Overview of the Role:
MAHKOTA is currently in its sixth and final year of program delivery. With a rich database of evidence and program achievements, the MERL Senior Manager will be joining the Senior Management Team (SMT) at a very exciting time, when MAHKOTA is focused on showcasing accrued program outcomes and effectiveness.
We are looking for a senior-level professional who is passionate about MERL and who has the experience and knowledge to quickly take on a range of responsibilities and leadership related to data collection, learning, and especially reporting in these final months of the program.
The Monitoring, Evaluation, Research and Learning Senior Manager, as part of MAHKOTA's SMT, will work closely with the Team Leader and Deputy Team Leader to manage MAHKOTA's M&E and overall learning agenda by involving internal and external stakeholders. This includes management of and technical inputs into MAHKOTA's M&E reporting to DFAT and oversight of evaluations. The MERL Senior Manager will also supervise the MAHKOTA ME team.

The Government of Australia is supporting the Government of Indonesia under a program called MAHKOTA - Menuju Masyarakat Indonesia Yang Kokoh Sejahtera (Towards a Strong and Prosperous Indonesian Society). MAHKOTA is a flexible facility administered by Cardno that is able to respond to Government of Indonesia priorities, provide top Indonesian and international expertise, and allow the Government of Indonesia to take risks with innovative policy.

About the Role and Responsibilities:
The MERL Senior Manager will be required to undertake the following tasks:
· Manage and guide MAHKOTA's M&E team, including its inputs into initiative design and implementation processes (such as initiative M&E designs, procurements, data collection, management of evaluations). Ensure that DFAT's monitoring, and performance needs are met.
· Collaborate with MAHKOTA KMC Manager in the development of feature reports and significant changes stories, which would feed into the MAHKOTA end of program knowledge products and knowledge dissemination events.
· Leverage lessons learned, best practices, programme data, evaluations and provide evidence-based information, report annexes, success stories, case studies and other high quality, results-based documentation.
· Prepare recommendations and documentation necessary for the MAHKOTA Technical Committee (TC) and Steering Committee meetings.
· Support TL/DTL on liaising with DFAT and other stakeholders as necessary.
· Maintain stringent standards of personal behaviour in interactions with children and take steps to report concerns about child abuse or risks to children
· Other tasks as delegated by the supervisor.

About you
You will be a motivated and proactive MERL Senior Manager with the right combination of talent, energy and a commitment to technical excellence. You will also have:
> Advanced qualifications in social science or management;
> Minimum of 10 years experience working at a senior level in M&E, Research and Learning. Experience with DFAT-funded programs and familiarity with DFAT M&E processes;
> Sound knowledge and demonstrated expertise and experience in MERL, including an understanding of measuring and reporting achievements in a facility context;
> Demonstrated ability and seniority in program and staff management;
> Demonstrated understanding of evaluation methods and oversight of evaluation processes;
> Seasoned report writing skills (to capture M&E and report on learnings); demonstrated ability to produce high-quality reports, including end of program donor reporting.
> Experience engaging with the Government of Indonesia;
> A demonstrated understanding of how facilities operate;
> Experience in working with social protection or poverty reduction related issues is an asset;
> Ability and experience to build relationships with multiple stakeholders and technical experts;
> Excellent written and spoken English. Indonesian proficiency preferred;
> Effective time management and organization skills including priority setting and responding to program needs;
> Ability to work independently and in a team environment;
> Willing to relocate to Jakarta.
