Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as "to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society". The organisation's purpose is to "strive for a just world that advances children's rights and equality for girls". This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan's profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.  Yayasan Plan International Indonesia invites highly competent, experienced and committed professionals to fill the following position :

Field Supervisor         

BACKGROUND

Plan International is an independent development and humanitarian organisation that advances children's rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (YPII/Plan Indonesia) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country's purpose is in line with the global Plan International's Purpose "to advance children's rights and equality for girls". Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies), and thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes.

ROLE PURPOSE
Responsible for the implementation of Water for Women project conducted in sub-district level with close coordination with Sanitasi Total Berbasis Masyarakat (STBM) team the project implementer. Field Supervisor will proactively work to manage, support and capacitate sub district field implementer. Engage in advocacy, networking and coordination in the sub-district level, and ensuring children and young people particularly girls and women are benefiting from the project.


ACCOUNTABILITIES

  1.  Responsible for WfW Project Implementation Quality control in sub district level
    • Develop schedule of project activity at sub district level with STBM GESI team 
    • Conduct coordination meeting with STBM GESI team and other stakeholders
    • Ensuring the quality STBM GESI activities in sub district level 
    • Ensuring the budget usage in sub district level and village level follows PLAN requirement by also helping the admin and finance process
    1. Responsible to Managing Project Monitoring and Evaluation
    • Support Monitoring, Evaluation, and Learning Data collection in sub-district level
    • Ensuring all the STBM GESI data is collected and stored for the government verification process for every sub district
    • Facilitate learning process in sub district level
    • Capturing the best practices in sub district level
    • Reviewing data and report compiled by Sub District Field Implementer
    1. Government Advocacy at sub district level
    • Together with STBM team to advocate government funding and support advocacy of village fund review in sub district level 
    1. Dealing with Problems
    • The job holder needs to solve problems on operational constraints of the assigned program/projects and sponsorship communication
    • The job holder needs to set/establishes procedures for smooth implementation of the activities and influence other persons at the Program and District team.
    • Take proactive stances in identifying and resolving conflicts among program teams and implementing partners; negotiate, motivate, and supports drawing win-win outcomes.
    1. Safeguarding Children and Young People
    • Ensures that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
    • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

REQUIREMENTS

  • Bachelor degree related field
  • Minimum 3 years of experience in planning, implementing, monitoring, and evaluating a specific program area
  • Experienced in representational roles
    • Experienced in promoting and developing learning in area of expertise
    • Familiarity with WASH and GESI issues
    • Understand how to communicate with the whole range of colleagues, partners, Children and communities; exhibits active listening and effective feedback; ability to clearly and convincingly express thoughts and ideas in written and verbal form
    • Has experience to manage resources (staff, budgets and work) to deliver results to agreed quality standards; able to apply planning-leading-organizing-controlling skills
    • Understanding of and ability to serve as development catalyst and practitioner given the country's public health issues and Plan mandate
    • Ability to devise strategies, take actions and propose solutions to influence decision-making at the local and national level to create positive change for people and their environment (specific to domestic violence and human rights aspects)
    • Effectively handles partnership elements like contracts/ MOUs,  effectively sorts-out mutual expectations among partners ( including donor), influence positively stakeholders towards a common goal (proficient)
    • No issues to be based work location in Manggarai District, NTT Province
