STATEMENT OF WORK (SOW) – 

Health Financing Expert for Health Financing Activities (HFA) Mid-term Performance Evaluation

A.       Background

Panagora Group is a woman-owned small business providing novel and integrated solutions in global health and international development, implementing the Monitoring, Evaluation, and Learning Platform (MEL-P) Activity funded by the United States Agency for International Development (USAID) Mission in Indonesia since August 18, 2020.

MEL-P's purpose is to support the implementation of the USAID/Indonesia Country Development Cooperation Strategy (CDCS) for Fiscal Years 2021-2025 by providing technical, consulting, and advisory services related to monitoring, evaluation, and learning and other relevant short-, medium-, and long-term technical expertise. MEL-P also supports USAID initiatives, such as the Indo-Pacific Strategy and the Foundations for Evidence-Based Policy Making Act. These combined efforts will facilitate and inform program management decisions within the Mission, shape and democracy, the long-term strategic direction of programs, and enable USAID/Indonesia to comply with Agency policy and guidance, including USAID Automated Directives System (ADS) Chapter 201.

B.       PURPOSE

The purpose is to conduct an independent mid-term performance evaluation of the HFA that will assess the progress made by HFA toward achieving its objectives, the effectiveness, and efficiency of its interventions, stakeholder engagement, monitoring, evaluation, research, and learning (MERL) tools and systems. The evaluation results will inform USAID/Indonesia Health Office decisions for ongoing programmatic adjustment and future activity designs.

Principle Duties and Responsibilities

The Health Financing expert shall be responsible for the following:

  • Conduct desk review and activity background reviews.
  • Provide technical insight related to health financing mechanisms and practices in all stages of the evaluation process, including:
    • Contribute to developing a rigorous evaluation methodology and work plan, including data collection instruments and data analysis
    • Support qualitative data collection at the national and district level, which may include desk reviews, key informant interviews, focus group discussions, and conducting surveys
    • Systematically collecting and categorizing evaluation data
    • Analyse qualitative data to provide evidence-based answers to the evaluation questions
    • Contribute to developing preliminary findings, conclusions, and recommendations
    • Participate and support the TL in briefings and presentations for USAID, implementing partners, and the GOI, as required.
    • Contribute and collaborate in the writing of the evaluation draft and final report
  • Protect sensitive documents and information derived from the evaluation from unauthorized use or disclosure for any purpose other than for which it was furnished.
  • Support the Team Leader in conducting thorough research as needed.

Additionally, throughout pertinent stages of the evaluation, the consultant shall:

  • Develop professional, respectful, and collegial relationships with the evaluation team members, MEL-P, USAID, implementing partners, and other pertinent stakeholders.
  • Demonstrated excellence in evaluation, data collection methods, data analysis and interpretation, visualization, utilization principles (e.g., participatory design and the development of "actionable recommendations"), collaboration- and learning-centric models, and dissemination practices.
  • Effectively support and actively participate in all pertinent evaluation stages and support the TL in addressing any technical concerns.
  •  Ensure all deliverables are submitted on schedule and per USAID, Panagora, and MEL-P quality standards.

Qualifications:
  •  Master's degree or higher in a relevant discipline is required
  • Ten years of working experience in health financing works (decentralization, national health insurance scheme, UHC, multiple payment mechanisms), mainly working with the government of Indonesia.
  • Expertise in health insurance models/particularly a single purchaser, national health insurance system is preferred
  • Strong knowledge of health financing mechanisms and practices in Indonesia.
  • Prior performance evaluation experience is preferred, including conducting key informant interviews and organizing and analyzing data.
  • Experience evaluating USAID projects is preferred.
  • Excellent writing and interpersonal communication skills.
  •  Fluency in English is required, both written and oral.
  •  Open only to Indonesian citizens.
