Context of sanitation in Indonesia

SNV understands safe sanitation and hygiene services as a pre-condition for health and economic development in cities. With Indonesia’s urbanization rate at 2.3% (World Bank, 2018), a failure to invest in urban sanitation will become a barrier for almost any development in the country. Access to sanitation is a human right and governments are the duty bearers of progressive realisation of this right. With the Sustainable Development Goals (SDGs), notably SDG 6 and the 2020-2024 Mid-term National Development Planning, Indonesia is committed to work towards universal access to safely managed sanitation services, this means services for all and addressing the safety of the entire sanitation chain from access to safe disposal or re-use.

The WASH SDGs Programme

Through the Dutch Government funded WASH SDGs programme, SNV supports local governments in the cities of Bandar Lampung (population of 1 million), Metro (population of 160,000) in Lampung and Tasikmalaya (population of 700,000) in West Java Province in achieving sustainable and inclusive city-wide sanitation services, in line with national programmes and targets.

Our Urban Sanitation and Hygiene for Health and Development (USHHD) approach is focused on achieving sustainable and inclusive city-wide sanitation and hygiene services. To achieve this, SNV:

  • Works together with local authorities in the cities of Bandar Lampung, Metro and Tasikmalaya to create an appropriate enabling policy and regulatory environment for sanitation services at the local level,
  • Develops financially viable and sustainable business models also with the private sector on the collection, transport, treatment, re-use and safe disposal of human waste,
  • Works with communities to increase their awareness and engagement towards safe and affordable sanitation products and services,
  • Guides the different stakeholders through a process of informed choice regarding technologies, finance strategies and service delivery models, in particular for low-income groups and slum residents.

 

PURPOSE and SCOPE OF WORKS

Within the context of the WASH SDGs programme, the purpose of this work is to strengthen domestic wastewater management institutions in 3 cities through activities:

  • Calculation of tariffs/retribution for desludging services and retribution for disposal of sewage by private emptier at the Singkup FSTP in Tasikmalaya City, the Bakung FSTP in Bandar Lampung City, the Karangrejo FSTP in Metro City. Calculation of tariffs/retributions needs to be carried out considering the current service groups and types and plans for future service development.

 

Scope of Work will include:

  1. Reviewing the existing tariffs for domestic wastewater services in 3 cities.
  2. Conducting data collection and FGD in 3 cities.
  3. Conducting a series of analyses, including:

                                     i.    Components of transportation costs, processing, and other operational costs

                                    ii.    Local inflation rate

                                   iii.    The volume of treated sludge

                                   iv.    Customer groups and categories

                                    v.    Number of customers per customer category

                                   vi.    Applicable rates (existing)

                                  vii.    Average income of the customer community

                                 viii.    Provincial minimum wage

  1. Preparing a draft of tariff structure to be discussed with local governments in 3 cities. The tariff structure must cover segmented retribution tariffs of desludging by public operator and dumping tariff applied to private operators on discharging their faecal sludge waste into the local FSTP.
  2. Finalize the tariff structure based on input from the local government and the SNV team as a recommendation/consideration for local governments in strengthening the management of domestic wastewater services in the regions.
  3. Coordinating with the City Coordinators and related advisors in carrying out a series of activities in 3 cities.

 

RESPONSIBILITIES of the consultants

  • Provide clear and structured methodology of tariff/retribution calculation
  • Deliver high quality, evidence based advisory services throughout the consultancy process as agreed scope of works and deliverables

·       Monitor the results and provide critical input to adjust/improve the deliverables whenever relevant

·       Comply with SNV’s administrative and financial procedures

·       Comply with SNV’s Code of Conduct

 

Consultants QUALIFICATIONS

The Consultant is 1 expert with a background in sanitation development planning, assistance to domestic wastewater operators and has experience in calculating tariffs for domestic wastewater services. Consultant has the following minimum qualifications.

  • At least 5-8 years relevant professional experience related to financial aspect in sanitation services, sanitation development
  • Advanced degree in related field (finance, business management, engineering)
  • Experience working with the private sector as well as NGOs or consultancy firms on donor funded projects
  • Excellent communication skills oral and written to prepare reports and documentation on work implementation
  • Fluent in Indonesian and excellent level of English (written and oral)
  • Be a good team player, able to work constructively with colleagues

 

Contract duration

From October 3rd-November 30th, 2022, 30 days over the period.

Reporting line

Throughout the consultancy process, the consultant will coordinate with and be supervised by SNV Governance Advisor on the governance aspect, and by SNV Senior WASH Advisor on the technical aspect. The consultant will report to SNV’s Project Manager, who will approve and verify that the deliverables are in line with SNV.

 

BUDGET Arrangement

The consultancy fee, activities, and travel cost will be covered by SNV. The applicants should attach detailed budget for the whole fee and activities. The payment under SNV’s contract, activity implementation, and business travel will be made in in accordance with SNV internal policy.
