Indonesia's impressive socio-economic development over the past two decades has brought with it a substantial negative impact on the environment. The continuing lack of urban infrastructure leads to widespread congestion, excessive pressure on electricity and water supplies and causes significant environmental impacts and further increased of emissions due to pollution in urban areas. The profound need for further policy reforms and increased investment in urban infrastructure to improve the provision of public services, reduce pollution and reduce CO2 emissions will be medium-term development plan for the years 2020-2024. 

Against this background, the German Ministry for Economic Cooperation and Development (BMZ) and the Indonesian Ministry for National Development Planning (BAPPENAS) during the bilateral Government Negotiations in 2019 it was agreed to launch the Indonesian - German Green Infrastructure Initiative (GII) as a Financial Cooperation (FC) facility of up to 2.5 billion EUR (via subsidized development loans) to support environment- and climate-relevant infrastructure projects in the areas of green urban development. 

The bilateral Technical Cooperation (TC) Module "Green Infrastructure Development in Indonesia" (GID) constitutes an integral part of the Indonesian - German Green Infrastructure Initiative. The TC Module was designed in the framework of an appraisal mission between April and July 2020 led by the Coordinating Ministry of Maritime Affairs and Investments (CMMAI) and conducted by GIZ-experts and consultants, in close cooperation with the German Development Bank KfW.  It was agreed that the sector focus for cooperation are Solid Waste Management, Urban Water and Wastewater Management as well as Local Public Transport. 

CMMAI is the main counterpart for GIZ, while Bappenas, the Ministry of Transport, the Ministry of Public Works and Housing as well as the Committee for the Acceleration of Priority Infrastructure (KPPIP) and six Provincial Governments are the main operational partners. 

The German Ministry for Economic Cooperation and Development has commissioned GIZ with the implementation of the project on 11 November 2020. The TC Module aims to achieve the following Outputs: 

Output 1: Strengthening the capacities of CMMAI and KPPIP (national level) with regard to the selection and prioritisation of environment- and/or climate-relevant infrastructure projects 

Output 2: Identification and preliminary assessment of ca. 18 potentially bankable environment- and/or climate-relevant infrastructure projects, based on a long list of ca. 50 project ideas/concepts, in coordination with relevant stakeholders on national, provincial, regency and/ or city levels. 

The first stage of implementation will take place at the following provinces that have been selected by the Steering Committee namely West Java, Central Java, East Java, Bali, Yogyakarta and East Nusa Tenggara. 

To ensure smooth implementation of the Green Infrastructure Development (GID), GIZ will recruit 1 (one) qualified Indonesian candidate for the following position: 

Advisor – Solid Waste Management 

A.    Responsibilities 

  • Supports the Senior Advisors in planning, implementing, monitoring and evaluating the project on Indonesian – German Green Infrastructure Initiative in line with the TC Module and Results Matrix including its Objective, Outputs, Indicators and Key Activities
  • Implements daily operational aspects of all issues related to the project in-line with GIZ Processes and Rules
  • Maintains a good flow of communication and information between all involved institutions, counterparts, GID project, and other GIZ supported projects with regards to Solid Waste Management related topics, while minimizing the risk of replacing the responsible Indonesian institutions involved in the process.
  • Work closely with team in GID project, that include Technical Advisors, National Advisors, Provincial Advisors, Knowledge Management and Results Based Monitoring Specialist, Communication Advisors, Administrative and Finance Professional, and Admin Professionals. 
  • Develops Terms of Reference (ToR) for external expert assignments and manages assignments of experts in coordination with the senior Advisors in line with GIZ Processes and Rules 
  1. Tasks 

Professional Advisory services

  • Facilitates in close cooperation with the respective Provincial Advisor, trainees, the Senior Advisors and a sub-contracted team of experts the Solid Waste Management related pre-feasibility studies prepared for the Indonesian-German Green Infrastructure Initiative
  • Assists the planning, development, and monitoring of the implementation of project plans and activities in close coordination with Senior Advisor in relation to Solid Waste Management
  • Executes and supports the technical aspects and further develops the area of responsibilities in accordance with the specified quality standards of GIZ by conducting regular monitoring and evaluation.
  • Implements the agreed design and cooperate with provincial advisor on preparing workshops, seminars and other events on issues connected with the Green Infrastructure Initiative in the Solid Waste Management sector as well as to ensure the element of capacity building for the partners.
  • Ensures the proposed Solid Waste Management projects prepared in the framework of the Green Infrastructure Initiative by provincial governments are in support of related technical agencies/ministries on the national level
  • Follows and reports on ongoing trends and policy developments in the field of sustainable urban infrastructure on the topic of Solid Waste Management 

Networking and cooperation

·         Support the coordination, networks and maintain communication with the relevant government representatives in national level for Solid Waste Management related topics, in particular Coordinating Ministry of Maritime Affairs and Investment (CMMAI), Ministry of National Development Planning (BAPPENAS), the Committee for the Acceleration of Priority Infrastructure Delivery (KPPIP), and Ministry of Public Works and Housing (PUPR), Ministry of Environment and Forestry (MoEF) in cooperation with other national advisors to ensure smooth information and relationship.
·         Serve as focal point person Solid Waste Management related topics and for managing relationships with key counterpart CMMAI, including supporting upcoming Secretariate of National Task Force under CMMAI with all related administrative needed.
·         Work as a team and ensure smooth relationship and information flow within the GID project on Solid Waste Management related topics
·         Supports the Senior Advisor in following up on related documentation and reporting with national government stakeholders.
·         Supports the process of extending cooperation with potential GIZ/KFW supported projects and other relevant development partners for conducting knowledge sharing, undertaking efficient and effective resource management, and creating broader outreach on Solid Waste Management related topics 

Knowledge Management

  • Prepares appropriate input to the various project reports/publications including annual reports; contributes to other reports required by the Principal Advisor and the GIZ Head Office, in straight cooperation with the Communication Advisor.
  • Supports and facilitate the compilation of information about standards, regulations, strategies, and policies relevant for the Green Infrastructure Initiative.
  • Supports the development of guidelines, manuals, and procedures, as well as their dissemination to and application by relevant stakeholders.
  • Supports the knowledge management, and communication specialist in preparing reports and public expose materials such as articles, factsheet, infographic, and video.
  • Supports the dissemination of topics that are of interest to or will benefit the GIZ Thematic Focal Area "Sustainable Urban Infrastructure" on Solid Waste Management related topics
  • Provide quality assurance in relation to drafting guidelines, manuals, and procedures, as well as their dissemination to and application by relevant stakeholders. 

Other duties/additional tasks

  • Subject to discussion, performs other duties and task at the request of management  

C.    Required qualifications, competencies and experience 

Qualifications

  • Master's degree in Environmental Engineering, Economics/Business, Social Science, Development Studies, Urban/Regional Development or other related academic fields. 

Professional experiences

  • A minimum of 8 (Eight) years professional experiences in relevant areas.
  • Professional working experience in the area of urban/community infrastructure development and profound knowledge Solid Waste Management related topics and of the regulatory and institutional setup in Indonesia.
  • Substantial working experience in development organisations (international and/or bilateral agencies, consultancies, development banks). 

Other knowledge, additional competence

  • Willingness to travel regularly
  • Able to work independently and with limited resources or support

  • Good working knowledge of modern telecommunication systems;
  • Language skills: Excellent English and Bahasa Indonesia skills,
  • Excellent communication and networking skills;
  • Soft skills such as teamwork, mediation & diplomatic skills are essential.
  • Capable in developing Terms of Reference (ToR), managing and administering activities.
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
