Background

In February 2020, Hivos was granted a contract value at EUR 526,999.58 from European Union (EU) to implement 30-months (later with No-Cost-Extension to end of October 2022) Reforsa Hamutuk Project in Timor-Leste. Implemented by Hivs and local partners, Forum Komunikasaun Ba Feto Timor-Leste (FOKUPERS) & Asosiasaun Chega! Ba Ita (ACbit), the project aims to promote social inclusion and economic development for women survivors and victims of violence in Timor-Leste. The target groups include survivors of 'past' and 'present' violence in seven municipalities, in communities and in shelters. The action will also seek to support outreach to members of the LBT community that have experienced violence and discrimination in association with their community groups. The target groups face specific challenges with regard to social exclusion and discrimination. They also have limited technical and management skills for employment and enterprise, and little or no access to targeted support. The action will strengthen the capacity of partner staff, associates and local resource persons to support enterprise development, life skills, and vocational training and employment.

 

The context of this action is the pioneering work of ACbit and FOKUPERS to support and advocate for the rights of women survivors and victims of conflict and gender-based violence (GBV) in Timor-Leste, including in collaboration with Hivos. These efforts take place against a background of past conflict and a present-day situation in which Timor-Leste has some of the highest rates of violence against women in the world. The partner programmes include managing shelters, life-skills training, legal support, early childhood education, community awareness raising and advocacy. ACbit and FOKUPERS also support networks of around 850 women survivors and victims of violence across Timor-Leste. In addition to providing mutual support and solidarity, the network members also engage in micro-enterprise activities such as horticulture, weaving handicrafts, small-scale food manufacture and kiosks. In 2015-2016, FOKUPERS, ACbit and their partners conducted research with 161 survivors from 'past' and 'present' violence in all 13 municipalities. The research confirms that survivor networks play a crucial role in reintegration, social inclusion and economic empowerment for survivors and victims, who face multiple challenges including trauma, social exclusion and economic discrimination. The importance of such support is also recognised by our NGO/ CBO associates such as Codiva and Rainbow, which assist LGBT groups that are often a target for GBV. The need to support income generation for women victims of violence is also recognised by the government of Timor-Leste (GoTL), including in its National Action Plan for UN Security Council Resolution 1325 (NAP-UNSCR 1325) and its National Action Plan for GBV (NAP-GBV). However, there is in reality very limited support, Meanwhile, the partners and associates lack resources and expertise to maximise their support for rebuilding the livelihoods of women survivors

 

 

and victims, Particular issues for the target groups include the need for technical and management skills, product development support and market engagement, as well as support for childcare. In addition, FOKUPERS and ACbit support women in shelters to reintegrate, including through life-skills trainings, which they are seeking to improve and expand. They are also keen to expand on efforts to partner with training providers and businesses for vocational training and employment, particularly in Dili. Awareness raising and advocacy on the challenges of women victims and survivors are also important at community level and among stakeholders in government, business and civil society, in order to raise awareness about the long-term impacts of GBV and mobilise support to address them

 

The specific objective of Reforsa Hamutuk is to strengthen local NGOs and community organisations in the provision of support for women survivors and victims of violence in order to promote reintegration and access to economic development.

 

The action is focused on seven target districts: Ainaro, Baucau, Dili, Ermera, Liquicia, Manufahi and Oecusse. These districts were selected because they are home to significant communities of survivors and victims of violence where the local partners work.

 

 

Purpose & Objective

 

The purposes of the assignment are:

·        To collect and analyze the project endline data based on the project LFA

·        To assess the extent to which the project objectives have been achieved and assessing the impact of the project particularly in supporting and advocating the rights of women survivors and victims of conflict and gender-based violence (GBV) in Timor-Leste

·        To assess the sustainability of the project initiatives and its impact to beneficiaries It will also look at strengths and weaknesses, opportunities and challenges and any external factors that have affected the achievement (or non-achievement) of the outcomes and the delivery of the outputs.

·        To assess the results, effectiveness, processes and performance of the partners involved in project activities according to the project indicators. It will also identify lessons learnt and good practices for both accountability and learning for possible similar interventions in the future. Consequently, the evaluation is also expected to make detailed recommendations for major stakeholder groups to promote sustainability and long-term impact to the beneficiaries

 

To achieve the above-mentioned purposes, the assignment will focus and address the following issues:

  • Hivos' approach in the Reforsa Hamutuk project including project management, monitoring and evaluation system, coordination mechanism among various stakeholders (including government institutions, private sectors, CSOs, local partners etc.) and how effective this has been;

·        Horizontal issues such as gender equality, diversity and inclusion along with human rights-based approach

  • The extent to which the Reforsa Hamutuk project has achieved its outcomes and outputs;
  • Project's experiences that can be learned with regards to promoting inclusivity and community solidarity and resilience within marginalised groups and promote connections among marginalised groups and between marginalised groups and mainstream society;  
  • Provide concrete recommendations for future design and implementation of the project based on evaluation findings and conclusions;

 

  • Present recommendations for sustainability, lessons learnt and case studies of good practices.

 

 

The project final evaluation must provide evidence-based information that is credible, reliable, and useful and should align strongly with the project indicators. The evaluation team is expected to follow a participatory approach and Covid-19 sensitivity. Close coordination with the Reforsa Hamutuk Project team (Hivos, FOKUPERS and ACbit).

 

 

Scope of work

 

The Endline study and project final evaluation is meant to assess the project performance and achievements vis-à-vis the project's objectives, indicators and results, as well as the impact of the project to the beneficiaries.

 

The Endline Study will include collection and analysis of quantitative and qualitative data corresponding to the original baseline study. The report will present achievements against project targets and a comparison of the end line data findings against the baseline data findings. It will highlight significant as well as important and interesting findings that might inform future, similar actions.

 

The endline study will focus on target groups of the project that has been described in the proposal, including CSOs/CBOs, marginalized groups, government agencies, business community at national and sub-national level.

 

The qualitative and quantitative data collection of the study will focus on extracting information on the situation of marginalized communities and beneficiary groups, government policies and programs, preliminary data for each indicator, actors and their respective roles for project implementation, involvement of marginalized groups in project design, project scope, targeting mechanisms, institutional arrangements, accountability mechanisms, working methods, strengths and weaknesses, constraints that may be faced by the project during implementation and other matters related to the idea and objective of indicators as contained in the Reforsa Hamutuk's Description of Action (DoA) document.

 

The Project Final Evaluation should be based on the six evaluation criteria from the Development Assistance Committee of the Economic Cooperation and Development (OECD/DAC) – Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability

 

 

 

Knowledge and experience

 

The following are the selection criteria for the team of consultant(s):

       Solid experience and proven track record of carrying out project final evaluation for at least 5 years. Experience(s) in conducting final evaluation of project(s) funded by EU is an added value.

       Demonstrable relevant academic and practical experience in qualitative and quantitative research methodology, evaluation design and implementation

       Proven experience in program design skills, including capacity to prepare logical, coherent and consistent documents;

       Capacity to work in a multi-disciplinary team, including coordinating technical input into a framework;

       Proven experience of using participatory tools as a means of data collection for project evaluation

       Excellent reporting and communication skills

       Residing in Dili or have team members residing in Dili.

       Fluent in English and Tetun. Fluency in Bahasa Indonesia and Baikeno is an advantage.
