DESCRIPTION

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years.

JSI is currently seeking an outstanding Technical Specialist in Interoperability in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The program works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country's own health trends and priorities.

The Technical Specialist must demonstrate depth and breadth of technical expertise in the areas of health information systems (HIS) and data use as well as possess interpersonal skills and be able to leverage professional relationships towards the success of CHISU's activities. As the technical specialist on Interoperability for CHISU in Indonesia the candidate will be responsible for contributing to the increased availability and interoperability of quality health data and information systems in Indonesia. Technical Specialist – Interoperability will work under the supervision of the CHISU Senior Technical Advisor in Indonesia.

This is anticipated to be a full-time position based in Jakarta, Indonesia.

RESPONSIBILITIES

Specific responsibilities will include, but are not limited to the following:

  • Assist in developing, documenting, and refining operational processes, user manuals, system documentation and training materials for related information systems deployed by Pusdatin and/or DTO.
  • Support the implementation of an interoperability assessment, including readiness report, action plan and interoperability roadmap.
  • Provide technical assistance to the MOH in the development of an interoperability middleware in line with the newly launched platform, SatuSehat. Guide design and implementation of interoperability requirements from the user perspective.
  • Develop FHIR standards to support interoperability for the use cases of MNH, TB and health financing in relation to the MOH's platform SatuSehat.
  • Create an interoperability implementation guide that describes the selected FHIR standard/profile, data content used, as well as other local specific requirements. Assist the Pusdatin/DTO to deploy the FHIR profile in Indonesia, including the development of a curriculum and training of users and troubleshooting.
  • Socialize and train system users and stakeholders to recognize benefits and impact of interoperability. Advise and support technology events hosted by Pusdatin and DTO such as FHIR and interoperability workshops.
  • Conduct and monitor interoperability tests by preparing use cases and environment tests for users.
  • Support the design, development and communication of the national level enterprise architecture for health information systems.
  • Provide technical assistance to the development and deployment of the MNH, TB and health financing modules for SatuSehat.
  • Support the development of change management plans to assist national and sub-national level stakeholders in the digital transformation process.
  • Promote sustainable standards-based implementation and provide feedback on standards and organizational profiles.
  • Collaborate closely with and provide technical assistance to the MOH's Digital Transformation Office team and tribes (Primary Health Care, Secondary Healthcare, Health Financing), as well as Pusdatin's technical team.
  • Promote gender equity and ensure application of gender considerations in program implementation.

QUALIFICATIONS

  • Bachelor's degree or higher in one of the following disciplines: computer science, health informatics, software engineering, or a related technical discipline or the equivalent combination of education, technical training, and/or work experience is required.
  • 6 years of relevant experience with interoperability & implementation experience, with working knowledge of Health IT standards such as FHIR is required.
  • Experience with cross-community IHE profiles is required.
  • Working knowledge and experience with agile software development is required.
  • Project management experience preferably in health IT is highly desirable.
  • Excellent interpersonal skills, including the ability to work closely and in an integrated manner with a multidisciplinary team is required.
  • Ability to take initiative to produce expected results is required.
  • Ability to work autonomously and with limited direct supervision in the management of day-to-day activities is required.
  • Native/Fluent Bahasa and practical knowledge of English required.

Salary commensurate with experience.
