Statistics and Modeling Specialist (Individual Consultant - 1 position)

 

REQUEST FOR EXPRESSIONS OF INTEREST

 

The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project), and intends to apply part of the proceeds for individual consultant service as Statistics and Modeling Specialist.

 

The Statistics and Modeling Specialist overall responsibility will be support Director General Land and Spatial Survey and Mapping (Direktur Jenderal Survei dan Pemetaan dan Pertanahan dan Ruang or Dirjen SPPR), Ministry of ATR/BPN in developing technical, scientific, statistics analysis and modeling related to the assignment of DG SPPR with other Directorate Generals, including other sectors in survey, mapping and geospatial activities at the national, regional and international level.

The Statistics and Modeling Specialist also will assist Director General Land and Spatial Survey and Mapping, Ministry of ATR/BPN by providing professional advice, comments, recommendation on strategic and management issues to strengthen, improve and elaborate ideas and point of discussion with the DG SPPR, Ministry of ATR/BPN as outlined above.

The Statistics and Modeling Specialist will also deliver tasks and assignments as directed by the Project Director and the designated official(s), and contribute that the Project is conducted in accordance to the procedures and timetable agreed with the Bank and co–financiers in accordance with the Bank's policies and rules. Overall responsibility will be support Director General Land and Spatial Survey and Mapping (Direktur Jenderal Survei dan Pemetaan dan Pertanahan dan Ruang or Dirjen SPPR), Ministry of ATR/BPN in developing technical, scientific, statistics analysis and modeling related to the assignment of DG SPPR with other Directorate Generals, including other sectors in survey, mapping and geospatial activities at the national, regional and international level.

Activities to be performed by the Statistics and Modeling Specialist include but are not limited to the following:

a.  To support DG SPPR, Ministry of ATR/BPN to identify specific or thematic, technical and regulatory analysis, as well as decision options for coordinated implementation of activities at DG SPPR, Ministry of ATR/BPN, or as directed by DG SPPR;

b.  To facilitate and/or conduct technical and substantive assessments with other DG PHPT, PMO Digital Transformation and others identified topics at the DG SPPR, or as directed by DG SPPR, e,g, block adjustment, pilot project on integrated physical data collection, quality control / quality assurance;

c.   To prepare regular analytical reports and papers with relevant policy and technical rationale supported with detailed statistics data and modeling for consideration of decision-makers at the DG SPPR, or as directed by DG SPPR;

d.  To compile and present reports of the follow up to the high-level decisions and remaining issues to the relevant agencies and ministries as guided by the DG SPPR;

 

e.   Supporting any committees, working groups or similar bodies established for the preparation, implementation and/or supervision of the project and/or specific activities;

f.    Performing other Project-level related activities assigned by the Project Director and Program-level support requested by the designated official(s).

 

The Consultant will be engaged for eight hours per day during the working week. The engagement is initially expected for 3 months, and extendable based on needs. The assignment is expected to start in September 2022. It is expected that the Consultant may have to work additional hours depending on the workload or the requests of the DG SPPR and Project Director.

The Consultant shall have the following minimum qualifications and experience:

a.    Minimum Master degree in any fields close to land administration (land use/spatial planning, surveying or geodetic/geomatic engineering, geography, agriculture, forestry, natural resource management, economy), Master degree is preferable;

b.    Minimum 7 years of experiences in projects and program related to land administration, natural resources management, forestry, agriculture, economy or similar inter-sectoral and inter-disciplinary setting;

c.    Experience in coordination or management of complex multi-stakeholder programs; prior experience in setting up or managing a coordination platform or body, or similar institutional arrangement preferred;

d.    Proven skills as an excellent writer, communicator, facilitator and mediator of complex institutional processes with a capacity to mediate between different types of organizations (government agencies, NGOs, private sector) and to work effectively with high-level decision makers;

e.    Experience in working in international environment;

f.     Proven ability to: (i) handle multiple tasks under pressure with short deadlines; (ii) ability to work independently, seeking guidance on complex issues; and (iii) excellent interpersonal skills, proven team orientation and the ability to work across unit boundaries;

g.    Knowledge and experience with Loan and Grant funds considered as advantage;

h.    Excellent knowledge of spoken and written English, with advanced computer skills in MS office programs.

 

Interested consultant must provide information indicating that they are qualified to perform the services (Work Plan/Schedule. CV, References, Salary History, etc.).

 

The consultants will be selected in accordance with the procedures set out in the World Bank's Procurement Regulation for IPF Borrower (fourth edition November 2020).

 

The Consultant will be engaged for eight hours per day during the working week. The engagement is initially expected for 3 months, and extendable based on needs. The expressions of interest must be delivered to the email below by September 12, 2022.
