Stakeholder Engagement & Policy Specialist
Stakeholder Engagement and Policy Specialist is responsible for implementing and facilitating capacity development of government agencies, private sector, civil society organizations and local community on sustainable estate crop in Mahakam Ulu district under USAID Indonesia Sustainable Environmental Governance Across Regions (SEGAR) program. The program is anticipated to run from 2021 to 2026.
This may include the following functions:
- Identify strategic partners (government agencies, private sector, NGOs, and communities) and assess capacity of these key stakeholders to be engaged in the establishment of the sustainable estate crop Fora.
- Support stakeholder mapping and policy analysis undertaken in collaboration with key stakeholders and the consultant.
- Facilitate the establishment process of sustainable estate crop at district level of Mahakam Ulu.
- Facilitate active operation of sustainable estate crop and their strategic policy at district level, including focused discussions, trainings, legal drafting process, and workshops.
- Coordinate and engage government agencies, private sector, community, and other relevant stakeholders to maintain collaborative management in non-forest area in Mahakam Ulu district.
- Maintain records (baseline, impact, lesson-learned) related to collaborative management of sustainable estate crop Fora and their strategic policy.
- Participate in relevant meetings and events held by relevant partners to ensure smooth implementation of the program.
Qualifications:
• BA/BS, law or business degree and 5 years' experience in natural resource management and policy making process or an equivalent combination of education and experience.
• Experience of institutional capacity development, including designing institutional capacity development and their legal framework.
• Experience in policy making process and legal drafting especially in district level.
• Experience in negotiating complex agreements.
• Experience in developing and managing multiple projects and timelines.
• Experience in directing a major program or project of strategic importance, including management/supervision of multi-disciplinary teams and meeting deadlines.
• Experience in using applications such as Microsoft Word, Excel, database management and Web Browsers.
• Experience working with current trends and practices in relevant discipline(s) and geographic regions
District Community Engagement Officer
District Community Engagement Officer supports the implementation of SIGAP approach in Mahakam Ulu District under USAID Indonesia Sustainable Environmental Governance Across Regions (SEGAR) program. District Community Engagement Officer is responsible for implementing and achieving SIGAP replication and scale up by overseeing and representing YKAN in engagements with relevant stakeholders, especially in YKAN's priority villages in Mahakam Ulu district.
This may include the following functions:
- Implement plans and strategies for community engagements in community-based natural resource management.
- Technical assistance of the local facilitators in YKAN's priority SIGAP replication villages.
- Coordinate cross-site learning events among the conservation communities and the capacity building program with local facilitators/partners and/or YKAN's team.
- Supply an environmentally friendly district planning team with information for location portfolios.
- Develop and implement innovative scientific methods, analysis, tools, and frameworks to meaningfully engage communities and other stakeholders in the development of an environmentally friendly community economy.
- Use various tools to obtain various levels of legal interest in land and implement various strategies to get public and private support for YKAN conservation priorities.
- Implement YKAN strategic goals for jurisdictional as well as landscape conservation and protection.
- Coordinate support in community initiatives to take part in land use conservation, climate change mitigation, livelihood development, etc.
- Connect community institutions with government, village, sub-district and district levels, private companies, NGOs, etc.
- Carry out support for implementation of community-based high conservation area (HCV) management plans.
- Organize and facilitate meetings, trainings, and workshops at the community level.
- Collect, document, and analyze various types of data and information related to the development of environmentally friendly livelihoods especially in the YKAN's priority villages at district level..
- Coordinate technical and logistical supports during fieldworks and fieldtrips, etc.
Qualifications:
- BA/BS degree in natural resources management, social, or another related field of study and minimum 5 years of related work experience in conservation, development, community empowerment or other related experience.
- Experience developing partnerships (local partners, community, sub-district government).
- Experience in negotiating complex agreements.
- Experience in managing multiple projects and timelines.
- Experience in facilitating discussions with the remote communities.
- Experience in using applications such as Microsoft Word, Excel, database management and Web Browsers.
These position reports to Project Manager of USAID-SEGAR, and will be based in Mahakam Ulu, East Kalimantan.
