DESCRIPTION

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years.

JSI is currently seeking an outstanding Finance Officer in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The program works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country's own health trends and priorities.


The Finance Officer will assist the Finance and Administrative Manager by carrying out banking transactions, managing petty cash and bank accounts, providing financial reports / data, assisting on preparing financial monthly reports and annually tax reports, and general support to the operations team. The Finance Officer will work under the direct supervision of the Finance and Administrative Manager.

This position is a full-time position that will be based at Jakarta, Indonesia.

RESPONSIBILITIES

  • Verify and process invoices using internet banking entry into QuickBooks and prepare the payment vouchers.
  • Assist the Finance and Administrative Manager on program activities in terms of participant payments (per diem, transport, etc) by uploading the payment in S2B and ensure accurate and timely payment.
  • Support program activities as a PIC event as needed.
  • Audits travel requests and travel expense reports for accuracy and compliance.
  • Ensure accurate and timely processing of invoices, advances, travel expense report, reimbursements.
  • Compile backup documentation related transactions and ensure completeness and appropriate review and approvals are documented.
  • Receive and verify vendor invoices for accuracy.
  • Conduct daily review of backup documentation to ensure completeness, accuracy, and full compliance with JSI's regulations.
  • Work with the Finance and Administrative Manager to ensure that accounting policies and practices are carried out in accordance with GAAP standards; project internal controls are established and implemented in accordance with JSI policies, USAID rules/regulations and the terms of the contract.
  • Ensure backup documentation is uploaded to the relevant system according to set deadlines.
  • Responsible for recording and assigning costs based on approved budget in QuickBooks accounting system.
  • Perform monthly bank reconciliations and routinely monitors bank account balances.
  • Support the Finance and Administrative Manager in banking relationships.
  • Maintain file management systems for soft and hard copy documentation.
  • Support periodic cash counts, work with custodians on review petty cash.
  • Review and monitor outstanding advances report
  • Assist the Finance and Administrative Manager of tax obligation including calculation of withholding taxes, payment and submission of tax returns, distributing withholding tax slips to staff, consultant and vendor.
  • Support the Finance and Administrative Manager with preparation of internal and external audits.
  • Other duties consistent with the overall focus of the assignment as assigned by the Finance and Administrative Manager.

QUALIFICATIONS

  • Bachelor's degree in Accounting, Finance, Business Administration or equivalent in a relevant field is required.
  • Minimum of 5 years' demonstrated experience in a related role required.
  • Relevant experience working on USAID projects in a related role highly preferred.
  • Skills in QuickBooks accounting software are preferable.
  • Strong attention to detail and organizational skills required.
  • Accuracy in working with large amounts of data.
  • Ability to respond effectively to time sensitive inquiries.
  • Demonstrated knowledge of internal controls and audit processes
  • An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus.
  • Native/Fluent Bahasa and practical knowledge of English are required.

Salary commensurate with experience.
