Social Safeguards Consultant

(Individual Consultant - 1 Position)

 

 

REQUEST FOR EXPRESSIONS OF INTEREST

 

The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project), and intends to apply part of the proceeds for individual consultant service as Social Safeguards Consultant.

 

The Social Safeguards Consultant overall responsibility will be ensuring alignment of Pilot Project for Development of Land and Spatial Thematic Map (PTPR) implementation activities with commitments under the Environmental and Social Management Framework (ESMF) and the pilot project activities.

Activities to be performed by the Social Safeguards Consultant include but are not limited to the following:

a. Develop stakeholder engagement plan and analysis, followed by undertaking stakeholder consultations;

b. Provide required coordination and relevant input into and monitoring process during the pilot project implementation;

c. Undertake required field visits to project sites to assess social impacts and verify social monitoring information provided in the reports of implementing partner, including photo documentation as applicable (upon community consent);

d. Keep accurate records of social supervision of project activities in a systemic manner that allows easy search-and-find of all documents upon request of the PMU, the World Bank, and the Ministry ATR/BPN;

e. In coordination with Safeguard Coordinator, develop and undertake the risk screening process, and advise on the site-specific safeguards instruments required (e.g. Environmental and Social Management Framework – ESMF).  Ensure that screening of pilot project is completed accurately and mitigation measures and plans are implemented as it relates to social risks and issues. Follow up with field visits as necessary;

f. Upon the identified customary land and indigenous people as the result of risk screening, the Consultant is required to develop Indigenous People Plans (IPPs) for the respected districts;

g. Analyzing pilot project implementation reports to ensure that all work is completed in alignment with the World Bank's Environmental and Social Management Framework; supervising implementing partner's performance in handling specific social issues, such as SEA (and monitoring measures related to the Codes of Conduct), IPPs, security measures, the land conflicts, and marginalization of local communities, threats to forest/marine ecosystem; providing corrective instruments as needed;

h. Preparing relevant parts of required social monitoring reports, including reports on Environmental and Social Management Framework (ESMF) implementation status. Preparation of social safeguards monitoring reports for the PMU, including preparation of the gender sensitivity and stakeholder engagement content of project progress reports submitted to the World Bank.

 

The Consultant will be engaged for lumpsum based assignment (output based). The engagement is initially expected for 5 months. The selected Consultant will be contracted with period of August – December 2022.

The Consultant shall have the following minimum qualifications and experience:

  • A social science degree, preferably at Masters level, in one of the following disciplines: political science or policy, sociology, anthropology, gender studies, social assessment studies, development studies, international relations, or related fields. 
  • At least 5 years of experience in areas relevant to social risk management such as vulnerable groups and individuals, gender and social inclusion, Indigenous peoples, persons with disabilities, livelihoods, stakeholder engagement, social impact analysis, assessment of social risks, etc.).
  • Experience in East Nusa Tenggara (NTT) area in compliance with social safeguards policies, especially with working with local/national development organisations and the local government is preferable.
  • Good knowledge of the relevant regulations/directives and operations of multilateral development organizations. Working experience in NTT is preferable.
  • Proven capacity to work across multiple stakeholders, including government entities, civil society organizations (CSOs), local communities, and the private sector.
  • Solid knowledge of Microsoft Office, with advanced Power Point/presentation skills.
  • Excellent written and oral communication skills in English is preferable.

The consultants will be selected in accordance with the procedures set out in the World Bank's Procurement Regulation for IPF Borrower (fourth edition November 2020).
