OCEAN FINANCE & PROGRAM SUPPORT MANAGER

 

Generally responsible for the management, maintenance, and reporting of financial data and/or the monitoring of management controls and processes to ensure compliance with YKAN policies and procedures, relevant legal and regulatory frameworks, and financial/management best practice within the Indonesia Oceans. The Ocean Finance & Program Support Manager provides assistance to all levels of personnel in their specialty area within the Indonesia Oceans. They respond to complex employee/management questions and problems based on advanced knowledge of the subject area.

 

Specific duties include:

 

Finance management of Indonesia Oceans Program

  • Compile IOP annual budget (prepared by Program Team), distribute the program budget activity into available funding sources; to be submitted and reviewed by YKAN Indonesia Management.
  • Prepare budget for specific project / donor and ensure that all project related activities have been included in the proposal, and meet the funding requirement, including to get approval from Grant Specialist and Legal if necessary.
  • Coordinate with finance staff in the global program, or Philanthropy team in Indonesia or global for preparing budget proposal to specific donor and prepare consolidated finance reporting to specific donor.
  • Review, monitor and report finance transaction to ensure that all activities are recorded properly. Coordinate with Accounting Manager to ensure all transaction recorded properly and timely.
  • Conduct regular update with Program Directors / Manager to share the updated financial position; discuss and recommend follow up action to achieve the agreed target.
  • Review donor agreement to ensure the financial requirement meet with the organization requirement, obtain required approval, as necessary. Regular monitor and review the finance progress include prepare necessary financial donor report.
  • Responsible to meet the organization requirement on the monthly and annual Accounting process for all Project ID and Award ID for IOP, including the regular necessary process in Insight and PCB (and other Finance System).
  • Liaise with internal auditor, external auditor for specific grant or for annual financial audit; to ensure that all financial transactions are in compliance with YKAN SOP.

 

Program Support activities of Indonesia Oceans Program

  • Coordinate with Operation team in Bali, Kupang and Sorong office to ensure that they will support the implementation of program in their respective office; connect them with Jakarta IT or HR staff in the case there is some issue needed to be resolved.
  • Review sub grant and contracts for services to ensure that the activity align with the workplan and comply with organization policy and procedure and follow the approval process.
  • With the support of External Affair Division, assist IOP team in any operations issue that needed approval or coordination with Ministry of Marine Affair and Fisheries (MMAF) including preparation annual program report, regular monitoring, and evaluation process from the Ministry.

 

The Ocean Finance & Program Support Manager reports to the Head of Finance and Program Support and based in Jakarta, Indonesia.

 

Qualifications:

  • Bachelor's Degree in Finance, Accounting, Business Administration or related field and minimum 4 years' related experience or equivalent combination.
  • Technical experience with grants award accounting issues.
  • Experience, coursework, or other training with applicable U.S. Federal government circulars (OMB Circulars A-110, A-122 and A-133), state and local regulations, and standard contract clauses.
  • Experience using accounting and financial reporting systems.
  • Experience with government regulations related to grants and contracts.
