The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
Indonesia faces major challenges in mobilising domestic resources for its continued sustainable development. Despite steady economic growth averaging 5.6%, the average rate of taxation over the last five years has been extremely low compared to other countries, at just 11%. Overall, the conditions in place for financing the national implementation of the 2030 Agenda in the areas of fiscal policy and tax administration are insufficient. Based on this scenario, the Indonesian and German Governments have agreed to collaborate in the framework of the project 'Domestic Resource Mobilization for Sustainable Development' (DRM) in order to address some of the described challenges in the spirit of the global development partnership between the two countries.
The objective of this Indonesian-German project DRM is as follows: The conditions for financing the national implementation of the 2030 Agenda in the areas of fiscal policy and tax administration have improved.
The project operates at the national level and focuses on four fields of activity:
i. the capacities of the Indonesian Fiscal Policy Agency, FPA (or Badan Kebijakan Fiskal, BKF) to draft tax legislation and to assess the impacts thereof are strengthened in line with the 2030 Agenda;
ii. the capacities of FPA/BKF to develop and evaluate subsidy and fiscal incentive programmes are strengthened in line with the 2030 Agenda.
iii. the necessary conditions to improve the validity of the tax register are created by Directorate General of Tax (or Direktorat Jenderal Pajak, DJP), and
iv. the capacities of the tax authorities (DJP) to improve tax compliance are strengthened.
The German contribution to DRM is up to 9.500.000 EUR and the timespan to achieve the jointly defined objective and outputs is four years. The project was supposed was launched in May 2019.
To support implementation of DRM in 2022 to 2023, we seek one (1) motivated and qualified Indonesian candidate for:
Junior Administrative Specialist
A. Responsibilities
Generally, the Junior Administrative Specialist performs their duties in accordance with guidelines defined by the manager or are under the instruction of Specialist in higher bands. The content of work and the learning stages are geared towards enabling the staff member to assume functions in GIZ Band 3 or corresponding activities in the market. This function allows the employee to acquire technical and methodological knowledge, personal and social skills which can also be used in other band 3 functions. The incumbent provides support to:
• Guide the project team on administrative procedures and ensure that GIZ rules and regulations are followed in project implementation.
• Coordinate the procurement of goods and services in coordination with the project staff and GIZ Country Office.
• Coordinate organisational and secretarial matters related to the office operations and cooperation in the team
B. Tasks
1. General administration and office management
• Keep up to date on procedures and rules of GIZ.
• Provide support to the project team on administrative procedures to ensure activities are implemented efficiently and in accordance with rules and regulations.
• Assist on coordinating all administrative, internal services and logistics arrangements of project activities (e.g. meetings, seminars, trainings and workshops).
• Assist to ensure a smooth operation of the office and safe and efficient working environment, including compliance with health and safety requirements of GIZ.
• Support to manage office equipment supply and maintenance.
• Support to Manage travel arrangements for project personnel and partners in coordination with GIZ Country Office.
• Assist to organize logistics for internal and external events.
2. Procurement of good and services
• Assist to coordinate procurement procedures between project staff and GIZ Country Office.
• Help project to manage procurement and contracting independently.
• Support to provide good and service providers in preparing invoices.
• Monitor ongoing contracts and procurements including payments, tax, obligo, and settlement.
• Ensuring proper filing of documents in GIZ system
• Manage hand-over of goods and services to project partners.
3. Other tasks
• Help to manage formal procedures for international experts, e.g., visa, assignment letters, and recommendation letters from the counterpart.
• Support GIZ internal audit process for the project.
• Actively contribute to a positive working environment and teamwork in the project.
C. Required qualifications, competences and experience
1. Qualifications and experience
• University degree in business administration, accounting, communication or related fields.
• At least two (2) years of experience in a similar position, preferably in an international organisation.
• Experience working in partnership with the Government agencies is preferred.
• Knowledge of GIZ administrative procedures, e.g. WINPACCS and Onsite Asset Management, is considered an advantage.
2. Additional competences
• Good working knowledge of information and communication technologies and office software (e.g., Microsoft).
• Excellent proficiency of English language.
• Flexibility, service orientation and ability to work efficiently in a fast-paced working environment.
• Well organized, focused, proactive, and positive working attitude.
• Excellent interpersonal communication skills, including the ability to encourage collaboration with other programs, international offices, and partners.
• Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management.
