FIELD SUPPORT SERVICES PROJECT

 

 

1. BACKGROUND

 

Each year, Canada’s international assistance partnerships help millions of people in 150 countries and territories. These contributions tell a story, whether they go toward helping to stop the spread of a pandemic, support for refugees, education for women and girls around the world, fighting climate change or improving market access for local businesses. While Canada has been contributing to international assistance for nearly 75 years around the world, Indonesians are not always aware of the how these contributions help build a healthier, safer, more prosperous world.

 

To increase the visibility of Canada in Indonesia, the Embassy of Canada to Indonesia and Timor Leste launched its social media accounts. Starting with Facebook in 2013, followed by Twitter in 2014 and then Instagram in 2018. The International Assistance Program contributes to the content of the Embassy’s social media by publishing information that relates to Canada’s international assistance activities in Indonesia and participates in developing visual identity to help raise public awareness about the role the Government of Canada plays in international assistance.

 

The visual identity for Canada’s international assistance will often be paired with photos, images, and video footage to help demonstrate the impact of Canada’s international development and humanitarian aid projects. Along with the changing conditions and preferences of audiences in Indonesia, who prefers information conveyed through video, especially short footages, highlighting information and our success in the development work in the form of video or film is important.

 

2. OBJECTIVE

 

Global Affairs Canada (GAC) requires the services of a creative Videographer to work with them to undertake the process of editing digital video and still image content to create a series of visual material for advocacy purposes. The Videographer is responsible for selecting, assembling or manipulating the video and image material that has been recorded to produce 1 (one) 5-7 minute video and a series of 5 (five) short videos to be used on social media. The videos are for use by Global Affairs Canada during International Development Week 2023 campaign at the beginning of February, as well as use on social media and other events during the year of 2022 and 2023.

3. KEY RESPONSIBILITIES

Working on a day-to-day basis under the direction of Canada’s Head of Cooperation, the expected services of the Videographer will include, but not be limited to:

 

  1. Ensure highest broadcast quality of videography: minimum HD 1920x1080 or better.
  2. Ensure that all requests and instructions from GAC pertaining to videography and video-editing requirements are fulfilled.
  3. Oversee and implement production preparation for all video shooting.
  4. Determine the technical supports required for the video production such as lighting, sound, backdrops, and special needs, in advance of production dates.
  5. Complete post-production activities such as editing, graphics, special effects, music selection, media conversion and duplication.
  6. Maintains quality control and a consistent look and feel throughout production of video assignments.
  7. Edits and assembles final visual/audio program material for release. Monitors the technical quality of the finished product to ensure compliance, consistency, and desired outcome.
  8. Ensure that all required videography/video-editing jobs are completed on deadline.
  9. Ensure that correct video formats are used as requested by GAC.
  10. Ensure that videos produced for use on social media follows the specifications required by the GAC.
  11. Work with the highest professional ethical standards and in keeping with GAC’s core messages.
  12. Finalizing the storyboard/script with guidelines from GAC.
  13. Add computer graphics and special effects including sound/music, image, voice over, and sub-titling as required, and
  14. Undertake any other relevant tasks as assigned by the GAC.

 

4. EXPECTED OUTPUTS AND DELIVERABLES

 

The Videographer is expected to deliver the following:

  1. One (1) video of 5-7 minutes and five (5) 30-45 second videos (based on thematic issues: Canada in general, gender equality, climate change, multilateral/partnership, and emergency response).
  2. Execute 2 shooting packages in Jakarta area which may include taking some photos during the event.
  3. Execute 2 shooting packages outside Jakarta area which may include taking some photos during the event.
  4. Provide graphic design for the banner in both English and Bahasa Indonesia.
  5. Agree to provide the first draft of the work within three days after the latest material submission from GAC.
  6. Agree to provide up to 6 times revision to the work within 5 hours respectively for each revision.
  7. The six videos will be used during the International Development Week 2023 at the beginning of February 2023, on social media and possibly in November 2022 during official visits, and
  8. Provide all materials (drafts and final) in required format for any future edit as necessary.

 

The timeline for deliverables (including deadlines) will be agreed upon with the supervisor on an on-call basis.

 

Selected candidates will need to use their own high-quality audio-visual equipment. FSSP will not provide any equipment. Please share the list of high-quality equipment that the applicant will use.

 

All video and still image footage and graphic design are the property of the Government of Canada and is not to be used or distributed by the videographer for personal or commercial use.

Please note that sub-contracting other vendors to perform the job described in this Terms of Reference is not allowed.

 

5. DESCRIPTION OF THE CONSULTANT’S PROFILE

 

Global Affairs Canada requires the services of a Videographer with specific expertise, which includes:

 

Competence

 

  1. Ability to film broadcast quality video and audio: HD 1920x1080 or better.
  2. Have experience in video/film production including script writing, preparing storyboard and directing.
  3. Ability to work effectively with a large and diverse group of on-camera talent, team members, partners, and stakeholders.
  4. Competent, working knowledge of video equipment and Adobe Premiere Pro software.
  5. Have Final Cut Pro editing skills (or other professional editing software i.e., Avid, Premiere, etc.).
  6. Have knowledge on file transfer platforms such as Dropbox and WeTransfer.
  7. Have knowledge of different video formats and video file conversions.
  8. Have working knowledge of publishing on social media sites.
  9. Excellent command of English.

 

Required Skills and Experience

 

Education:

  • Minimum Bachelor's degree in Media Communications, Journalism, Social Sciences, Humanities, Public Administration, Economics, Political Science or any other related field.
  • High experience (five years or more) of working with video production may be considered in lieu of academic degree.
  • Professional certificate from a film school is an asset.

 

Experience:

  • At least 3 years’ experience in shooting/producing/editing video products including social media platforms, particularly Facebook, Instagram and YouTube.
  • Minimum 3 years of working experience in video production and FCP editing, or other professional editing software.
  • Minimum 3 years’ experience in video shooting/filming professionally.
  • Must have a thorough knowledge in digital post production software to be able to edit raw footage, insert subtitles and closed captioning, graphics, other on-screen text, and special effects into a video.
  • Experience in the usage of graphic design software packages for social media.
  • Familiarity with video and social media communications of GAC and other development organizations (e.g. USAID, UN, etc.) is an asset.

 

6. WORKING ARRANGEMENTS

 

The Consultant will work from his/her home base with meetings/interviews with GAC colleagues and external experts. Working over the weekend or after regular office hours may be required.

 

The Consultant will report to the Head of Cooperation of the Embassy of Canada to Indonesia and Timor-Leste. Corresponding payments shall be made following certification by the Embassy of Canada that the services requested have been satisfactorily performed and deliverables have been achieved by or before the due dates.

 

7. DURATION OF THE CONTRACT

 

The total expected duration of the assignment is up to 60 working days starting from August 2022 until March 2023. All deliverables must be finalized and submitted within this period.

 

In the event that travel to other regions or cities is necessary, all necessary costs will be borne by the Field Support Services Project (FSSP).

2.     Brief statement as to why the individual considers him/herself as the most suitable for the assignment.

3.     Financial Proposal shall be submitted in the following format:

-     The financial proposal should specify an all-inclusive daily rate for up to 60 working days;

-     The financial proposal must be all-inclusive and take into account various       expenses that will be incurred during the contract, including: the daily             professional fee and when applicable any other relevant expenses related to the performance of services under the contract, excluding travel expenses.

EVALUATION OF APPLICATION

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable; and b) having received the highest score out of the weighted criteria (70% technical score (comprising of 15% technical qualifications desk review, 20% written test, and 35% interview) and 30% financial score.

The proposals that achieve a minimum of 70% for the technical qualifications desk review shall be further considered for an interview. The financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received for the assignment.
