcomes. Indonesia had a decline of 40% in estimated DS-TB notifications from 2019 to 2020 (as of December 2020). As the major technical assistance provider, it is critical that USAID responds rapidly and strategically to this situation, with a particular focus on interventions that: (a) have the potential to directly impact TB notifications, particularly screening and testing; and (b) build on the strengths of the existing mission portfolios. For this reason, USAID has developed a TB Recovery Plan, to start immediately and to last up to December 2021.
SUMMARY:
The Project Assistant - TB Program will provide technical and operational support for program coordination, laboratory and supply chain strengthening for these programs. This position reports to the Senior TB Manager or his designee of the GHSC-PSM Project in Indonesia. The Project Assistant - TB Program (based in selected districts) to support the TB Recovery Plan of the United States Agency for International Development (USAID) Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project in Indonesia.

RESPONSIBILITIES:
Responsibilities may include, but are not limited to, the following:
· Analyze data on TB diagnostics and provide recommendations to the program in selected districts.
· Provide mapping and analysis of the current Xpert networking and Xpert lab workload in selected districts.
· Optimize the network by changing the referral route based on HCFs-Xpert lab distance and workload where required and adding more HCFs and / or prisons in the networking.
· Support training additional non-Xpert HCFs in SITB, SITRUST, and specimen packaging.
· Conduct monitoring and evaluation of the specimen transportation activity.
· Facilitate meeting coordination, discussion with all related stakeholder in selected district.
· Develop ToR and propose budget activities including facilitating the trainings and meetings.
· Conduct data validation followed by socialization and evaluation meetings to optimize cartridge consumption.
· Conduct monitoring cartridge expiry at central and selected provincial and districts level after data validation.
· Develop a performance report to track timeliness and accuracy of data reporting from facilities.
· Provide feedback/recommendations for improving TB laboratory commodities data quality and reliability.
· Provide technical assistance to Districts in developing an early warning stock out monitoring system and stock availability tool for Cartridges.
· Assist DHO with collecting and analyzing GeneXpert data using third-party software and paper-based systems.
· Work closely with the GHSC-PSM M&E Officer to develop project indicators and a monitoring system.
· Maintain open communication and good working relationships with all stakeholders as well as other key partners.
· Foster relationships and communication between relevant government stakeholders, as well as external technical partners.
QUALIFICATIONS:
· Bachelor’s Degree, Clinical Degree or a Degree in Public Health, Pharmacy, Logistics, Business Administration, or related field required.
· 1-2 years of experience in health programs, preferable in public health management. Experience working in TB programs would be a strong advantage, but fresh talented graduates from the Public Health Management School are welcome to apply.
· Demonstrated strong understanding of relationships and coordination of health program in provincial or districts level.
· Demonstrated understanding of TB Laboratory and supply chain concepts.
· Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision.
· Strong analytical and problem-solving skills.
· Demonstrated ability to monitor, supervise, and train in health facilities and health offices.
· Ability to contribute to capacity building efforts and work with colleagues in diverse cultures.
· Ability to work independently.
· Demonstrated ability to communicate effectively in English, both verbally and in writing.
The Project Assistant - TB Program will report directly to the Senior TB Manager of the GHSC-PSM Project in Indonesia or his/her designee.
Duration of the contract
The Duration of Short-term Contract up to September 2022, subject to extension.
