The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. 

The Sustainable Agriculture for Forest Ecosystem in Indonesia (SAFE) Project is part of a development measure funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), with co-finance from the European Union (EU), through the Fund to Promote Innovations in Agriculture and Nutrition (i4Ag). It supports relevant stakeholders to address agricultural drivers for deforestation in two target areas in West Kalimantan and Central Sulawesi. 

The ASEAN-German cooperation project on Innovative Climate Risk Financing for the Agricultural Sector in ASEAN (Agri-Climate Risk Finance) is an individual measure of the German Climate and Technology Initiative (DKTI), funded by BMZ. Agri-Climate Risk Finance implemented in Thailand, Vietnam and Indonesia. In Indonesia the project works with financial service providers and smallholder farmers to address risks from climate change in agriculture. 

To support the implementation of both projects, GIZ GmbH is seeking a qualified Indonesian candidate for the position as: 

Financial Specialist 

 

A.    Responsibilities

  • Ensure proper financial management in accordance with GIZ as well as EU rules and regulations
  • Contribute to budget management and monitoring in close cooperation with the principal advisor
  • Communicate with GIZ Country Office Indonesia and the project team to ensure financial management requirements are met
  • Coordinate with financial specialists in i4Ag and Agri-Climate Risk Finance 

B.    Tasks

Budget Planning and monitoring

  • Set up and operate an activity-based budget monitoring system
  • Support the team in making monthly budget requests and ensure availability of funds, following the approved templates and procedures
  • Regularly monitor income and expenditures, and manage the monthly cash reconciliation
  • Control monthly project journal and financial reports and follow-up any issues raised (receivables, error sheet)
  • Manage the KOMP financial reporting for the project
  • Contribute to monthly budget monitoring meetings
  • Contribute to financial reporting to political partners, commissioning parties and GIZ headquarter in the formats required (e.g. BAST, EU requirements) 

Payments and accounting

  • Handle all payment related procedures of the project in Indonesia in close coordination with GIZ Country Office
  • Manage accounting of all fund flows in the company accounting system (Winpaccs) including cash and bank book
  • Check vouchers and receipts and ensure timely settlement of all payments in coordination with service providers and project staff
  • Support grantees in budget development, fund requests and settlements
  • Calculate travel cost claims and facilitate payments to project staff and partners
  • Handle the petty cash for both projects in Jakarta
  • Maintain filing system of all finance related documents 

Other tasks

  • Manage tax restitution process for the project for procurement of goods and services
  • Prepare and manage the internal control process in accordance with GIZ requirements and act upon the results to ensure improvement
  • Perform other duties and tasks as requested
  • Contribute to an open and cooperative working environment 

C.    Required qualifications, competences and experience

Qualifications

  • University degree in finance, accounting, business administration or a related field
  • At least five (5) years of experience in a similar position, being fully responsible for the financial management of international cooperation projects
  • At least ten (years) of experience in finance, accounting and administration, preferably in an international organisation
  • Experience in EU funded, or co-financed projects is considered and advantage
  • Knowledge of GIZ financial management and accounting, such as WINPACCS and Onsite reporting, is considered an advantage 

Additional competences

·         Good working knowledge of information and communication technologies and office software (e.g. Microsoft, SAP)
·         Excellent proficiency of English language; German knowledge is considered an advantage
·         Well organised and detail oriented, able to work efficiently in a fast-paced working environment
·         Flexibility, self-motivation and service orientation
