They address topics of the future, ranging from internet governance and data policy to the application of emerging technologies and support for innovative start-ups and SMEs in the digital economy.

 

The regular discussions at government level are prepared and accompanied by multi-stakeholder engagement. They provide an opportunity to share best practices and learn from each other. Current issues can be discussed directly with policy makers. The direct involvement of the business community ensures that political approaches and solutions make good economic sense.

GIZ is seeking one motivated and qualified Indonesian candidate for the following position:

 

Digital Cooperation & Private Sector Development Advisor

(Job title in SAP: Economic Cooperation and Private Sector Development Advisor)

 

A.  Responsibilities, but not limited to:

  •  Advise German and Indonesian ministries as well as business stakeholders on topics related to digitalisation, which are of strategic and political relevance
  • Further establish the stakeholder and partner network in Indonesia, especially with Indonesian ministries and public authorities as well as the private sector relevant to the topics mentioned above 
  • Monitor and analyse developments around digital policy in Indonesia and abroad
  • Research for and writing of briefings, political analyses, and technical reports regarding digitalisation policies and related topics
  • Organise and implement project activities such as high-level meetings, delegation visits, and expert exchanges
  • Contribute actively to reports (regular and ad-hoc), PR materials, and other related tasks to reporting and communication
  • Maintaining a good flow of communication and information between all involved institutions and counterparts and GIZ

  

B.  Tasks

 

In carrying out this role, the incumbent performs the following major functions:

 1.     Professional advisory services

  • Advise project partners from administration, politics, business and research on the German and Indonesian side as well as planning and development of topics and projects in Indonesia.
  • Design, preparation, implementation and documentation of capacity development, peer exchange and other learning and dialogue activities
  • Planning and development of new projects and strategic partnerships with companies, partner countries and international organizations

 

2.   Networking, cooperation and communication

  • Further establishment of the stakeholder and partner network in Indonesia, especially with Indonesian ministries as well as the private sector and innovation actors relevant to the projects. 
  • Support the dialogue in a complex multi-Stakeholder environment, involving different political levels as well as the local, regional and international private sector
  • Efficient and target-oriented communication with all partners and stakeholders involved
  • Ensure alignment with project partners
  • Support public relations work for the projects

 

3.   Knowledge management

  • Facilitate knowledge management and ensure knowledge transfer
  • Collect, process and distribute relevant information, monitor communication and interaction between partners and stakeholders involved through inquiring media coverage, direct dialogue, participation in meetings and seminars etc.
  • Inform him-/herself on the newest developments and digital tools available (e.g., in the field of artificial intelligence, remote sensing, internet-of-things, databases)
  • Draw up reports and presentation documents
  • Participation in quality and knowledge management
  • Dissemination of knowledge products, information materials and other sources of knowledge
  • Developing strategies and technical concepts, including guidelines, manuals and procedures

 

4.   Management and coordination tasks

  • Support professional project and process management of annual and intra-year activities and work processes

C.  Required qualifications, competences and experience

 

Education

  • Master's degree in a relevant field with possible specialization on digitalization, digital innovation, data science/engineering

 

Professional experience

  • Minimum of 5 years of experience in international economic cooperation or public / private consulting in digital policy
  • Experience in policy advocacy and/or political advisory and/or international cooperation preferably between Indonesia and Germany/ EU
  • Good knowledge of key Indonesian policies and stakeholders around digital and economic policy, demonstrated through work experience with an Indonesian ministry or relevant organisations
  • Experience in working with start-ups and the Indonesian innovation ecosystem is of advantage

 

Other knowledge, additional competences

  • Excellent communication skills and fluency in Bahasa Indonesia and English, knowledge of German is considered a strong asset

Background

In compliance with MSF’s charter and based on an independent assessment of needs, MSF provides medical and humanitarian assistance to populations in distress without discrimination on the basis of ethnical affiliation, religion, gender or political convictions, in the contexts of epidemics, endemic diseases, natural disasters and conflicts. The humanitarian and impartial nature of MSF’s action and operational principles is recognized and respected by the Parties as a requirement for and condition of MSF’s activities.

MSF in Indonesia is working under a Memorandum of Understanding (MOU) with the Ministry of Health (MOH) that does not allow staff to perform direct service provision to beneficiaries unless given exceptional permission. The areas of intervention in the current MOU is DKI Jakarta and Banten Province 

 

 

Main Purpose

Under the direct supervision of the Finance & Accounting Manager, the archivist will be responsible to assist the Finance Department on the reorganization of Adolescent Health project Files from 2018 to 2022 either the paper or electronical documents generated by projects .

Working from Office at Coordination Office for 20 working days .

Accountabilities

  1. Identify and matched project documents  period of 2018-2022 with the sequence no of   accounting software (Unifield)
  2. Scan any missing documents from the One drive folder to ensure the data from the paper data and scanned data are matched.
  3. Identify and maintain a list of master documents and records of electronic files in MSF one drive to ensure project files from 2018-2022 are well kept and maintained.
  4. Implement relevant MSF policy and guidelines to reorganization of stored and archived documents from Banten office and records in a secure, hermetically sealed physical or digital repository in accordance of MSF guideline and protocol.
  5. Prepare a backup folder available for all documents from 2018-2022, and established an easy access available for the FIN Department, Head of Mission and the Field Accounting Controller

 

Requirements

Bachelor’s degree in secretarial, administration, finance, accounting or other related discipline

1-2 years of experience in document and record management

Desirable previous experience with MSF/NGOs

Essential computer literacy (word, excel)

Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

 

Indonesia faces major challenges in mobilising domestic resources for its continued sustainable development. Despite steady economic growth averaging 5.6%, the average rate of taxation over the last five years has been extremely low compared to other countries, at just 11%. Overall, the conditions in place for financing the national implementation of the 2030 Agenda in the areas of fiscal policy and tax administration are insufficient. Based on this scenario, the Indonesian and German Governments have agreed to collaborate in the framework of the project 'Domestic Resource Mobilization for Sustainable Development' (DRM) in order to address some of the described challenges in the spirit of the global development partnership between the two countries.

 

The objective of this Indonesian-German project DRM is as follows: The conditions for financing the national implementation of the 2030 Agenda in the areas of fiscal policy and tax administration have improved.

 

The project operates at the national level and focuses on four fields of activity:

  1. the capacities of the Indonesian Fiscal Policy Agency, FPA (or Badan Kebijakan Fiskal, BKF) to draft tax legislation and to assess the impacts thereof are strengthened in line with the 2030 Agenda;
  2. the capacities of FPA/BKF to develop and evaluate subsidy and fiscal incentive programmes are strengthened in line with the 2030 Agenda.
  3. the necessary conditions to improve the validity of the tax register are created by Directorate General of Tax (or Direktorat Jenderal Pajak, DJP), and
  4. the capacities of the tax authorities (DJP) to improve tax compliance are strengthened.

 

The German contribution to DRM is up to 9.500.000 EUR and the timespan to achieve the jointly defined objective and outputs is four years. The project was supposed was launched in May 2019.

 

To support implementation of DRM in 2022 to 2023, we seek one (1) motivated and qualified Indonesian candidate for: 

Fiscal Policy Advisor

 

A.   Responsibilities

  • Provide technical support for implementation of DRM project activities and capacity development on subjects related to DRM project objective and indicators especially on the fiscal policy for energy transition, climate finance and tax reform
  • Provide detailed technical analysis and recommendation to DRM project activities in cooperation with implementing partners, in this case BKF, the Fiscal Policy Agency of Ministry of Finance
  • Monitor project progress, assess and review technical reports and documents concerning project progress, identify issues and challenges, and provide recommendations for management action to the principal advisor and other advisors  

B.   Tasks

1.            Management and Coordination

        Develop technical Terms of References (ToR) for contracted third parties (e.g. external consultants and/or service providers)

        Supervise and manage contracted third parties according to agreed deliverables as stated in ToR

        Conceptualize, prepare and implement pilot projects or capacity building events on subjects that are related to DRM project's key performance indicators

        Support in planning, implementing, and monitoring & evaluation of the project

        Assist the principal advisor in project management tasks as assigned

 

2.            Project Implementation

        Support the strengthening of BKF's capacities in drafting fiscal policies/regulations and assessing impact that is inline with the Sustainable Development Goals (or 2030 Agenda) (DRM output 1)

        Support the strengthening of BKF's capacities to develop and evaluate subsidy and fiscal incentives that is inline with the Sustainable Development Goals (or 2030 Agenda) (DRM output 2)

        Support the development of technical guidelines in cooperation with the relevant partners within Ministry of Finance e.g. BKF on relevant fiscal policies and incentives implementation

        Provide input for the technical content for the capacity development activities in close exchange with the other DRM advisors and the Capacity Development lead of the project

 

3.            Networking and Cooperation

        Identify relevant stakeholders and their interest / needs in Indonesia relevant for the project / program's goal

        Initiate and nurture relationships with key players in fiscal policy and energy transition issues, including other donors, government counterparts, private sector actors and others who share the project's goals.

        Develop and maintain information exchange between DRM and other relevant GIZ projects

 

4.            Knowledge Management

        Independently prepare and provide input for reports/publications used in the project, including activity reports, minute of meetings, factsheet, power point presentation, etc.

        Collect data from relevant stakeholders. Data collected could be related to database of partner's contact, data and information on standards. 

        Contribute in developing concepts including guidelines, manuals, procedures, and lessons learned regarding tax policy and compliance.

        Contribute to the development of publication materials such as power-point presentations, brochures, factsheets, and digital promotion materials.

 

5.            Other Duties/Additional Tasks

  • Subject to discussions with the Principal Advisor, the Advisor may be allocated for additional tasks and other duties for shorter periods. 

C.   Required qualifications, competences and experience

Qualifications

        Master's degree in either economics, public policy, public finance, business administration or comparable specialization with good understanding of fiscal policy and energy transition issues

        Proven experiences in project management and leading projects

        The ideal candidate would have the following skillset:

ü  Experience in formulating fiscal policies, especially related to energy subsidy/stimulus

ü  Experience working on fiscal issues related to low carbon economy

ü  General understanding on Tax Policy and Tax Compliance

•      Very good working practical knowledge of IT, digital transformation related to fiscal policy and tax administration

•      Very good communication skills in English and Bahasa Indonesia, including speaking and writing 

Professional experience

        5-years prior working experience in tax-related consulting company or other relevant institutions as a practitioner or project manager

        Experience in working with fiscal and tax policy issues

        Experience in working with internet of things (IoT) applications will be a benefit

        Interest and sufficient knowledge in major issues of fiscal policy and low-carbon economy in international context

        Experience in events preparation, coordination, and organization

        Provide input for the technical content for the capacity development activities in close exchange with the other DRM advisors and the Capacity Development lead of the project

 

3.            Networking and Cooperation

        Identify relevant stakeholders and their interest / needs in Indonesia relevant for the project / program's goal

        Initiate and nurture relationships with key players in tax policy and compliance issues, including other donors, government counterparts, private sector actors and others who share the project's goals.

        Develop and maintain information exchange between DRM and other relevant GIZ projects

 

4.            Knowledge Management

        Independently prepare and provide input for reports/publications used in the project, including activity reports, minute of meetings, factsheet, power point presentation, etc.

        Collect data from relevant stakeholders. Data collected could be related to database of partner's contact, data and information on standards. 

        Contribute in developing concepts including guidelines, manuals, procedures, and lessons learned regarding tax policy and compliance.

        Contribute to the development of publication materials such as power-point presentations, brochures, factsheets, and digital promotion materials.

 

5.            Other Duties/Additional Tasks

  • Subject to discussions with the Principal Advisor, the Advisor may be allocated for additional tasks and other duties for shorter periods.

 C.   Required qualifications, competences and experience

Qualifications

  • Master's degree in either economics, business administration, political science, social science or comparable specialization with good understanding of tax policy and compliance also tax administration issues
  • Proven experiences in project management and leading projects
  • The ideal candidate would have the following skillset:
    • Experience in formulating tax policies
    • Experience working on tax administration issues
    • General understanding on database and Compliance Risk Management (CRM)
  • Very good working practical knowledge of IT, communication technologies related to technical installations as well as office work
  • Very good communication skills in English and Bahasa Indonesia, including speaking and writing

 Professional experience

  • 5-years prior working experience in tax-related consulting company or other relevant institutions as a practitioner or project manager
  • Experience in working with tax administration issues
  • Experience in working with internet of things (IoT) applications will be a benefit
  • Interest and sufficient knowledge in major issues of tax policy and compliance in Indonesia and international context
  • Experience in events preparation, coordination, and organization

  • Demonstrated ability to work effectively in a fast-paced and mobile office environment, both independently and as part of a global team
  • Excellent interpersonal communication skills, including the ability to encourage collaboration with other programs, international offices, and partners

  • Adaptable to rapidly changing priorities and able to manage multiple deadlines
  • Willingness to up-skill as required by the tasks to be performed – corresponding measures are agreed with management
