The German Government (represented by the Deutsche Gesellschaft fuer Internationale Zusammenarbeit GIZ GmbH) has been supporting the Indonesian Government (represented by the Corruption Eradication Commission/CEC) in corruption prevention since 2007. The current phase of the cooperation project: Corruption Prevention in the Forestry Sector (CPFS) is supporting the Indonesian Corruption Eradication Commission KPK to fulfil its mandate with a focus on corruption prevention in the forestry sector. CPFS is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ (German International Cooperation) with the Corruption Eradication Commission as the Project Executing Agency.

CPFS improves the effectiveness of corruption prevention in the forestry sector. By strengthening the capacity of relevant actors at national, provincial, district levels and the private sector for streamlining planning and licensing according to law, it also contributes to a coherent national and regional policy and regulation of the forestry sector. Hence, the three key work areas of the project are (1) regulatory and integrity standards in the forest sector through analysis, legal expertise, research and advocacy; (2) Strengthening the institutional capacity of the KPK, local governments and their administrative bodies and (3) improves the participation of local communities, NGOs, IPs and companies in state-led corruption prevention in the forest sector. In relation to the geographical coverage, it was agreed between KPK and BMZ that the Project works in Papua land. 

The Corruption Prevention in the Forestry Sector (CPFS) is seeking one qualified Indonesian candidate for the following position: 

Junior Finance Specialist 

A.   Responsibilities

Generally, Junior Financial Specialist performs their duties in accordance with guidelines defined by the manager or are under the instruction of Specialist in higher bands. The content of work and the learning stages are geared towards enabling the staff member to assume functions in GIZ Band 3 or corresponding activities in the market. This function allows the employee to acquire technical and methodological knowledge, personal and social skills which can also be used in other band 3 functions. The incumbent provides support in: 

  • Dealing with all questions arising in this area
  • Identifying relevant problems and issues and assisting in formulating implementation-oriented solutions
  • Further developing instruments and assisting in introducing innovation and change
  • Managing knowledge by disseminating and documenting know-how, experience and information 

B.   Tasks

1.   Finance and Accounting

     Prepare the payment and electronic banking details based on request from the projects after checking the completeness of the documents

     Making sure that the complete voucher documents are stored digitally and as hard copy in right order and in timely manner

     Handle Petty Cash and Input the authorize payments into the WINPACCS Cashbook

     Liaise with the bank, handle all banking matters

     Arrange and facilitate regular monthly payments Local and Foreign Currency

     Provide advice and guidance in financial matters to projects

     Maintenance Online Banking for GIZ Office Jakarta and Projects

     Ensure fund is available for any payments

     Monitoring incoming funds

     Creating, sending and follow up Invoice to Third Parties

     Support the team in making monthly budget requests and ensure availability of funds, following the approved templates and procedures

     Regularly monitor income and expenditures, and manage the monthly cash reconciliation

     Control monthly project journal and financial reports and follow-up any issues raised (receivables, error sheet)

     Manage the KOMP financial reporting for the project

     Contribute to monthly budget monitoring meetings

     Contribute to financial reporting to political partners, commissioning parties and GIZ headquarter in the formats required (e.g. BAST)

 

2.   Payments and accounting

  • Handle all payment related procedures of the project in Indonesia in close coordination with GIZ Country Office
  • Manage accounting of all fund flows in the company accounting system (Winpaccs) including cash and bank book
  • Check vouchers and receipts and ensure timely settlement of all payments in coordination with service providers and project staff
  • Support grantees in budget development, fund requests and settlements
  • Calculate travel cost claims and facilitate payments to project staff and partners
  • Handle the petty cash for projects in Papua Region
  • Maintain filing system of all finance related documents

 

3.   Other tasks

·       Support in Meeting Preparation by arranging meeting schedule and reserving meeting room.
·       Conducts clerical duties such as filing, responding to e-mails and preparing documents.
·       Maintains office supplies by checking and maintenance (on-site) inventory
·       Support the GIZ internal audit process for the project
·       Actively contribute to a positive working environment and team spirit in the project
·       Perform other duties and tasks as requested 

C.   Required qualifications, competences and experience

Qualifications and experience

·       University degree in business administration, accounting, communication or a related field
·       At least three (3) years of experience in office management, accounting and administration, preferably in an international organisation
·       Experience working in partnership with the Government agencies is preferred
·       Knowledge of GIZ administrative procedures, e.g. WINPACCS and Onsite Asset Management, is considered an advantage 

Additional competences

·       Good working knowledge of information and communication technologies and office software (e.g., Microsoft)
·       Excellent proficiency of English language; German knowledge is considered an advantage
·       Flexibility, service orientation and ability to work efficiently in a fast-paced working environment
·       Well organized, focused, proactive, and positive working attitude
·       Excellent interpersonal communication skills, including the ability to encourage collaboration with other programs, international offices, and partners
·       Aware of social and intercultural sensitivities, flexible and possess a sense of diplomacy
·       Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products
·       Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
