The Global Programme Migration & Diaspora (PMD) was commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) in 07/2019. It is run under the umbrella of the Center for International Migration and Development, which is jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the International and Specialized Services (ZAV) of the German Federal Employment Agency (BA).
The programme´s module objective is: Key actors in the partner countries increasingly leverage regular migration and diaspora engagement to attain their development goals.
The programme is to be rolled out in up to 25 partner countries. The focus is on the countries of origin of the major groups of migrants in Germany and on partner countries of BMZ´s Returning and New Opportunities Programme. Furthermore, the programme will also include countries of relevance to development-oriented skilled worker migration, migration policy advice, development-oriented return and diaspora cooperation, thus ensuring a good 'migration policy mix'. The programme operates in five fields of action:
1. Development-oriented return2. Regular Migration/Migration Advice
3. Social engagement of diasporas
4. Financial and economic contribution of diasporas
5. Migration governance
The Advisor supports in Indonesia the implementation of the field of action "Regular Migration/Migration Advice" (herafter ReM). The work is based on the objectives of capacity development of partner institutions to implement the goal 10.7. of the Sustainable Development Goals (SDG) and the goals of the Global Compact for Migration (GCM), such as:
- Establishing formats of advice in the field of regular migration
- Strengthening the information basis for potential migrants for safe and legal migration
- Support of partner institutions in establishing legal pathways for (regional) migration
- Bi- and trilateral knowledge exchange on joint learning about regular migration
- Multi-stakeholder dialogue formats on regular migration
The activity portfolio is country-specific and is concretized in yearly goals and annual operational plans, in close coordination with the PMD team in Indonesia and the ReM team in the HQ.
We are seeking a qualified Indonesian candidate for the position as:
Advisor Regular Labour Migration and Mobility
- Responsibilities
The Advisor supports in Indonesia the implementation of the field of action "Regular Labour Migration & Mobility" (here after ReM). The work is based on the objectives of capacity development of partner institutions to implement the goal 10.7. of the Sustainable Development Goals (SDG) and the goals of the Global Compact for Safe, Regular and Orderly Migration (GCM), such as:
- Establishing formats of advice in the field of regular labour migration and mobility.
- Strengthening the information basis for potential migrants for safe and legal migration.
- Support of partner institutions in establishing legal pathways for (regional) migration.
- Bi- and trilateral knowledge exchange on joint learning about regular migration.
- Multi-stakeholder dialogue formats on regular migration.
The activity portfolio is country-specific and is concretized in yearly goals and annual operational plans, in close coordination with the PMD team in Indonesia and the ReM team in the HQ. In communication and coordination with PMD Team Leader and HQ, the advisor is responsible for:
- Supporting the strategic set-up of the field of action in close coordination with the PMD team in Indonesia and the ReM team in the HQ.
- Establishing and strengthening of strategic partnerships with relevant political and operational partners of PMD.
- Liaising with Government counterparts on capacity building in the field of regular migration and relevant issues on migration and development.
- Designing regular migration services based on needs analyses of the political partners and assuring their implementation and monitoring.
- Steering PMD´s service provider implementing regular migration related issues.
- Assisting project initiatives to provide professional advisory services to and cooperate with a broad range of target groups.
- Tackling all relevant issues of labour migration and mobility at international level and regional (ASEAN).
- Innovation and knowledge management.
- Tasks
The advisor performs the following tasks
1. Professional Advising and Consulting on national level
- Coordinates the design and implementation of services to the political partners of the programme/field of action based on profound needs analyses.
- Is responsible for continuous management of partner relations including evaluating relevant political topics and themes together with partners.
- Based on this, initiates policy dialogues on regular migration and migration and development issues with the Government, donors, civil society and private sector.
- Contributes to development of policies as relevant.
- Monitors the development and implementation of ReM plans and activities in close consultation with counterparts.
2. Networking and cooperation
- Maintains regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies, individuals in the programme environment and with other programmes/projects to improve and maintain good working relationships.
- Networks and cooperates with partner institutions and other relevant stakeholders (including non-governmental agencies, research institutes and other programmes/projects) to maintain good working relationships and to cooperate towards the programme's objectives.
3. Knowledge management
- Develops ready-to-use strategies and technical concepts, including guidelines manuals and procedures.
- Draws up reports and presentation documents.
- Prepares appropriate input for various programme reports including annual reports and contributes to the other reports as required by the HQ.
4. Other duties/additional tasks

- Required qualifications, competences and experience
Qualifications
- A master's degree in an area that is related to the programme objectives, such as Migration Studies, Development Studies, International Relations, Political Sciences etc.
Professional experience
- at least 5 years professional experience in a comparable position
- experience in migration-related themes
- knowledge of migration issues of Indonesia
- Good understanding of labour migration, regular/irregular migration, mobility at the international level and regional, especially ASEAN.
- knowledge of relevant stakeholders in Indonesia in the field of migration
- experience in the development sector
Other knowledge, additional competences
- excellent written and oral knowledge of English and Indonesian. Good working knowledge of German would be an advantage
- very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
- availability to travel frequently within the country, region and to Germany
- willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
