DESCRIPTION
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. JSI is currently seeking a Human Resources (HR) Specialist in Indonesia for the USAID-funded Country Health Information System and Data Use (CHISU) global cooperative agreement. This is a full-time position located in Jakarta, Indonesia.
CHISU is a project designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The project works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country's own health trends and priorities.
The HR Specialist will work closely with the project Finance and Operations team providing support to the local Indonesia team, headquarters team, and country technical, finance and administrative staff to help ensure that CHISU functions efficiently in the areas of human resources. The HR Specialist will work under the supervision of the CHISU Finance & Administrative (F&A) Manager in Indonesia.

The HR Specialist will work under the supervision of the CHISU Finance & Administrative (F&A) Manager in Indonesia.
RESPONSIBILITIES
- In charge of carrying out the recruitment process, ensure that the recruitment requirement is fulfilled, review the JD, posting ads and manage the hiring process.
- Responsible for managing all the administrative requirements of the recruitment process until the candidate is ready for the contract signing.
- Process employment agreements for new hires or extensions, including ensuring their registration with project's health insurance carrier; social security, BPJS health, pension and management of orientation/onboarding.
- Manage HR files and staff directory in line with Local Hire Employee Manual (LHEM) and Indonesia employment laws and regulations
- Supervise the electronic staff timesheet system in leave day tracking, payroll processing and other related activities and ensure timely recording and approval of timesheets
- Handle health insurance claim and submission to the health insurance provider
- Train staff on HR processes, systems, procedures, and other necessary HR related training
- Assist F&A Manager to manage the administration of tax obligation including calculation of withholding taxes and submission of tax returns, distributing withholding tax slips to staff, consultant, and vendor
- Assist the F&A Manager to manage remuneration process and ensure adherence and implementation of the Local Compensation Plan (LCP)
- Assist F&A Manager in ensuring HR policies/procedures are being implemented properly and consistently in the office, and assist in implementation of all HR related policies and procedures when needed
- Lead the procurement process in the selection of a pension plan
- Conduct staff annual performance review
- Ensure project complies with JSI, governmental and Indonesia Labor Law rules and regulation
- Other duties consistent with the overall focus of the assignment as assigned by the F&A Manager
QUALIFICATIONS
- A Bachelor's degree and a minimum of 5 years working in the field of human resources, international development, or business, including relevant in-country experience
- Ability to work independently with minimum supervision in a fast-paced environment is required
- Excellent written and verbal communication, analytical, decision making, problem solving, and administrative skills are required
- Computer skills included in MS Office (minimum of Word and Excel experience), and Internet are required.
- Work experience with a USAID is desirable
- Excellent organizational skills and attention to detail are required; and
- Native/Fluent Bahasa and practical knowledge of English are required.
Salary commensurate with experience.
