Profile of TANGKAL TB Project TANGKAL TB is a five-year USAID funded project to Support for Public Education and Communication to Tuberculosis Preventive Treatment (TPT) Acceleration that is implemented by Yayasan Project HOPE (YPH). This program will use evidence-based health communication program implemented to improve the coverage and outcome of TPT among eligible sub-population in six target provinces with the highest number of estimated TB latent cases (North Sumatera, Jakarta, Banten, West Java, East Java, and South Sulawesi).

Purpose of Position The Senior Health Communication Specialist will work closely with the COP to lead social and behavioral change and community initiatives aimed at promoting demand for quality Tuberculosis Preventive Treatment among Latent TB cases that include those in contact with active TB cases, PLHIV, Healthcare workers and those with immunocompromised.

Reporting Requirement SHCC Specialist will report directly to the Chief of Party of TANGKAL TB Project. SHCC Specialist will supervise SHCC for PLHIV and SHCC Coordinator.

Key Responsibilities

  1. Oversees public education and campaign and community level action to improve knowledge and quality of existing TPT services and to improve uptake to TPT and completion of TPT through existing infrastructure.
  2. Lead the out-reach activities to reach the underserved and hard-to-reach communities, with a focus on working to understand and remove existing barriers to high-quality care and mobilization for social and political support at province, district, and community, to create and sustain an enabling environment for the delivery of key interventions.
  3. Facilitate and support the Indonesia's Ministry of Health in conducting the Barrier Analysis and Situational Analysis as guidance to the development of TPT Strategic Communication Plan and Communication Approaches to the defined segment populations.
  4. Lead the dissemination of the TPT Strategic Communication Plan to National and Sub-National audience and ensuring the adoption into partner's annual workplan.
  5. Facilitate the advocacies to CSOs, CBOs, PLHIV network, Ex-TB patient organization and GFATM community recipients for the adoption of TPT messages, suggested channels and message delivery mechanisms.
  6. Conduct the monitoring of the project performance and use the rapid feedback mechanism lead by MERL Advisor.
  7. Establish strong coordination and collaboration with the teams and partners/grantees to productive and mutual partnerships in delivering the deliverables.
  8. Oversee and provide technical guidance and mentoring to the partners' SHCC officers.
  9. Develop project's reports, strategies and annual plan as directed by the Chief of Party.

Qualifications and Experience

  1. Minimum a master's degree in the field of social science, anthropology, health communications, behavioral sciences, health promotion, or community development. A PhD is preferred.
  2. Minimum 10 years relevant professional experience on SHCC, advocacy and social mobilization, stigma reduction program.
  3. Minimum 5 years professional experience in non-governmental organizations, donor funded projects and/or development partners for advocacy, communication, and social mobilization for priority health causes
  4. Demonstrated experience on evidence generation, evidence generation, social science research, knowledge management and evidence-based advocacies.
  5. Demonstrated excellent ability to coach, mentor and develop the capacity of the teams and partners/grantees.
  6. Demonstrated experience in developing and drafting quality program strategies and reports in English and Bahasa Indonesia.
  7. Experience in working with senior level multi-stakeholders e.g. donors, senior leaders, subject matter experts, and other partners in the aspect of program management and tuberculosis programming.
  8. Proven ability to work effectively and collaboratively with other staff members and partners/grantees' teams.
  9. Excellent communication, coordination and inter-personal skill.
  10. Excellent verbal, written and presentation skills in English and Bahasa Indonesia.
  11. Proficient in Microsoft Office (Word, Excel, PowerPoint)
  12. Willingness to travel within Indonesia and ability to travel internationally.
