Monitoring, Evaluation and Research Officer, Regional Asia Pacific Programmes

The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution established in 1984. Since 1990, RWI has carried out a wide range of research, academic education, and institutional capacity development programmes internationally in the human rights field, mainly with the support of Swedish Development Cooperation. 

RWI's global thematic foci are human rights and the environment, inclusion and non-discrimination, human rights and business, and fair and efficient justice  (www.rwi.lu.se). RWI's office in Jakarta coordinates the institute's programmes and activities in the Asia Pacific region. RWI has been active in different countries across Asia since the 1990s and has coordinated regional programmes since 2007. Our regional focus has been to strengthen the capacities of NHRIs and academic institutions to be actors of change for human rights implementation and their promotion across the region. From 2017, the Jakarta office commenced a seven-year regional programme focusing on the linkages between human rights and environment, climate change and sustainable development. The programme supports research, synergies between sectors and RWI's thematic foci. The programme is supported by the Swedish Development Cooperation. (https://rwi.or.id/)

 

Position Description

RWI is seeking applications to fill the position of Monitoring, Evaluation and Research Officer for its human rights and environment programmes across the region. The position is full-time, contract based, with an immediate starting date. The initial contract will be until 31 December 2023, with possible extension (subject to funding approval). The contract will be under Indonesian labour law and based on RWI terms and conditions for national staff. The officer's primary role is to proactively manage the planning, coordination, and implementation of RWI's monitoring, evaluation, and research activities in its regional Asia Pacific programmes. The position reports to the Institute's Office Deputy Director in Jakarta and works in close coordination with the RWI's program officers and technical experts in our Lund, Sweden, headquarters.


Duties and Responsibilities

• Develop and implement activities as outlined in approved work plans, including: developing terms of reference and agreements; developing agendas and materials; securing resource persons and other necessary inputs for activities, making necessary logistical arrangements (travel, accommodations, etc.); and coordinating completion of activity deliverables.
• Develop and monitor relevant programme budgets, ensuring that budgetary resources are efficiently utilised to achieve expected results.
• Regularly assess and monitor programme development and results.
• Stay informed of relevant geographic/thematic/political developments for the successful 
carrying out of duties and responsibilities of the position.
• Prepare narrative reports to analyse the results of activities/programme carried out.
• Assess new programme opportunities within the mandate and concerning the priorities of RWI, and when relevant develop concept notes and contribute to proposals for new 
programmes.
• Conduct relevant research that informs and enhances the quality of programmes and RWI's thematic profile.
• Periodic travel to programme activity sites to successfully monitor and implement the duties above.
• Contribute to the development of the country strategy, new projects and donor proposals as requested.
• Contribute to the added-value articulation and contextualisation of RWI's thematic 
strategies in the Asia Pacific region.

 

M&E and Research Officer's Specific Tasks and Responsibilities

Monitoring & Evaluation 
• Develop and improve tools for monitoring and evaluation that will ensure tracking of 
programme results at different levels (outputs, outcomes, and impact).
• Coordinate and oversee implementation of baseline surveys, needs assessments and other relevant monitoring and evaluation activities.
• Contribute to programme reporting with timely and accurate analytical reports 
emphasising lessons learned, assessments and monitoring.
• Share learning and provide constructive comments to colleagues in order to ensure 
programme quality.

Research Coordination 
• Develop research workplan and coordinate research activities according to the project 
needs.
• Conduct relevant research on specific RWI's thematic areas, in collaboration with Technical Experts, Program Officers, and other External Experts.
• Conduct literature review, develop research design and methodologies, collect, and analyse data using both quantitative and qualitative methods. 
• Write research reports and articles for internal and/or external publications (including for peer-reviewed journals).
• Connect research activities and results to program development, planning and 
implementation and ensure close coordination between research and programmatic units. 
• Ensure Sex, Age, Disability Disaggregated Data (SADD), Accountability, and Gender 
standards are consistently adhered in research plan and activities. 
• Ensure M&E and Research activities are budgeted at appropriate stages in the programme management cycle.
• Liaise regularly with administration and keep them updated on plans and their involvement in the delivery of established M&E and research activities.
• Liaise regularly with the Communications Officer to keep him/her updated on programme plans and potential avenues of communicating programme outputs or outcomes.


Qualifications

Essential Criterion
• Strong documented experience/knowledge about human rights, environment, climate change, and SDGs;
• Master's or PhD degree in human rights, environment science, development studies, social sciences; 
• Minimum of six years of relevant monitoring, evaluation, and research experience, preferably in the area of human rights, the environment, climate change, and SDGs; 
• Proven experience working with established research institutions, academics, and NGOs/CSOs on human rights, the environment, and SDGs within the Asia Pacific Region;
• Knowledge of means and methods of international development cooperation work; 
• Proven experience of working with M&E and communication obligations within programmes;
• Ability to manage program budgets and produce and publish reports; 
• Ability to manage multiple tasks and maintain attention to detail; 
• Excellent analytical skills; 
• Fluency in English with excellent English language writing skills. 

Desired
• Experience working with Swedish development cooperation (Sida);
• Knowledge of other languages relevant to working in the region.
