Project Overview and Role:
CATALYZE is a $250 million 5 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing. Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening, and rationalizing supply chains, and advancing inclusive growth.
The CATALYZE “Improved Social Protection and Economic Empowerment of Women in Asia” activity focuses on improving social protection and economic empowerment of vulnerable female workers in Asia. Through partnerships with the Government of Indonesia, notably BPJS-K, and private partners, CATALYZE will support BPJS-K to promote female informal sector workers’ enrollment with and continued premium payment for Jaminan Kesehatan Nasional (JKN). CATALYZE is collaborating with BPJS-K to co-create innovative interventions with the private sector that align with current BPJS-K objectives to address challenges to JKN enrollment.
To support this ongoing collaboration and coordination between CATALYZE and BPJS-K, the project is seeking to hire a Liaison Officer on a consultancy basis to be seconded at BPJS-K Office to offer technical assistance services. The consultant will be a point of contact for the project, working closely with a Technical Advisor and BPJS-K to help finalize the design of the partnership.
Primary Duties and Responsibilities:
The consultant will support both BPJS-K and CATALYZE. Consultant will report to CATALYZE Indonesia Team Lead based in Washington, DC and work alongside a Technical Advisor, based remotely and a Regional Advisor, based in Jakarta. The consultant will be engaged for 3 months from the time of engagement through April 2023 to undertake the following tasks and functions. The anticipated level of effort is up to 45 days.
The primary purpose of this role is to facilitate effective communication and coordination across CATALYZE team members and BPJS-K in the project design process. A series of BPJS-K-internal meetings and co-creation workshop with industry partners, civil society, and the community representatives will be held over the course of the next 2-3 months to draw out insights to inform the program design as well as to gain buy-in to the program. The consultant will ensure this project design process is rolled out effectively by supporting meeting coordination, stakeholder outreach, technical document preparation, meeting note preparation and distribution, and other tasks as assigned.
This individual will provide support in the following responsibilities:
- Support meeting logistics, such as gathering or creating meeting documents, preparing and distributing invitations, manage meeting logistics, taking meeting notes in Bahasa and key summaries in English, and ensuring key next steps are noted and are followed-up.
- Prepare preliminary draft of technical documents, with oversight from the Technical Advisor, Regional Advisor, and the rest of the CATALYZE team. These include the first draft of the operational framework, management framework, and the monitoring and evaluation framework, and any other technical documents required for BPJS-K and other stakeholder consultations.
- Lead routine update communication and coordination to CATALYZE Washington DC, on behalf of the Technical Advisor and the Regional Advisor
- Conduct other tasks as required to support BPJS-K Research and Innovation Unit in advancing the program design process.
The Consultant will receive guidance, tools, and technical support from CATALYZE Washington DC to be able to expediently complete tasks at high quality.
With CATALYZE staff: Participate in weekly check-ins to facilitate movement within activity
With BPJS-K: Report weekly to BPJS-K supervisors with progress updates and inputs on key tasks to advance the program design process
Key Competencies Required:

- Demonstrated experience with health insurance, health financing or economics, monitoring and evaluation, and program design

Required Qualifications:
- Minimum of 2 years of relevant working experience in health insurance, health finance and economics, particularly in social protection and health issues
- Demonstrated experience in program design and implementation, including monitoring and evaluation
- Meeting and workshop organization experience required; facilitation experience preferred
- Knowledge and familiarity of BPJS-K and experience with JKN health system
- Experience working with government institutions, donor agencies, and/or other multilateral or civil society organization
- Good knowledge of social protection and health policies
- Highly proficient in spoken and written English, fluency in Bahasa
Due to the hands-on nature of this consultancy, only candidates who can work out of BPJS-K headquarters in Jakarta on an almost full-time basis will be considered.
