Yayasan Humanis dan Inovasi Sosial is an Indonesian organization affiliated with Hivos, born out of an active collaboration between Netherlands-based Hivos and several like-minded Indonesian academics and civil society leaders who subscribe to the values and mission of Hivos. The purpose is to promote humanist values in the social, health, and cultural fields, which is defined in terms of the ability for each individual to assess and decide independently and responsibly, the right to freedom, dignity, and a passion to create a just and tolerant society.
Yayasan Humanis seeks qualified candidates for the position of:
Title : Consultant for End-line Study & Final Evaluation of ASAP ! Project
Duty Station : Jakarta, Indonesia
Report to : Project Manager Gender, Equality, Diversity, and Inclusion
Duration : 3 months (January to March 2023)
Background
In August 2021, Yayasan Hivos received a grant award amounted of NOK 2,892,492 from The Norwegian Ministry of Foreign Affairs (MFA), represented by the Royal Norwegian Embassy in Jakarta (the Embassy) to be used exclusively for the implementation of a project entitled "ASAP! Accelerating and Strengthening the Action of RUU-PKS to the Parliament" (contract No. INS-2160 21/0014).
Implemented in August 2021 until January 2023, ASAP! specifically aimed to 1) increased support from factions in parliament and government on the anti-sexual violence bill (RUU PKS); and 2) increased public support for the anti-sexual violence bill (RUU PKS). The objective can be achieved through 1) strengthening Civil Society Organizations (CSOs) and women organisations for the advocacy of anti-sexual violence bill; 2) Increased support from policy makers (parliament members and government units); 3) Increased support from academics, university students, law experts, religious leaders on public awareness and social mobilization to stop violence against women; and 4) Strengthened network of CSOs working on anti-sexual violence bill (RUU PKS).
Purposes and Objectives
The main purpose of this final evaluation is:
· To collect and analyze the project endline data based on the project LFA
· To assess the extent to which the project objectives have been achieved and assessing the impact of the project
· To assess the sustainability of the project initiatives and its impact to beneficiaries It will also look at strengths and weaknesses, opportunities and challenges, and any external factors that have affected the achievement (or non-achievement) of the outcomes and the delivery of the outputs.
· To assess the results, effectiveness, processes, and performance of the partners involved in project activities according to the project indicators. It will also identify lessons learnt and good practices for both accountability and learning for possible similar interventions in the future. Consequently, the evaluation is also expected to make detailed recommendations for major stakeholder groups to promote sustainability and long-term impact
To achieve the above-mentioned purposes, the assignment will focus and address the following issues:
● Yayasan Hivos' approach in the ASAP! project including project management, monitoring and evaluation system, coordination mechanism among various stakeholders (including government institutions, private sectors, CSOs, local partners etc.) and how effective this has been;
● Horizontal issues such as gender equality and empowering women and girls, youth engagement, and human rights-based approach
● The extent to which the ASAP! project has achieved its outcomes and outputs;
● Project's experiences that can be learned
● Provide concrete recommendations for future design and implementation of the project based on evaluation findings and conclusions;
Scope of work
The endline study and project final evaluation is meant to assess the project performance and achievements vis-à-vis the project's objectives, indicators, and results, as well as the impact of the project to the beneficiaries. The final evaluation should be based on the six evaluation criteria from the Development Assistance Committee of the Economic Cooperation and Development (OECD/DAC) – Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability.
Qualifications and Experiences :
The following are the selection criteria for the team of consultant(s):
● Solid experience and proven track record of carrying out project final evaluation for at least five years
● Demonstrable relevant academic and practical experience in qualitative and quantitative research methodology, evaluation design, and implementation
● Proven experience in program design skills, including the capacity to prepare logical, coherent, and consistent documents;
● Capacity to work in a multi-disciplinary team, including coordinating technical input into a framework;
● Proven experience in using participatory tools as a means of data collection for project evaluation;
● Excellent reporting and communication skills
