The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

In Indonesia, GIZ is implementing various energy projects under the umbrella of the Energy Programme Indonesia/ASEAN. These projects are commissioned by mainly the German government, represented by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the International Climate Initiative, represented by the German Federal Ministry for Economic Affairs and Climate Action (BMWK). 

Within the Energy Programme, a new programme is to be established in Q1/2023, the German-Indonesian Energy Cooperation Hub ("Energy Hub"). The Energy Hub aims to bundle all energy projects funded by Germany and implemented in Indonesia, with the objective to support portfolio development and strategy building, joint representation and communication. It shall further support coordination and identification of the German contribution to the Indonesian Just Energy Transition Partnership (JETP).

The Hub connects to all GIZ energy projects, and further reaches out to energy projects implemented by other implementers, such as KfW, BGR and PTB, who receive funding from Germany. The Hub further works and serves the Indonesian political partners that are strategic partners for technical and financial cooperation projects. Anchored with the Direktorat Jenderal Energi Baru Terbarukan dan Konservasi Energi (DJ EBTKE) under the Ministry of Energy and Mineral Resources (MEMR), the Hub further works with all energy related pollical partners of German cooperation, including Bappenas, the Ministry of Finance, PLN, to name a few. The Energy Hub is formally part of the project "Renewable Energy for Electrification Programme Phase 2" (REEP2) but equally works and represents all projects under the GIZ Energy Programme. 

To support implementation of the programme in Indonesia, we seek one (1) motivated and qualified Indonesian candidate for: 

Junior Energy Transition Advisor (Project Assistant)

 

A.    Responsibilities

The main responsibility of the Junior Energy Transition Advisor shall include, but not limited to, the following areas:

  • Assist the Energy Hub Team Lead and his/her deputy in project management and coordination tasks including documentation, filing, letter drafting, minutes writing, etc.
  • Support implementation of the Energy Hub Secretariat and Steering Committee, assist in compiling operational plans and liaison with Secretariat and Committee members
  • Support event preparation and facilitation through contracting, event organizer liaison, preparation and collection of event materials
  • Support knowledge management and development of knowledge and communication products such as portfolio overviews, flyers, factsheets, etc. through product drafting, background research and data collection
  • Support data collection efforts for energy sector background briefings and policy briefs, and linking this work to publications on the energy website
  • Share knowledge and expertise in energy and climate related tasks, stay abreast of ongoing discussion in energy field in Indonesia, conduct research independently or in support to advisors, and share updates and insights to internal GIZ knowledge exchange groups
  • Support the Team Lead and the Communications Advisor in developing a communications strategy, conduct media analysis and monitoring, and drafting of communication products such as articles, newsletters, etc.
  • Support Reporting and documentation of project results by collecting inputs from team members, and by reviewing other documents concerning the progress of collaborative programs to the Program manager/ teams  

B.    Tasks

1.     Project Coordination and Energy Hub Secretariat Assistance

  • Support Energy Hub planning including preparing project workshops and their documentation (e.g. annual operational planning), following up with partners and supporting regular team jour fixes (minutes, agendas, follow-up)
  • Support preparation of regular Energy Hub team meetings, Secretariat meetings, as well as country steering meetings
  • Contribute to project monitoring, and fulfilling the Energy Hub program documentation needs 
  • Support project reporting towards the donor and Indonesian partner
  • Draft meeting minutes, and support documentation and filing of project documents and agreements
  • Support the Team Lead and Advisors to develop the Energy Hub network, foster dialogue and liaise with Energy Hub Secretariat members, and relevant Energy Hub organisations, including the GIZ Energy Programme projects 

2.     Event and Meeting support

  • Support event organisation for major events (Indonesia Sustainable Energy Week, delegation trips) through contracting, liaising with organizers and partners, and developing event materials
  • Liaise with event partners, consultants, and targets group to develop agendas, and conducts sessions, including liaison with speakers, development of event materials, supporting invitation management
  • Assist the communications team and advisors in developing communications and PR materials for events including event websites, programmes and brochures, event booths, and other formats
  • Support implementation of events through assistance during the event for speakers and high-level delegates, manning of event booths, etc.
  • Support preparation and research related to high-level sector dialogues and policy meetings between Germany and Indonesia, e.g. through assistance in document preparation (agendas, speaking notes, etc.) as well as liaison with meetings organizers (hotels, drivers, etc)
  • Prepare event documentation 

3.     Knowledge & information management and communications strategy

  • Assist in data collection and analysis, on topics related to Indonesia's energy transition
  • Support stakeholder and project mapping in Indonesia's energy transition sphere
  • Provide mapping of existing and future German - Indonesian cooperation opportunities, as well as documentation of updates on cooperation
  • Support development and implementation of a communications strategy for the GER-IDN energy cooperation
  • Support identification of best practices and success stories of GER-IDN energy cooperation; and development of related products and their dissemination
  • Support development and updating of the energy website, working closely with the ITC and Communications Advisors
  • Stay on top of recent energy and climate related discussions in Indonesia, monitor media and support drafting media reports
  • Support knowledge exchange within the Energy Hub and knowledge management groups within GIZ, through preparing inputs and sessions
  • independently prepare or support the team in the preparation of presentation and communications materials such as brochures, fact sheets, meeting documents, power-point presentations, etc
  • support media monitoring
  • Support Advisors in developing Terms of References (ToR) and contract documents for external consultants, and in the communication and management of consultants
  • Support research studies and development of policy papers and reports by conducting research and providing reviews, as well as reviewing reports and documents prepared by advisors or consultants 

4.     Other duties/additional tasks

·         Perform other duties and tasks at the request of the superior

·         Contribute actively to a good working climate and team working within the project, the consortium and across the GIZ energy programme

·         Share proactively information about the project with other relevant projects, seek synergies across activities, and follow a cooperative approach across the larger energy programme 

C.    Required qualifications, competences and experience

Qualifications

·         Bachelor/Masters (B/MSc; B/MA) in energy, climate, sustainable development, environment, energy finance/economics, international relations, or any area that is related to the project objectives 

Professional experience

·         at least 1 (one) year professional experience in/with and/or providing technical assistance to governmental and/or regional/ international implementing organizations in the field of sustainable energy / climate change mitigation / clean energy finance
·         at least 1 (one) year professional experience in event support and stakeholder facilitation
·         previous experience in working in international teams and preparing events is an asset;
·         excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments
·         Prior experience in the clean energy and climate-related sector in Indonesia is an advantage.
·         Very good communication skills with national stakeholders and experience in working in an international organization.  

Other knowledge, additional competences

·         Good working knowledge about sustainable energy including the global discourse about the energy transition, overview of various energy technologies, as well as climate and energy policy making processes
·         very good knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
·         excellent written and oral knowledge of Bahasa Indonesia and English
·         working knowledge of German is an asset
·         willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management
·         Focused and proactive working attitude. 
·         strong organisational competence with good communication and coordination skills
·         Willingness to travel (abroad) when required
·         Availability to follow the code of conduct of the organization.
