Position Summary 

I4DI is seeking a Senior MEL Manager for the USAID/Mars. Inc-funded Advancing Agroforestry Towards Income, Value, and Environmental Sustainability (ACTIVE) activity aimed at scaling the evidence-based agroforestry practices built on a longer-term jurisdictional approach that utilizes farm-level technologies to advance climate-resilient practices, increase smallholder farmer income, and ensure high-quality cocoa supply in South and Southeast Sulawesi.

 

The MEL Manager will support the Chief of Party (COP), Mars, and USAID to provide guidance, technical leadership and technical oversight for teams supporting monitoring, evaluation and learning assignments. The MEL Manager will provide expert level support and advice on MEL assignments and have a deep understanding of the USAID Program Cycle. This position will work alongside ACTIVE colleagues, counterparts at USAID and Mars clients, and other sectoral partners to design, execute, and ensure quality control of ACTIVE's MEL processes and activities, as well as lead MEL data verification, analysis, and reporting. The Senior MEL Manager forms an integral part of the ACTIVE team and will have primary responsibility for data review, quality, and analysis of ACTIVE indicators and implementation of the MEL Plan.

 

Responsibilities 

        Support the COP to deliver high quality monitoring, evaluation, and learning services as required by USAID, specializing in one area, but able to deliver on all areas of MEL

        Provides senior level technical and managerial support on projects, such as designing, conducting, or managing evaluations, strategy consulting, learning agenda development, training, or other tasks as required.

        Develop and/or co-create required deliverables for reporting to clients.

        Assists with troubleshooting and problem-solving when the need arises, including delivering services to the client when required.

        Translate complex MEL results into meaningful insights that clients can act upon

        Develop and manage all project performance monitoring activities and systems, including necessary data management and data collection instruments, to collect, store, manage, analyze and report M&E data on output, outcome, and impact indicators.

        Liaise with multiple stakeholders (ACTIVE colleagues, USAID, Mars) for timely data collection, verification and feedback.

        Conduct regular and ad-hoc data analysis, working closely with other team members, and data collection teams to develop reports  that demonstrate progress and facilitate learning

        Ensure data is input into USAID indicator reporting systems as required (e.g. annual DIS entry).

        Develop collaboration, learning, and adapting (CLA) tools and convene learning activities to help in the identification, analysis, and synthesis of lessons learned from program implementation; facilitate incorporation of lessons into the activity cycle with the COP and other ACTIVE colleagues.

        Support ACTIVE in the development and dissemination of thought leadership and learning content including the preparation of responses and products for ad hoc learning requests from USAID.

        Facilitate stakeholder engagement workshops or other efforts to ensure collaborative learning and adaptive management.

        Contribute to the development and delivery of training to enumerators, colleagues, stakeholders, and beneficiaries of the ACTIVE program.

 

Knowledge, Skills, and Abilities

        Recognized mid- or senior-level expert in the monitoring, evaluation, and learning sector with strong management and people skills.

        Working knowledge of a developmental evaluation-style approach to MEL.

        Strong quantitative and qualitative data analysis skills blended with data visualization experience.

        Expert writing and verbal communication skills in English.

        Comfortable leading monitoring, evaluation, and learning assignments.

        Familiarity with USAID MEL practices, regulations, and policies.

        Excellent trainer and committed to capacity building approaches.

        Solution-oriented and a good team player

        Intellectually curious to learn and willing to experiment with new technologies and new ways of working.

        Technical expertise in one or more thematic sectors (such agriculture, agroforestry, climate change adaptation, environment, etc.) a strong plus

        Ability to work in a fast-paced business environment.

        Ability to travel to remote field locations in South and Southeast Sulawesi (Luwu & Kolaka) for 2 weeks at a time each month.

        Fluency in English and strong communication skills in Indonesian

 

Qualifications 

Successful candidates should have: 

        Master's degree or PhD in international development, Forestry, or Agriculture or relevant field

        Minimum of 8 years of experience in monitoring, evaluation, and management consulting in international development programs

        Experience with Cocoa, in particular productivity aspects of cocoa growing; is preferred.

        Experience working on USAID-funded projects.
