Job Position: Finance Officer

1.              About Caritas Germany

Caritas Germany is the International Department of the German Caritas Association (Deutscher Caritas Verband or DCV), a Catholic relief agency that commits itself worldwide to emergency aid and reconstruction and develops social services in many countries of the world.  Together with a network of 160 national Caritas associations Caritas Germany is an international humanitarian aid organization that provides relief and assistance to those in need, independent of religion, ethnicity, and political worldview.  The DCV was founded in 1897 by the German Bishops' Conference and now employs more than 500.000 people countrywide.  It is widely acknowledged as the leading organization in professional social work and related issues in Germany. In Indonesia, Caritas Germany started relief activities in December 2004 immediately after the earthquake and following tsunami in Aceh

 

2.              Position Summary

The duties and tasks assigned to the Finance Officer are focussed on the administration & financial support to projects implemented by Caritas Germany's partner organizations in East Nusa Tenggara (NTT), NTB, Maluku and also possible to assign and assist partners in other areas of Indonesia  

In doing so, the Finance Officer will be chiefly in charge of ensuring project partners' compliance to the rules and regulations of Caritas Germany, especially those for general and financial administration. She/He responsible to ensure the project partners comply with the operational and financial standards of Caritas Germany. Besides, back up the Finance Coordinator and Office Manager of Caritas Germany's Country Office when needed. The Finance Officer ensures that at all time there is a good coordination on related matters with the Finance Coordinator, Senior Project Officer and Head of Office of Caritas Germany of Indonesia.

The Finance Officer will be administratively assigned to the Country Office of Caritas Germany in Yogyakarta and therefore will make sure that the internal general and finance administration of all the activities performed are in accordance with the rules and regulations of Caritas Germany. Close coordination with the Finance Coordinator, Project Officer and Office Manager of Caritas Germany's Country Office are therefore needed.

 

2.1.        In General

·           Perform all responsibilities, tasks and duties according to specific requirements, in coordination with the Finance Coordinator and Head of Office.

·           Support the Finance Coordinator, Senior Project Officer, and Head of Office with successfully implementing the Caritas Germany country strategy for Indonesia.

 

2.2.        Liaison Functions

·            Coordinator/Communicator concerning the representation of Caritas Germany with the assigned partner projects in Java, NTT, NTB, Maluku

·            Managing relations with local and other related stakeholder authorities in the wider Caritas Germany network in Indonesia.

·            Keeping/Ensuring professional relations with the project partners in Java, NTT, NTB, Maluku .

·            Mediation between the project partner and Caritas Germany's Country Office.

·            Ensuring an uninterrupted flow of information and coordination between local project partners and Caritas Germany's Country Office.

·            Support other Caritas Germany colleagues in fulfilling their assigned tasks in coordination with the Senior Project Officer, Project Officer and Head of Office.

·            Assistance for colleagues of Caritas Germany during visits and meetings with project partners and authorities, incl. translations.

·            Ensure that regular communication and coordination with the Country Office in Yogyakarta and the Head of Office takes place.

 

2.3.        Project Finance Support

·            Oversee the preparation of project proposals and budgets and give advice to the Senior Program Officer, Senior MEAL Officer, and Project Officer on the efficiency of the proposed project and budget.

·            Ensure that the general and financial administration of all assigned partner projects are in line with the rules, regulations, SOP's and general practices of Caritas Germany.    

·            Prepare and train the staff of Caritas Germany's project partners in order so that they understand Caritas Germany administrative and financial guidelines and are able to implement them.

·            Facilitate document and track transfers of funds between Caritas Germany's Head Office and project partners.

·            Plan, organize and carry out all internal financial audit functions of Caritas Germany needed regarding the assigned projects or Caritas Germany's partners.

·            Resolve accounting discrepancies and financial problems in coordination with the Finance Coordinator and Senior Project Officer or the responsible Program Officer.

·            Provide verbal – and if necessary – written reports on the status, findings and recommendations and monitor regularly the implementation of the recommendations by Caritas Germany's project partners.

·            Prepare the Audited Financial Statement of project partners.

·            Regularly inform the Head of Office and/or the responsible Program Officer on the financial status of the individual projects. 

·            Consistently document relevant facts, activities and information that can support the work of other Caritas Germany Employees, including Caritas Germany's Head Office.

·            Act as liaison person for external audits.

·            Establish and sustain interpersonal and professional relationships with Caritas Germany's project partners in order to advise them on all relevant financial matters.

·            Back up Finance Coordinator of Caritas Germany's Country Office during his/her absence.

 

3.              Qualifications and Skills

3.1.        Essential

·            Excellent professional track record with at least 5 years of experience in the Finance Officer of NGO sector, preferably in humanitarian assistance or related fields.

·            Professional experience in Indonesia or knowledge of the local context

·            Completed degree in economics (accounting) or a relevant field experience

·            High interpersonal skills with a strong analytical approach in problem solving on Office Finance management

·            Strong intercultural and social competences with regard to communication and interaction

·            High resilience and willingness to travel inside the country and visit partner initiatives on the ground, sometimes in complex environment.

·            Excellent proficiency in English both oral and written

 

3.2.        Desirable

·            Knowledge about accounting and finance management

·            Ability to transfer/multiply lessons learned

·            Experience in mentoring and coaching local partners in term of finance management and accountability

 

4.              Starting Date

·            8th of February 2023

·            1 year working contract with possibility for extension

 

5.              Terms and Conditions

·            Caritas Germany will offer competitive salary depending on salary history and competency, and also benefits as per Indonesian Labour Law

·            Leave entitlement: 20 days annual leave a year in addition to relevant public holidays

·            Hours: Standard working week is 40 hours in five days Monday to Friday. However, the demands of the job are likely to be such that a willingness to work longer hours, as required, will be necessary
