BACKGROUND

Catholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS' relief and development work are accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.

 

CRS has been supporting program activities in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs and has long-standing relationships with the Government of Indonesia, the Church and non-Church partners and communities throughout the country. The Indonesia country program focuses primarily in the areas of community development, humanitarian assistance/emergency response, disaster management, climate change adaptation and agricultural livelihoods, as well as capacity building for local partners in emergency response programming.

 

CRS Indonesia collaborates with the Larantuka Socio-Economic Development Foundation (YASPENSEL) and the Foundation for Social Assessment and Development (YPPS) and key local government stakeholders such as the Social Affairs Office and District Disaster Management Agency (BPBD) to implement the FloDESA (Flores DRR Enhancement for Sustainable Livelihood) project in 10 disaster-prone villages in East Flores District. The FloDESA project focuses on strengthening local resilinc through establishing village disaster risk reduction (DRR) structures, build stakeholder capacity in disaster preparedness and response, diversify livelihoods, and provide recovery support.

 

Minimum Service Standards (MSS) in Indonesia were introduced following the issuance of decentralization policies with the aim of improving the quality of basic services.  MSS is defined as the minimum level of the type and quality of public services that should be received by each citizen. MSS in Indonesia also outlines obligatory functions of the regional government relating to minimum levels of services that regional governments must deliver. Mandatory affairs cover six sectors: Education, Health, Public Works, Public Order & Community Protection, and Social. MSS are regulated by Government Regulation Number 2 of 2018, which outlines the scope of basic disaster management services broadly to include disaster-prone information systems, disaster prevention and preparedness programs, and emergency and evacuation services for disaster victims across different sectors. Technical standards for disaster management are further specified in Minister of Home Affairs Regulation Number 101 of 2018 concerning Technical Standards on Minimum Service Standards for Disasters.

MSS is a key instrument to guide local governments in developing policies, plans and actions to prepare in such way that essential services for citizens are met. Nonetheless, gaps remain between the national policy and how MSS is understood and implemented at the local level. District and regional governments face multiple challenges in implementing MSS, including a lack of sectoral coordination, a lack of updated disaster risk analysis and disaster information to inform planning, as well as resource constraints. As part of FloDESA's capacity strengthening efforts, CRS will hire a consultant to facilitate a MSS workshop with the East Flores Government.

OBJECTIVES

The main objective of this consultancy is to promote improved understanding of MSS for basic disaster management services amongst relevant government offices in East Flores District. Through a district-level workshop, it is expected that district officials will be provided with a solid foundation to more effectively plan and budget for the implementation of MSS to enable them to fulfill obligatory functions. Participants will come from head of district government offices and head of District Development Planning Agency (Bappeda), and other government institutions related with planning and budgeting, and local legislative members if available. Workshop participants will become more familiar with MSS, and identify gaps and opportunities that can create an enabling environment for MSS implementation.

The expected outputs of the consultancy and workshop are:

1.       Increased awareness amongst district government of MSS policies and guidelines, particularly those relating to disaster management

2.       Key gaps and opportunities to improve MSS implementation and financing are collaboratively identified with district government officials

3.       Key actions are recommended for local government, CRS and CRS partners on how to improve MSS implementation and financing

 

ACTIVITIES

The consultant will provide the following services:

·       Facilitate the participation of resource persons from Ministry of Home Affairs (Kemendagri) and the National Disaster Management Agency (BNPB) in the district-level workshop in East Flores

·       Prepare and deliver workshop materials on MSS for local government to help them better understand their obligatory functions related to disaster management MSS

·       Travel to Larantuka, East Flores to conduct preparatory activities, including conducting a preparatory meeting with the District Head or District Secretary in East Flores

·       Facilitate a three-day workshop on MSS that meet the stated objectives

·       Produce a workshop which includes a documentation of faps and opportunities, and  recommendations for improving MSS implementation and financing

 

DELIVERABLES

The consultant will produce the following deliverables to be reviewed and approved by CRS:

1.       Workshop materials to be submitted prior to the workshop covering: a) key government policies and guidelines on MSS and MSS for disaster management, b) facilitation guide or other materials to conduct a gap and opportunity analysis.

2.       Workshop report to be submitted within two weeks after the convening of the workshop which documents: a) the process results of the workshop, b) final workshop materials and c) recommended actions for local government, CRS, and CRS partners on how to improve MSS implementation and financing.

 

TIMELINE

The consultancy period will be over a maximum of 15 days, and is tentatively planned between September 15 to September 30, 2022.

Cost for workshop arrangement will cover under CRS budget while cost for travel and accommodation will included in the consultancy budget proposal.

 

PLACE OF PERFORMANCE & TRAVEL

CRS expects that some preparatory work (10-20%) and reporting for this consultancy can done remotely, but that the majority of the assignment (80-90%) will require the consultant to travel to Larantuka, East Flores.

 

KEY WORKING RELATIONSHIP

·       Consultant will work closely with FloDESA Program Manager to prepare the workshop material and reporting.

·       Consultant will work closely with DRR Project Officer and YPPS during consultancy performance in the field.

 

 

QUALIFICATIONS AND SKILLS

 

The consultant to implement the above work should meet the following qualifications:

1.       Extensive knowledge of Indonesia's MSS policies, guidelines, and frameworks

2.       Minimum 3 years' experience in supporting local government implementation of MSS, preferably in Indonesia

3.       Track record of facilitating workshops and/or trainings with local government.

4.       Demonstrated workshop's facilitation skill with local government.

5.       Demonstrated skill of facilitating workshop with local government.

6.       Demonstrated ability to communicate effectively (written and oral) in Bahasa Indonesia

7.       Excellent interpersonal skills with the ability to work with local stakeholders independently with limited supervision

8.       A track record of designing and providing similar consultancies to government and non-governmental organizations in Indonesia.

9.       Committed to the dignity of individuals and vigilant about preventing and addressing harassment, abuse and exploitation.

 

Education:

·       Bachelor's degree in law, public administration, public policy, social sciences, and/or a related field.
