Senior Adviser (PFM & Decentralization)

 

The role

Senior Adviser (Public Financial Management & Decentralisation) will support the Budget System Team and Budget Policy Team in providing timely and high-quality strategic advisory assistance to the Government of Indonesia (GoI) to achieve its goal of improving the quality of spending and public financial management, particularly in the context of consolidating financial information between central and local governments.

 

The Senior Adviser will contribute and advance the objectives of Prospera’s Budget System Team by providing technical analysis and advice to support DG Fiscal Balance and DG Treasury in establishing a consolidated Central Government and Local Government Budget Database. Under the coordination of Prospera’s Budget System Lead, the Senior Adviser is expected to work closely with GoI counterparts to review, evaluate and design the Central Government (CG) and Local Government (LG) planning and budgeting process, as well as the existing financial management systems interconnectivity. The Senior Adviser also contributes to write required reports, studies, and/or policy brief. In particular, the Senior Adviser contributes to the broader activity and ensure the consistency in platforms and systems within the overall budget management system.

 

Overall, the Senior Adviser will provide advice and support the Budget System’s Team Lead in contributing to the program of work to assist the Government of Indonesia to achieve its goal of improving the quality of public expenditure.

About you (Selection Criteria)

The Senior Adviser will have deep knowledge on the Indonesian Government PFM system, practices, business process, budgeting platforms, and the relevant regulatory framework. S/he must have:

·       Extensive public sector experience in general and specific public finance. The successful candidate shall be able to demonstrate the following skills, experience, and qualifications:

·       Advanced qualifications in public finance, public administration, or related disciplines.

·       At least 10 years’ experience in, and significant technical knowledge of, central and local government’s PFM system.

·       Demonstrated capacity to review and assess PFM at Central and Local government level.

·       Strong understanding of the Government of Indonesia’s policy making and budgeting process and familiarity of Government of Indonesia decision-making mechanisms.

·       Knowledge on GoI accounting regulation, system, and practices is an advantage.

·       Strong relationship management skills, particularly in dealing with senior government officials, ability to operate effectively and sensitively in a cross-cultural environment. Familiarity and experience on working with Ministry of Finance is a strong advantage.

·       High-level communication skills (verbal, written and presentational) in English, with language skills in Bahasa Indonesia (required).

Remuneration

The remuneration will be set according to National Remuneration Framework Group C, Job Level 3, for Indonesia nationals. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience. This is a short term (consultancy) position, based in Jakarta.
