Post Title: Community Fieldworker (Data Collectors)

Program: Revitalising Informal Settlements and their Environments (RISE)

Duration: 6 months, extendable based on performance

Background:

 

The Revitalising Informal Settlements and their Environments (RISE) programme aims to demonstrate a new approach to water and sanitation management in urban informal settlements. RISE is an action-research programme utilizing a randomized control trial (RCT) methodology involving 24 informal settlements (12 in each country). The RISE theory of change is that the water sensitive cities (WSC) approach can interrupt the fecal-oral transmission route, resulting in an improvement in human gastrointestinal health, especially for children under 5 years of age. The overall aim of RISE is to improve the lives of men and women, boys and girls in informal settlements through improvements in human health and the environment by adopting a water sensitive cities (WSC) approach to informal settlement upgrading. The Expected outcome is to provide the evidence that a localised, water-sensitive approach to upgrading informal settlements can deliver sustainable, cost-effective improvements in health and the environment as a complementary to 'big pipes' in the Asia-Pacific, paving the way for further deployments in the region and globally.

 

Key responsibilities:

 

1) Lead in community mobilization, sensitization and continued support for the programme

·        Plan, organize and manage community engagement activities, including focus groups, interviews, and other engagement activities to reach vulnerable and marginalized groups.

·        Sensitize and keep community leaders informed on program progress and implementation.

·        Assist in the development of a clear work plan for the implementation in target neighbourhoods.

·        Interface with community members to ensure proper understanding of and continued support for key environmental monitoring procedures as well as security of environmental monitoring equipment.

·        Sensitize residents to data collection timelines, aims, and implementation plans.

 

2) Undertake environmental data collection

·        Lead in the installation, maintenance and downloading of data loggers to collect temperature and relative humidity information.

·        Lead in the installation, maintenance and downloading of acoustic and ultrasonic platforms to record wildlife and anthropogenic noise.

·        Lead in the installation and maintenance of mosquito traps with proper collection and transport of samples to the laboratory.

·        Lead the collection of water and soil samples from environments in each community.

·        Lead the labelling, transport and delivery of each sample to the required laboratory(s), according to the standard operating procedures.

·        Lead in the collection of environmental data (climatic, hydrological and environmental) from each site, including the use of hand-held measurement devices (such as water quality probes).

·        Perform periodic live-trapping of small mammals, including handling and identification of animals and possible collection and transport of some live animals to the laboratory.

·        Perform data retrieval processes, including the download of data loggers at regular intervals.

·        Maintain accurate records in the field and ensure traceability of all sample collections.

·        Undertake preliminary analysis of data quality, together with the communication of sample associated data to centralised databases.

·        Provide active maintenance of monitoring strategies (including the maintenance and cleaning of water quantity and quality probes, soil moisture probes, etc.) and replacement of batteries or ineffective devices.

·        Maintain field equipment in proper working order while in and out of the field.

 

3) Undertake health and wellbeing data collection

·        Lead in the conduct of household surveys according to predetermined time table and protocols.

·        Administer surveys using electronic tablet device and conduct introductions in the local language of the householder.

·        Upload surveys to RISE servers daily.

·        Explain study components to householders in local language and obtain written consent, including proxy consent for children for collection of faecal and blood samples (as relevant), and administration of Albendazole.

·        Support the collection of blood samples (capillary and venous) from children (by causally-hired specialists)

·        Lead the collection of faecal samples from consenting householders.

·        Administer Albendazole to the community (recognize side effects of its administration and where required, initiate relevant actions).

·        Performance of height, weight, length measurements of children < 5 years old.

 

4) Support documentation, reporting, and any other duties required

·        Provide inputs to program manuals, trainings, and knowledge products based on lessons learned and community needs.

·        Provide inputs to quarterly reports on neighbourhood activities.

·        Ensure timely and proper downloading from loggers and uploading to server of all field-recorded data using the appropriate interfaces.

·        Regular reporting to in-country supervisors especially in the event of any problems, data loss, or any exciting finds.

 

Key result areas:

 

1. Communities are engaged and supportive for the duration of the programme.

2. Timely achievement of all health and environmental assessment activities and outputs.

 

Required qualifications and experience:

 

At least a Bachelor degree in social sciences, health, environment, engineering or a related discipline. A high school certificate with at least seven years' experience can be accepted in lieu of a Bachelor degree.

 

At least two years of experience with:

(i)      Health or social science research and data collection

(ii)     Community-based development;

(iii)   Field-based biological and health research and an understanding of the physical conditions and discomforts involved (working outdoors in variable weather, at irregular times, while carrying heavy or awkward equipment and with potential exposure to dangerous organisms).

 

Desirable experience includes:

(iv)   Experience with or willingness to learn safe trapping and handling of wild small mammals and mosquitoes

(v)     Experience with field data collection of environmental samples (water, soil, air, etc)

(vi)   Experience with electronic equipment and dataloggers needing data downloads and software uploads, along with data upload to servers via bespoke software

(vii)  Relevant qualifications and experience in the community administration of Albendazole (need to recognise any adverse reactions)

(viii) Experience with field collection of faecal samples

(ix)    Experience in the measurement of height, weight, length measurements of children < 5 years old

 

Fluency in local language oral skills essential. Fluency in English highly desirable.
