About this activity:

 

CATALYZE is a $250 million 5 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing. Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening and rationalizing supply chains, and advancing inclusive growth.

The CATALYZE “Improved Social Protection and Economic Empowerment of Women in Asia” activity focuses on improving social protection and economic empowerment of vulnerable female workers in Asia. Through partnerships with the Government of Indonesia, notably BPJS-K, and private partners, CATALYZE will support BPJS-K to promote female informal sector workers’ enrollment with and continued premium payment for Jaminan Kesehatan Nasional (JKN). CATALYZE is collaborating with BPJS-K to co-create innovative interventions that align with current BPJS-K objectives to address challenges to JKN enrollment.

To support this ongoing collaboration and coordination between CATALYZE and BPJS-K, the project is seeking to hire a BPJS-K Liaison Consultant to be seconded at BPJS-K Office. The consultant will be the point of contact for the project, working closely with BPJS-K to help finalize the design of the partnership through internal discussion and external co-creation workshop.

 

Primary Duties and Responsibilities:

 

The consultant will support both BPJS-K and CATALYZE. Consultant will report to CATALYZE Indonesia Team Lead based in Washington, DC, with day-to-day oversight and communication to Jakarta-based team members. The Consultant will be supervised within the BPJS-K office by the focal points of the Research and Development Team. The consultant will be engaged for 2-3 months from approximately September 15 to November 31 to undertake the following tasks and functions. The anticipated level of effort is up to 20 days.

The primary purpose of this role is to support ongoing project design process, specifically by providing efficient communication between BPJS-K and CATALYZE colleagues and to execute tasks with BPJS-K to advance the partnership co-creation process. This individual will provide support in the following responsibilities:

  • Provide routine communication and coordination of CATALYZE activities with BPJS-K
  • Build relationships and trust with counterparts and raise awareness and understanding around partnership program being co-created by BPJS-K with USAID, CATALYZE project, and private sector partners
  • Support in the program co-creation process, such as gathering or creating necessary documents, organizing and facilitating meetings with BPJS-K internal stakeholders, project design and management
  • Support communication with and securing meetings between BPJS-K (HQ and branch offices) and CATALYZE team
  • Lead capacity strengthening in intervention design, implementation, and monitoring, as needed
  • Support monitoring and evaluation needs as necessary
  • Conduct other tasks as required to support BPJS-K R&D Unit in advancing the program design process

The Consultant will receive guidance, tools, and technical support from CATALYZE Washington DC and Jakarta staff to be able to expediently complete tasks at high quality.

 

With CATALYZE staff: Participate in weekly check-ins with Jakarta team and bi-weekly check-ins with Jakarta + DC team to facilitate movement within activity

 

With BPJS-K: Report weekly to BPJS-K supervisors with progress updates and inputs on key tasks to advance the program design process

 

Key Competencies Required:

    • Good understanding of BPJS-K at central and national levels
    • Familiarity with health financing or economics, monitoring and evaluation, and program design

    • Excellent writing skills

Required skills and experience

 

The consultant is expected to possess skills and experience in the following areas:

  • Minimum of 5 years of relevant working experience in development sector, particularly in social protection and health issues
  • Academic and/or work experience in health financing, economics, or relevant field
  • Demonstrated experience in program design and implementation, including monitoring and evaluation
  • Meeting and workshop facilitation experience, preferred
  • Knowledge and familiarity of BPJS-K and experience with JKN health system
  • Experience working with government institutions, donor agencies, and/or other multilateral or civil society organization
  • Good knowledge of social protection and health policies
  • Highly proficient in spoken and written English, fluency in Bahasa
