Scope of Work

 

JOB TITLE:                  Project Assistant - HIV Logistics

JOB LOCATION:          Kota Bogor, Kota Bekasi, Banten Province

REPORTS TO:             Deputy Country Director

PROJECT:                   United States Agency for International Development (USAID) Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) in Indonesia

 

 

OVERVIEW:

 

The USAID-funded Global Health Supply Chain-Procurement & Supply Management project (GHSC-PSM) is being implemented by Chemonics International. The focus of the project in Indonesia is to provide technical assistance in supply chain management to the Ministry of Health for HIV, TB, and laboratory commodities, in support of the national HIV/AIDS and TB programs in the country. At the national level, the project supports the Directorate of Direct Infectious Disease Control (Sub-directorates HIV/AIDS and TB), the Directorate of Quality and Health Services Accreditation (Laboratory services), and the Directorate of Public Medicine and Health Supplies. Through ASAP (Accelerate and Scale the Asia Program) activities, USAID will the focus on adoption of minimum program requirements and WHO guidelines at national, sub- national, and site levels and will focus in 13 Districts in Jakarta and Greater Jakarta starting from April 2020 to March 2022. ASAP Year 2 will start in April 2021 with additional districts in greater Jakarta: Kota Depok, Kab Bogor, Kota Bogor, Kab Tangerang, Kota Tangerang, Kota Tangerang Selatan, Kota Bekasi and Kab Bekasi.

 

SUMMARY:

The short-term Project Assistant - HIV Logistics will be primarily providing support in collecting and analyzing key logistics data for supply chain management decision making within the District Health Offices (DHO) of above mentioned additional districts, as well as providing recommendations for improving supply chain operations within the program. This position will report to the Deputy Country Director of the GHSC-PSM. These positions will be located at the DHO of each above mentioned district in greater Jakarta.

 

RESPONSIBILITIES:

Responsibilities may include, but are not limited to, the following:

 

·       Facilitate strong coordination and communication between the HIV Program and Pharmacy at the District for managing HIV commodities.

·       Facilitate regular coordination meetings between the HIV Program manager and Pharmacy Program Officers to discuss the progress of the HIV Program; provide recommendations and assure that the meeting results in concrete action points that will be followed up.

·       Assist the DHO in analyzing stock availability of Rapid Test Kits (RTKs), ARV, TLD and Viral Load (VL) tests at district and health facility level to allow a smooth implementation of the HIV Program.

·       Help DHO to monitor and manage the HIV ARV decentralization.

·       Help DHO to track and monitor the supply chain for VL testing in Lab Facilities and GenXpert sites, including the GenXpert utilization rate.

·       Manage stock information and data for HIV commodities in Districts and its facilities and help to prepare the necessary documents for the ordering and requisition process.

·       Provide support and mentoring for MMD, TLD and Viral Load implementation and scale up at DHO and health facilities.

·       Support DHO in collecting HIV logistics data from all health facilities and coordinate with health facilities and other stakeholders to ensure the timely submission of logistics data reports.


·       Develop a performance report to track timeliness and accuracy of reporting from Health facilities.

·       Provide feedback/recommendations for improving HIV logistics data quality and reliability.

·       Work closely with the GHSC-PSM M&E Team to develop reports related project indicators and a monitoring system.

·       Foster relationships and communication between relevant government stakeholders, as well as GHSC-PSM team.

·       Support the GHSC-PSM country team in managing other tasks as and when required.

·       Prepare presentations and represent the project as and when required.

 

 

QUALIFICATIONS:

 

·       Bachelor’s Degree in public health, medicine and pharmacy.

·       Minimum one to two years’ experience working at health programs, highly preferred in HIV Program. Fresh Graduated from Public Health Management background are welcome to apply.

·       Demonstrated understanding of health commodity supply chain concepts.

·       Ability to contribute to capacity building efforts and work with colleagues in diverse settings.

·       Ability to work independently and to manage various priorities daily with minimal supervision.

·       Computer literacy with demonstrated use of word processing, database, and presentation software (Word, Excel, Power Point). Experience with database development.

·       Excellent organization and time management skills, and strong attention to details.

·       Good writing and communication skills in both Bahasa Indonesia and English.

 

SUPERVISION AND DIRECTION:

The Short-term Project Assistant - HIV Logistics will be supervised by the GHSC-PSM Deputy Country Director or his/her Designee.

 

Duration of the contract

The Duration of Contract up to June 2023.
