DESCRIPTION
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a USAID funded cooperative agreement led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries' self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.
As USAID's flagship HIS and data project, CHISU Indonesia will support the Ministry of Health of Indonesia to strengthened governance and enabling environment for health financing information systems, increase availability and interoperability of quality health financing data and information systems, and increase demand and use of health financing data and information to address health priorities, gaps, and challenge. There are currently several challenges in the management and use of health financing data. The current condition is that data collection is still done manually and is repeated in each work team at the Ministry of Health (MOH). Therefore, the MOH needs a system that can accommodate the needs of recording, collecting, and analyzing quickly. To support the development of this system, we need an expert who understands the context of data processing in health financing. The Health Financing Data Management Specialist will be responsible for capturing information on data collection, processing, analysis, visualizing and dissemination of data to inform the development of a data repository and health financing information system sub-architecture. The Health Financing Data Management Specialist will also be responsible for the development of technical documentation on health financing data processing, including updates to the health data dictionary. The Health Financing Data Management Specialist will report to the CHISU Indonesia Data Management Specialist, and work closely with the Health Financing Information System Specialist, liaising regularly with the Data Team of the MOH's Digital Transformation Office (DTO) and Center for Data and Information Technology (Pusdatin) and the MOH's Center for Policy for Health Financing (Pusjak PDK).
Estimated Period of Performance: 4 months (January 2023 - April 2023)
RESPONSIBILITIES
- Review and update completed health financing metadata mapping and identify gaps. Update metadata mapping based on the same.
- Develop technical documentation on health financing metadata standards, as well as the complete process of data collection, processing, analysis, visualizing and dissemination of data.
- Update health data dictionary, using the FHIR standards or other internationally recognized terminologies for health financing data.
- Work closely with the Health Financing Information System Specialist to provide key data and metadata specific inputs to the development of health financing data repository platform and dashboard and design of the sub-architecture for health financing information systems.
- Ensure all features of the data repository platform and dashboard are in accordance with user needs for the formulation of health financing policies.
- Overall, coordinate with and facilitate with health financing stakeholders, including MOH's Pusjak PDK on data analysis and use needs, as well as challenges, to improve data management, governance and visualization. Synchronize regularly with the DTO and Pusdatin on the same.
- Develop or contribute to user guidance or technical documentation for health financing information systems management, contributing to long term sustainability of digitalization of the exchange of health financing data with Pusdatin and Pusjak PDK.
- Assist Head of Tribe Health Financing of the DTO to coordinate with health financing stakeholders internal and external to the Ministry of Health.

QUALIFICATIONS
- Bachelor's degree in public health, Economic, Information System, or other related disciplines.
- Good understanding of health financing policies.
- Have at least 3 years' experience in public/private health insurance organizations or institutions, medical facilities or other related institutions.
- Have ability for data governance and/or data warehousing.
- Able to communicate and treat good connections in public/private health insurance organizations or institutions, medical facilities, or other related institutions.
- Strong problem-solving skills and data-oriented mindset in order to understand various happenings and define & measure success on every project.
- Ability to work with agile product development teams; genuinely excited about identifying new ways to boost team effectiveness and synergy.
- Good written and verbal communication skills in Bahasa Indonesian and English.
Salary commensurate with experience.
