Tableau Consultant

Project Summary 

Panagora Group, is a woman-owned small business providing novel and integrated solutions in global health and international development, implementing since August 18, 2020 the Monitoring, Evaluation and Learning Platform (MEL-P) Activity funded by the United States Agency for International Development (USAID) Mission in Indonesia.

MEL-P's purpose is to support the implementation of the Country Development Cooperation Strategy (CDCS) for Fiscal Year 2021 – 2025 by providing technical, consulting, and advisory services related to monitoring, evaluation, and learning and other relevant short-, medium-, and long-term technical expertise to USAID/Indonesia. The activity will also provide support to USAID initiatives, such as the Indo-Pacific Strategy, and newly enacted Foundations for Evidence Based Policy Making Act. These combined efforts will facilitate and inform program management decisions within the Mission, shape the long-term strategic direction of programs, and enable USAID/Indonesia to comply with USAID's Evaluation Policy and USAID Automated Directives System 201.

Assignment background

Pertinent to this assignment, under its Monitoring Support Service Component, implemented in partnership with Management System International, MEL-P designed two online dashboards to support USAID staff in monitoring the progress of their activities. The first online dashboard is a context monitoring dashboard that is providing historical and up-to-date data for the 30 indicators (23 context and 7 sentinel indicators) to support USAID staff in monitoring factors that are beyond USAID's control and that could affect the implementation its Development Objective (DO), namely:

·       DO 1: Effective Democratic Governance Strengthened

·       DO 2: Inclusive Economic Growth Increase

·       DO 3: Environmental Sustainability Improved, and

·       DO 4: Priority Health Outcomes Improved.

Additionally, the second dashboard aims to support USAID/Indonesia's endeavor in tracking its commitment to concentrate and integrate at least two-thirds of CDCS funding for national-level policy work and in 8 priority provinces per development objective, location, and activity/project. USAID/INDONESIA currently used a set of excel table for their Investment Data for their data collection, data compilation and visualization. MEL-P is helping USAID/INDONESIA in reviewing and compiling data to upgrade and develop a Mission-wide Geographic Information System (GIS) database as data visualization tool with graphics/mapping function.

The results from USAID/Indonesia and MEL-P join evaluation session on the progress of these dashboard in June 2022 highlighting the importance of these products to USAID and decided to improve it further by redesigning the user interface. MEL-P are in the process of addressing these issues by combining the existing visualization produced by Tableau with the user-friendly interface offered by the Google Sites.

Purpose of the assignment

MEL-P seeks a Tableau Data Investment Consultant to migrate the visualization from the existing Tableau dashboards (Context Monitoring and Activity Location dashboards) into the Google Sites and finalize the new visualization ideas that was previously agreed by USAID/Indonesia and MEL-P. Additionally, the consultant is expected to maintain the dashboard due to the data update and new visualization ideas agreed by USAID/Indonesia and MEL-P.

Reporting

The expert shall report to the MEL-P's Monitoring and Data Management Specialist.

Period of performance

The estimated level of effort for the STTA for Tableau Consultant will be 120 days. The duration of the assignment would intermittently cover the period of August 2022 – August 2023.

Tasks AND deliverables  

Tasks

Under the technical guidance of MEL-P's Monitoring and Data Management Specialist, the consultant shall:

·       Complete the migration process of data visualization in MEL-P Tableau account to Google Sites.

·       Collaborate with the MEL-P Monitoring and Data Management Specialist to develop new data layout/structure and management procedure for the dashboard.

·       Maintain the dashboard in regular basis.

Deliverables  

The expert shall prepare and submit:

·       Embed code of all context monitoring and activity location and investment dashboards for the Google Sites

·       Create and maintain the new database in Ms. Excel and hyper (Tableau files) for the revised dashboard on the Google Site

·       Finalize and regularly maintain the context monitoring and activity location and investment dashboards

Qualifications

·       Master's degree in Computer Science, Data Programming or Mathematics.

·       2 to 5 years of experience in data programming and data analysis

·       M&E experience, including but not limited to:

o   Knowledge of M&E approaches, tools, and methodologies, quantitative and qualitative monitoring methodologies,

o   Proven ability to design, implement, operate and/or manage M&E plans, systems, tools, and templates, including indicator selection, target setting, and reporting.

·       Ability to interact with people at various professional levels and with multicultural backgrounds.

·       Sound skills in data analysis, presentation and report writing.

·       Detailed and result-oriented with problem-solving skills and ability to propose innovative solutions.

·       Ability to collaborate with the MEL-P, USAID and promptly integrate provided feedback.

·       Professional integrity and ability to work under minimum supervision, deliver on time and working under pressure.

·       Ability to use Geographic Information System (GIS) and Remote Sensing, Data Development Information Solution (DIS) Data Visualization, and Tableau program.
