Position Title: Data Recording and Reporting Covid-19 for East Java Provincial Health Office

Period of Performance: 1 October 2022 - 30 November 2022

Detailed Description of Tasks to be Performed:

Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by PEPFAR and USAID, is dedicated to achieving and maintaining HIV epidemic control. The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, care and treatment programming, and viral load suppression. EpiC is led by FHI 360 with core partners Right to Care, Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide TA, as well as global resource partners who bring unique capacities.

EpIC is currently being used as a funding mechanism by which to direct financial, programmatic and technical resources to assist Indonesia's COVID-19 response.  EpiC's COVID-19 program portfolio currently consists of (a) Mechanical Ventilation for COVID-19 technical assistance; (b) COVID-19 vaccine technical assistance; (c) support for COVID-19 contact tracing; and (d) improve health provider capacity building in COVID-19 case management.  Other COVID-19 emergency response programming – including oxygen ecosystem strengthening and home-based management of COVID-19 – may also be forthcoming.

In March 2021, the National Committee of COVID-19 Control and Economic Recovery highlighted the need to improve COVID-19 data completeness and quality, particularly at sub-national and facility levels where data may be entered manually into paper-based forms before being transferred into electronic COVID-19 system(s), including PCare and the Satu Data Information System.

EpiC Indonesia will thereby engage up to 5 time-bound data recording and reporting personnel that are seconded to the sub-national Government, with the goal of ensuring timely, accurate and complete data that strengthens the real-time monitoring and implementation of the COVID-19 response in EpiC-targeted geographic areas

One data RR consultant will provide support and assistance to Provincial Health Office (PHO) and District Health Office (DHO) in East Java and to EpiC's technical team on COVID-19 data reporting and recording implementation.  S/he will coordinate with the FHI360 M&E/SI Unit and COVID-19 Team to provide critical data management support.  S/he will be responsible particularly for COVID-19 data and ensure all COVID-19 data are handled, record and report efficiently and on time. S/he will be stationed in East Java Provincial Health Office in Surabaya City, East Java.

The main duties and key responsibilities for Data Recording and Reporting Personels for COVID-19 as bellow:

·       Provide COVID-19 vaccination data support for PHO staff, DHO staff, and EpiC COVID-19 program staff/team particularly for vaccination data recording and reporting at PHO/DHO offices, hospitals, and PUSKESMAS or COVID-19 vaccination site in COVID-19 project area

·       Develop and maintain a comprehensive electronic and paper data filing system.

·       Ensure that the data entered is in accordance with the physical documents applicable to the patient as well as supporting documents at each level.

·       Ensure data quality of recording and reporting in government system (PCare and the Satu Data Information System or other defined application)

·       Collect and verify COVID-19 vaccination data sent by Puskesmas and hospitals or a COVID-19 vaccination site. If necessary, conduct a field visit to the Puskesmas, hospitals and COVID-19 vaccination sites in order to collect and verify the vaccination data.

·       Perform other duties as assigned.

c.        Describe the challenges and solutions on recording and reporting COVID-19 Vaccination data and other COVID-19 Case management data

5.       Analyzing covid-19 vaccination data supported by epic and describing it contribute to efforts to increase vaccination coverage at the district level

Payment:

1.     Payment schedule and Invoicing Instructions for Consultant Fees and Other Expenses

 The consultant will provide the deliverables by the due dates noted above. In order for the consultant to be reimbursed, the

deliverables must also be accompanied by an invoice (plus documentation outlined below) requesting payment.

The consultant will be paid the corresponding daily rate for the work performed once the FHI360 Technical Monitor has accepted and
