HR Officer

 

Program Background

The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by Cardno. KIAT's overarching goal is to support 'sustainable and inclusive economic growth through improved access to infrastructure for all people'. To support this goal, KIAT works with the Government of Indonesia (GoI), Government of Australia (GoA), the private sector, Multilateral Development Banks (MDBs) and other development partners, as well as civil society to help achieve the following outcomes:

1.          Improved GoI policy and regulatory framework for infrastructure development 

2.          High quality projects prepared and financed by GoI, the private sector and / or MDBs

3.          High quality infrastructure delivery, management, and maintenance by GoI

4.          Infrastructure policies, design and delivery are more inclusive for women and people with disabilities.

The initial focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); and Infrastructure Funding and Financing.

 

The role

The Human Resource (HR) Officer will provide support on a range of human resources services including but not limited to recruitment, contract management, employee's benefits, performance management, training, visas and work permits for international staff.  The HR Officer will work closely with Facility staff, Cardno HR and program management teams, and key external stakeholders (DFAT, GoI, subcontractors) by providing guidance and support on the implementation and compliance of policies on a range of HR related topics. The HR Officer will report directly to the HR & Procurement Manager within the Facility.

 

This role also involves the following key activities:

The key activities for the positions are:

  1. In coordination with the hiring manager, coordinate recruitment efforts for employee and consultant positions, provide longlisted applicants to the hiring manager, schedule interviews, conduct due diligence assessments, and ensure the proper documents and approvals are completed and accordance with KIAT policies and procedures.
  2. Support the contract amendment process, including guiding the user units on the processes and procedures for various contract types.
  3. Be the HR focal point for staff onboarding and offboarding, including coordinate with Operations Team on logistics (access cards, laptop, etc), and ensure that induction sessions are properly conducted and documented for onboarding staff, and exit checklists are completed and submitted for staff leaving KIAT.
  4. Be the HR focal point for all health insurance matters for KIAT's Locally Engaged Staff.
  5. Support the administration of KIAT performance management.
  6. Support the administration and compliance of mandatory training, and KIAT Learning and Development plan, implementation, and monitoring system in terms of payments.
  7. In consultation with the Facility Operations Manager and HR & Procurement Manager lead on arranging and maintaining visas/permits for KIAT's international advisers. This includes assisting with travel arrangements related to visas as required
  8. Maintain an employee and consultant database (International and National) as well as HR filing system and provide required data for reports as identified.
  9. Ensure KIAT staff complete their timesheet/leave applications in Sunfish system and that Sunfish records are accurate and up to date
  10. Ensure that consultations, meetings, and decision-making processes include representations of gender
  11. Ensure that all key activities consider opportunities to strengthen Gender Equality, Disability, and Social Inclusion (GEDSI) outcomes during implementation, and where relevant consider the feasibility of engaging with civil society to enhance these outcomes.

About you

You will be a motivated and proactive HR Officer with the right combination of great project administration and operations, teamwork, and a commitment to technical excellence.

You have the following selection criteria:

  • Bachelor's Degree with 4 years of experience or a diploma with 6 years of experience in project administration and/or HR.
  • A minimum of 4 years of progressively responsible professional experience in administrative assistance of government, civil service, project implementation and management service, NGO, or international organization environment. 
  • Excellent team working and interpersonal skills including dealing both directly and indirectly with various clients at various levels
  • Computer literacy, specifically advanced skills in MS Office Suite
  • Strong organizational and management skills with attention to detail
  • High Initiative, reliable, and honest
  • Excellent verbal and written communication skills in English and Bahasa Indonesia
  • Ability to communicate with a wide range of stakeholders from diverse backgrounds including people with disabilities
  • Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others with special mobility needs

Remuneration

Successful Indonesian nationals will be engaged under a local contract in IDR, and will be subject to Indonesian employment regulations and tax obligations
