RESULTS-BASED MANAGEMENT TECHNICAL SPECIALIST

 

INDONESIA AND ASEAN FIELD SUPPORT SERVICES PROJECT (FSSP)

 

 

1.     Background

 

Canada and Indonesia share a long-standing partnership of over 70 years. Since 2000, Canada has provided over $1 billion in official development assistance (ODA) to Indonesia with an average of $44 million (all channels combined) per year over the past 5 years. Bilateral funding to Indonesia in the fiscal year 2021 to 2022 was approximately $13.5 million.

 

Canada’s Indonesia bilateral development assistance program supports the Government of Indonesia Vision 2045 Economic Transformation Agenda and is aligned with the Feminist International Assistance Policy (FIAP) core action areas of gender equality and the empowerment of women and girls, Environment and climate action, and Growth that works for everyone. Canada currently supports 11 bilateral projects in Indonesia with budgets ranging between $0.5 million and $19 million. Canada works with a wide range of  international, local (e.g. civil society), and multilateral organizations. We collaborate with several Indonesian Ministries (such as Finance, National Development and Planning, Environment and Forestry,  Energy and Mineral Resources, Ministry of Women’s Empowerment and Child Protection, Department of Family Planning).

 

Recently during the 2022 G20 Leaders’ Summit in 2022 in Bali, Canada announced numerous investments targeting Indonesia to strengthen Canada’s engagement in the Indo-Pacific region. $48 million of support was announced to ‘Protect the environment and fighting climate change’ (see Canadian investments in the Indo-Pacific and G20 priorities | Prime Minister of Canada (pm.gc.ca); Prime Minister advances Indo-Pacific engagement and shared priorities at G20 Summit | Prime Minister of Canada (pm.gc.ca)

 

Canada’s ASEAN development program focuses on the following development priorities, which are aligned with the 2030 Agenda for Sustainable Development and Canada’s Feminist International Assistance Policy:

  • Developing ASEAN human capital by investing in people, including promoting life-long learning, sustainable economic growth and the protection and rights of vulnerable populations.
  • Strengthening ASEAN regional stability by advancing peace and security, gender equality (with a particular emphasis on women’s empowerment) and disaster management.

 

Canada’s international assistance is aligned with the ASEAN community-building objectives and the ASEAN-Canada Action Plan (2021 to 2025). Under this plan, Canada and ASEAN are building on the progress made under the previous plan and pursuing areas of mutual interest, including in political and security, economic, socio-cultural and sustainable development cooperation.

 

Global Affairs Canada (GAC) uses Results-based Management (RBM) to effectively and efficiently manage Canada's international assistance program from start to finish: planning and implementation, evaluations, and reporting and integrating lessons learned into the development of future programs. It is also used as a management approach and a way of working that looks beyond activities and outputs to focus on actual results, and the outcomes of projects and programs.

 

 

2.      Objectives

 

The Embassy of Canada to Indonesia and the Mission of Canada to ASEAN requires the services of a Results-based Management Technical Specialist (“the Consultant”).

 

Specifically, the Consultant will work closely with both missions to develop, improve, and operationalize results-based planning, implementation, monitoring, and reporting across GAC’s development portfolios, and develop the capacity of Canada’s implementing partners in Indonesia in RBM. The Consultant will provide technical advisory services and support on the effective implementation of RBM.

 

3.     Description of Services

 

Working on a day-to-day basis under the direction of the GAC FSSP technical lead, the expected services of The Consultant will include, but not be limited to:

 

  • providing advice and technical support to Canada’s Indonesia and ASEAN development cooperation programs and development partners to strengthen and refine results-based project planning, implementation and monitoring to reflect GAC’s RBM approaches and priorities.
  • providing advice and technical support in the collection and analysis of baseline data.
  • preparing or refining formats/templates to ensure that key documents are results-oriented (e.g. for workplans, progress reports).
  • assisting the Indonesia and ASEAN development programs to review and update/refine as necessary project Logic Model, Performance Measurement Framework, and Risk Register and reviewing key project documents including Annual Workplans and Progress Reports to make certain documents and results-oriented.
  • providing oral and written briefings on any of the above services through ad-hoc and regular meetings/conference calls with GAC development officers based at the Canadian Embassy in Jakarta, GAC HQ specialists, and other FSSP technical specialists (e.g. gender equality, environment and climate change, health, etc.)
  • ensuring strategies and plans, including their implementation and related reporting are results-based.
  • designing and delivering RBM-focused training for government partners and selected Civil Society Organisations (CSOs), as requested.
  • building the capacity of project stakeholders in RBM to: (1) adopt a results-based orientation; (2) engage in results-based planning, monitoring and reporting; and (3) maximize the capture and reporting of expected and unexpected results.
  • Any other relevant tasks as assigned by the GAC.

5.   Description of the Consultant’s Profile

 

GAC requires the services of a national Results-based Management (RBM) Technical Specialist with specific expertise which includes:

 

Knowledge:

  • Knowledge of international assistance project planning processes.
  • Knowledge of international assistance results-based management, monitoring, and reporting systems and practices. Strong familiarity with GAC RBM.

  • Knowledge of the international assistance project cycle and project management approaches.

 

Abilities:

  • Ability to provide sound recommendations
  • Ability to explain complex concepts in plain language.
  • Ability to communicate effectively orally and in writing.
  • Strong technical skills, including ability to process and analyse data using one or more statistical software packages, including at least one of the following: Artemis, SPSS, Epi-Info, Stata, MS Access.

 

Required skills and experience

 

The Consultant is expected to possess skills and experience in the following areas:

  • At least 5 years’ experience building the capacity of project teams in practical applications of RBM, including results-based management work planning and progress reporting.
  • At least 5 years’ experience in reviewing project reports (e.g. project quarterly reports and annual reports) to monitor the progress of projects against key performance indicators and targets and ensure projects are on track to achieving its intended outcomes.
  • Experience in providing technical advice, coaching, and guidance in the context of international assistance programming and RBM.
  • Experience in establishing and maintaining working relationships with stakeholders (internal and external) in international assistance context.
  • Experience in developing and providing input on guidance and coaching material (e.g., tip sheets, guidelines, templates, decks, etc).

 

Educational background

 

Bachelor’s Degree in Statistical analysis, social sciences, statistics, planning development, planning or related fields and training experience in development planning, monitoring, evaluation design, management and methodologies.

 

6.   Working Arrangements

 

The Consultant will work from his/her home base with virtual meetings/interviews with GAC colleagues and external experts. The Consultant is expected to rely on his/her expertise, conduct an extensive literature review, and perform triangulation by interviewing experts. The drafts produced by the Consultant will be peer reviewed by GAC’s Indonesia and ASEAN Programs, the result of which should be incorporated by the Consultant.

The Consultant will report to the FSSP Technical Lead. A consultant evaluation will be completed in order for regular payment to be released upon satisfactory delivery of the assignments. In the event that travel to other regions or cities is necessary, all necessary costs will be borne by GAC, through the Field Support Services Project (FSSP), following the approval of a travel plan and associated budget.

 

7.   Duration of the Contract

 

The total expected duration of the assignment is up to 60 days and the contract ends on 31 December 2023. All reports must be finalized and submitted within this period. The Consultant is expected to start in January 2023/as soon as possible.

 

Payments will be processed monthly upon the presentation of a timesheet and invoice detailing the level of efforts for each deliverable.

3.    Financial Proposal shall be submitted in the following format:

-     The financial proposal should specify an all-inclusive daily rate for up to 60 working days;

-     The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee and when applicable any other relevant expenses related to the performance of services under the contract, not including travel expenses.

EVALUATION OF APPLICATION

 

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable; and b) having received the highest score out of the weighted criteria (70% technical score (comprising of 15% technical qualifications desk review, 25% written test, and 30% interview) and 30% financial score.

 

The proposals that achieve a minimum of 70% for the technical qualifications desk review shall be further considered for an interview and written test. The financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received for the assignment.
