Overview of the Role:

The Adaptive Social Protection Policy Specialist will support the tasks of the Team Leader of the Social Protection Policy Team on the Adaptive Social Protection Policy Analysis as part of Indonesia's Social Protection System related policies during emergency/crises.

The Government of Australia is supporting the Government of Indonesia under a program called MAHKOTA - Menuju Masyarakat Indonesia Yang Kokoh Sejahtera (Towards a Strong and Prosperous Indonesian Society).  MAHKOTA is a flexible facility administered by Cardno that is able to respond to Government of Indonesia priorities, provide top Indonesian and international expertise, and allow the Government of Indonesia to take risks with innovative policy.

About the Role and Responsibilities:
The Adaptive Social Protection Policy Specialist undertake the following tasks:

  1. Initiate, analyze and develop advanced policy analysis for a coherent and responsive Adaptive Social Protection (ASP) which integrate 3 community of practices (Social Protection, Disaster Risk Reduction/DRR, and Climate Change Adaptation/CCA); as well as its connection with the Shock Responsive Social Protection (SRSP); as part of Indonesia currently ongoing Social Protection System reforms for multiple beneficiaries (children, the elderly, people with disability, informal workers) that are GEDSI responsive and inclusive.
  2. Propose and conduct reviews/analysis/studies (qualitatively and/or quantitatively) related to the Adaptive Social Protection (ASP), based on good practices and evidence at the regional/global/international level; as well as the central and regional governments experiences; independently or together with the Team Leader and relevant Specialists of the Social Protection Policy Team.
  3. Working together with the Team Leader and relevant Specialists/Members of the Social Protection Policy Team and other units (such as the Economic and Income Improvement Policy Team, Research Unit, Advocacy Unit, KM Unit, Communication and Partnership Unit; and M&E Unit); especially to propose evidence-based policies related to building a comprehensive, GEDSI responsive and inclusive Adaptive Social Protection System during an emergency/crisis (as part of the broader Indonesia Social Protection System Reform, and the emerging priorities of the Vice President for the Acceleration of Extreme Poverty Eradication) for further submission to the Team Leader for Social Protection Policy/Chief of Policy/TNP2K Executive Secretary.

About you
The Adaptive Social Protection Policy Specialist position will require:

·    Master's degree in economics or social sciences

·    Minimum 5-7 years of experience in social protection and/or DRR, CCA and poverty-related fields and/or development programs.

·    Working understanding of Indonesia's Social Protection/SP system, Disaster Risk Reduction/DRR, Climate Change Adaptation/CCA; as well as Shock Responsive Social Protection (SRSP) with a specific focus on SP during an emergency/disaster/crisis strategy, policies, issues, and programs

·    Demonstrate strong interpersonal skills, including effectively communicating internally/externally, sharing information with colleagues, clients and the management; and providing prompt and quality responses to client requests.
